HMO Conversions Bexleyheath

House to HMO conversions and licence upgrades in Bexleyheath, fire doors, detection and shared amenities built to the council's licence standards.

An HMO conversion in Bexleyheath starts with planning, not with the builder. Bexley's borough-wide Article 4 Direction on small houses in multiple occupation came into force on 24 September 2017, so turning a family house into a shared house here needs planning permission from the outset. Once the owner has consent, we build to Bexley's HMO standards: room sizes, kitchens and bathrooms per occupant, fire doors, detection and escape routes. We also upgrade existing HMOs that need work before a licence inspection.

In Bexleyheath, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Bexleyheath: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Why every Bexleyheath HMO needs planning permission

Turning a Bexleyheath family house into a small HMO needs planning permission. Nationally, Class L of the General Permitted Development Order 2015 lets a Class C3 home become a Class C4 HMO without an application. Bexley switched that right off across the whole borough with an Article 4 Direction in force since 24 September 2017. Bexley's Design Guide SPD Part 2 confirms that since the 2017 Direction every HMO proposal needs permission, and the borough tells owners to speak to planning before works begin.

Headcount also sets the use class. The London Plan glossary defines HMOs for three to six people as Use Class C4 and HMOs for more than six people as Sui Generis, which needs permission anywhere. Class L never allowed one former house to be used as two or more separate C4 HMOs. London Plan Policy H9 says boroughs should take account of the role of HMOs in meeting housing needs, but in Bexleyheath the application is still the first step, made by the owner or their agent.

Housing in Bexleyheath

Bexleyheath's housing, as the Council Tax list records it, is about 8,550 homes: 73% houses, 27% flats, with 19% pre-1919, 40% interwar and 41% built since 1945.

Which licence a Bexleyheath HMO needs

Licensing turns on how many people live there. Bexley requires a mandatory licence once five or more people from two or more households share an HMO, and the storey count makes no difference. The borough's selective licensing scheme is limited to Belvedere Ward, running from 13 January 2025 to 12 January 2030, so it does not reach Bexleyheath streets. Bexley says that outside a selective area a private let, even a small HMO of fewer than five people, needs no licence.

One exception matters here: a flat in a purpose-built block of three or more self-contained flats falls outside mandatory licensing, although a council's additional scheme can still cover it.

The landlord or their agent applies for the licence; we build to the standards the inspection checks. Getting it wrong is serious. Bexley states that failing to license a property is a criminal offence and can bring a financial penalty, and GOV.UK says renting out an unlicensed HMO can lead to an unlimited fine. For a Bexleyheath house planned for five or more sharers, we programme the fire and amenity works to finish before the first tenant moves in, so the licence application is not waiting on the build.

Room sizes, kitchens and bathrooms in a Bexleyheath HMO

Bexley's HMO standards set sleeping room minimums of 6.52m2 single and 10.23m2 double in shared houses, rising to 12m2 single and 15m2 double for a bedsit with its own kitchen facilities. Those sit just above the national licence minimums of 6.51 square metres for one adult and 10.22 for two, and no room under 4.64 square metres may be used for sleeping. Bexley's Rent it Right property standards also require a floor to ceiling height of at least 2.14m over 85% of the floor area in HMO rooms. Measure the small front bedroom of a Bexleyheath semi, and any room under a sloping ceiling, before counting it as a letting room.

Shared rooms scale with the headcount. Bexley requires one full set of shared cooking facilities for every 5 persons, and where five or more occupants share, at least one bath or shower and one separate toilet for every five. Outside, the Design Guide SPD Part 2 asks an HMO conversion for at least 5m2 of outdoor amenity space for 1 to 2 persons plus 1m2 per additional occupant. We lay out kitchens, bathrooms and the garden to those numbers on the drawings first.

Fire safety, sound and energy in a Bexleyheath shared house

Fire safety is the heart of an HMO build. A Bexleyheath shared house needs a protected escape route from every bedroom to the front door, fire-resisting doors with closers on the rooms that open onto it, and linked smoke and heat detection. Part B of the Building Regulations applies to the building work, and LACORS housing fire safety guidance is the recognised guide that councils use for the level of protection. We fit the doors, detection and any fire-stopping to the scheme the owner agrees with the council.

