HMO conversion in Dartford now starts with planning, not the builder. The council has confirmed two HMO Article 4 directions: north of the A2, planning permission is already needed for every conversion of a property to an HMO, and south of the A2 the same applies from December 10, 2026. Once the owner has planning permission and knows the licence standard the house must meet, we build the rooms, kitchens, bathrooms, fire doors and detection to it. We do the same for an existing HMO being brought up to the licence standard.
For Dartford, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (Mayfair Studio and LetCompliance, 2026); a Kent price follows a site visit. GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Dartford: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Dartford's HMO Article 4 directions north and south of the A2
Nationally, changing a family house (C3) into a small HMO for three to six unrelated people (C4) is permitted development, but Dartford has removed that right. Full Council resolved on 8 December 2025 to bring an immediate Article 4 direction into force north of the A2, and confirmed it on 23 February 2026. A second direction covering the borough south of the A2 was confirmed the same day and takes effect on 10 December 2026.
The directions do not affect small HMOs that already existed before December 9, 2025, because they apply only to changes of use from that date north of the A2 and from December 10, 2026 south of it. Dartford treats the change of use as happening when the property is occupied as an HMO, so starting building work before a direction takes effect does not avoid the need for permission. There is no planning fee for an application needed only because the Article 4 direction removed the right. An HMO for seven or more people is sui generis and always needed permission.
If the building is listed, the works themselves are a separate question: anything that affects its character, inside or out, needs listed building consent from Dartford Borough Council, and carrying it out without consent is a criminal offence.
Housing in Dartford
For Dartford the Council Tax list gives about 26,860 homes; by type 27% flats and 73% houses, by age 60% post-war, 24% interwar and 15% older than 1919.
What the Dartford HMO SPD says about location and size
Dartford Borough Council adopted its HMO Supplementary Planning Document on 25 June 2026, and it sets the tests a planning application is read against. Policy H2 says changing mid terraced houses, and properties under 120sqm, to HMOs is unlikely to be acceptable. Policy H3 treats it as over-concentration where a new HMO would bring HMOs to 10% or more of the homes within 50m of the site. Policy H1 resists HMOs for 10 or more occupants unless their impact is shown to be acceptable.
The SPD also reaches into the plot. Policy H6 asks for at least one secure cycle space for each adult occupant. Car parking is set at 1 space per occupied room south of the A2 and 1 space per 2 occupied rooms north of it, with Central Dartford assessed case by case. An end terrace or semi with a usable rear garden and frontage is easier to make work than a mid terrace with neither.
Licensing a Dartford HMO and what it means for the build
In Dartford an HMO needs a licence when it houses 5 or more people forming two or more households. A live-in landlord only needs a licence with four or more lodgers or tenants. The council determines applications within 12 weeks of accepting them as valid, and tacit authorisation applies if it has not responded in that time. The landlord applies for the licence; we build the house to the standards it has to meet.
The electrical installation is one of those standards. Dartford requires every HMO to hold a satisfactory Electrical Installation Condition Report dated within the last 5 years, so on a conversion we plan a rewire or upgrade that a registered electrician can test and certify cleanly. Extra sockets per room, a larger consumer unit and separate circuits for kitchens and laundry are planned in at the start rather than squeezed in later.
Room sizes and fire safety in a Dartford HMO
Every sleeping room in a licensed Dartford HMO has to meet the national minimum sizes that became licence conditions in October 2018: 6.51 sqm for one person over 10 and 10.22 sqm for two people over 10. No room under 4.64 square metres may be used for sleeping. When the council measures a room, floor area where the ceiling is lower than 1.5m does not count, which catches attic bedrooms. We set out partitions to the approved plan and measure each room before boarding.
Fire safety shapes the rest of the build. Dartford says most HMOs need a mains wired, interlinked fire detection system, and some also need emergency lighting. We fit fire doors with self-closers to the rooms off the escape route, protect the stair and install the detection the fire risk design specifies, with the LACORS housing fire safety guidance as the recognised reference. Sound insulation between lettings is worth building in at the same time.
- Existing HMOs upgraded to meet their licence conditions
- Thumb-turn bedroom locks that open from inside without a key
- Extra shared bathrooms and shower rooms

FAQ
Frequently Asked Questions about HMO Conversions Dartford
How much does an HMO conversion cost in Dartford?
Published figures put a light HMO conversion for four to six tenants at £40,000 to £75,000 in construction, and a full conversion with an en-suite to every bedroom at £90,000 to £150,000 (Mayfair Studio, 2026). A Dartford house moves within that range with the fire works, the extra bathrooms and the kitchen size. Planning and licence fees are the landlord's and sit outside our quote.
Does a small HMO in Dartford now need planning permission?
Yes, north of the A2 already, and south of it from December 10, 2026. The direction north of the A2 was confirmed on February 23, 2026 and requires permission for every conversion to an HMO there. Small HMOs that already existed before December 9, 2025 are not affected, and south of the A2 only changes of use from December 10, 2026 are caught.
Will starting the works early get round Dartford's HMO Article 4?
No. Dartford treats the change of use as happening when the property is occupied as an HMO, so building work begun before a direction takes effect does not avoid the need for planning permission. Confirm the planning position first, and we programme the works around the decision.
Is there a planning fee for an HMO application in Dartford?
Not where the application is needed only because the Article 4 direction removed the permitted development right. Dartford charges no fee in that case. A larger HMO that would have needed permission anyway, or a scheme with other changes such as an extension, may be treated differently, so the owner's agent checks.
When does a shared house in Dartford need an HMO licence?
When it houses 5 or more people forming two or more households. A live-in landlord only needs a licence with four or more lodgers or tenants. The landlord applies for the licence, and we build the property to the standard it has to meet, including room sizes, amenities and fire detection.
How long does Dartford take to decide an HMO licence application?
Dartford determines HMO licence applications within 12 weeks of accepting them as valid, and tacit authorisation applies if it has not responded in that time. Build that period into the overall programme, so the house is finished and certified around the time the licence decision arrives.
What are the minimum bedroom sizes in a Dartford HMO?
6.51 sqm for one person over 10 and 10.22 sqm for two people over 10, introduced in October 2018, and no room under 4.64 square metres may be slept in. Floor area where the ceiling is lower than 1.5m does not count, which matters in attic and sloping rooms. We check each room against the plan before boarding.
Which houses does the Dartford HMO SPD say are unlikely to suit?
Policy H2 of the HMO SPD says changing mid terraced houses, and properties under 120sqm, to HMOs is unlikely to be acceptable. That steers schemes towards larger end terraces, semis and detached houses, where the rooms, cycle storage and parking the SPD asks for are more achievable.
What fire detection does an HMO in Dartford need?
Dartford says most HMOs need a mains wired, interlinked fire detection system, and some also need emergency lighting. The exact specification follows the fire risk design for the house. We install it with fire doors and a protected escape route, and the installer certifies the system at handover.