Sound between lettings matters more in a shared house than in a family home, because each room is someone's whole living space. We add insulation to the partitions and floors between bedrooms and keep kitchens away from sleeping rooms where the layout allows. Energy rules apply too: GOV.UK says landlords can no longer let properties covered by the MEES Regulations below an EPC rating of E without a valid exemption, so a Bexleyheath HMO conversion is the time to insulate and upgrade heating.

The GS Renovation Difference in Bexleyheath

An HMO conversion has three sets of rules to satisfy: planning, the licence and building regulations, and the build has to meet all three at once. We work from the approved drawings and the room schedule, build the fire protection and shared rooms in the right order, and hand over with the electrical, alarm and emergency lighting certificates a licence inspection asks for. For a Bexleyheath house that means one point of contact from strip-out to the first tenancy, and a written quotation after a survey.

FAQ

Frequently Asked Questions about HMO Conversions Bexleyheath

How much does an HMO conversion cost in Bexleyheath?

Published figures put a light HMO conversion for four to six tenants at £40,000 to £75,000 in construction, and a full conversion with an en-suite to every bedroom at £90,000 to £150,000 (Mayfair Studio, 2026). A Bexleyheath house moves within that range with the fire works, the extra bathrooms and the kitchen size. Planning and licence fees are the landlord's and sit outside our quote.

Does turning a Bexleyheath house into a small HMO need planning permission?

Yes. Bexley removed the permitted development right for small HMOs across the borough with an Article 4 Direction that took effect on 24 September 2017, and every HMO proposal since then needs planning permission. The borough recommends speaking to planning before any works start. The owner or their agent makes the application, and we build to the consent.

Does a Bexleyheath HMO need a licence?

Once five or more people from two or more households share it, yes: that is a mandatory licence in Bexley, however many storeys the house has. Selective licensing runs only in Belvedere Ward. Outside a selective area, Bexley says a rented home, including an HMO with fewer than five people, needs no licence at all.

How big must an HMO bedroom be in Bexleyheath?

Bexley's HMO standards ask for 6.52m2 as a single and 10.23m2 as a double in a shared house. A bedsit with its own kitchen facilities needs more room: 12m2 single and 15m2 double. The national licence minimums are 6.51 square metres for one adult and 10.22 for two, and no room under 4.64 square metres may be slept in. We check every room against these figures on the drawings, before any partition is built.

How many kitchens and bathrooms does a Bexleyheath HMO need?

Bexley asks for one full set of shared cooking facilities for every 5 persons. Where five or more occupants share, there must be at least one bath or shower and one separate toilet for every five. A house for six or more sharers therefore needs a second kitchen set and extra bathrooms, which we plan into the layout first.

What ceiling height does an HMO room need in Bexley?

Bexley's Rent it Right property standards require at least 2.14m from floor to ceiling over 85% of the floor area in HMO rooms. A room in the roof or under a sloping ceiling can fail that test even when its floor area is large enough, so we measure heights at survey.

When does a Bexleyheath HMO become sui generis?

When more than six people live in it. The London Plan glossary defines HMOs for three to six people as Use Class C4 and those for more than six as Sui Generis. A large HMO needs its own planning permission, on top of Bexley's borough-wide control on small HMOs.

What fire safety work does an HMO conversion need?

A protected escape route, fire-resisting doors with self-closers onto it, and a linked fire detection and alarm system, plus emergency lighting in larger houses. LACORS housing fire safety guidance is the recognised guide to the level needed, and Part B of the Building Regulations covers the building work. We fit and fire-stop to the agreed scheme.

How much outdoor space does a Bexleyheath HMO need?

Bexley's Design Guide SPD Part 2 says an HMO conversion should provide at least 5m2 of outdoor amenity space for 1 to 2 persons, plus 1m2 per additional occupant. A house for six sharers therefore needs a usable garden, not just a bin store, and we lay it out with the approved plan.
