HMO Conversions Hornchurch

House to HMO conversions and licence upgrades in Hornchurch, fire doors, detection and shared amenities built to the council's licence standards.

HMO conversion in Hornchurch starts with planning, not building work. Havering has an HMO Article 4 Direction covering the borough outside four named wards, which takes in Hornchurch, so turning a flat, terraced house or semi-detached house into a shared house needs planning permission. Local Plan Policy 8 then asks for a house of at least 120 sq m. Once consent and the licence route are settled, we build the kitchens, bathrooms, fire doors and alarms to Havering's accommodation standards.

In Hornchurch, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Hornchurch: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

The HMO Article 4 Direction and a Hornchurch shared house

Nationally, Class L permits a change from a family house in Class C3 to a small HMO in Class C4 without a planning application. Havering has removed that right across much of the borough. Its two HMO Article 4 Directions were made on 3 November 2015 and came into force on 13 July 2016. The second applies outside the Brooklands, Romford Town, Heaton and Gooshays wards, so in Hornchurch a flat, terraced house or semi-detached house needs planning permission to become an HMO.

The direction names flats, terraced houses and semi-detached houses. In the VOA's count for Hornchurch, Emerson Park and Hylands, that covers the 26% of homes that are flats, the 23% that are terraced houses and the semis within the 41% counted as semi-detached or detached. For a detached house, check the position with Havering before relying on Class L. Above six residents the question changes. The London Plan glossary puts HMOs for three to six people in C4 and larger ones in Sui Generis, which needs planning permission anywhere. Class L also cannot turn one house into two separate HMOs.

Housing in Hornchurch

Count the homes in Hornchurch and you get about 9,530: 49% built since 1945, 48% between the wars and 3% before 1919, with flats at 26% and houses at 75%.

Havering's Policy 8 tests for an HMO on a Hornchurch street

When the application goes in, Havering Local Plan Policy 8 sets the tests. The original property must be not less than 120 sq m, and the proposal must not result in more than 10% of properties in one street becoming HMOs. A 1930s Hornchurch semi may or may not reach that floor area, so a measured survey and a count of existing HMOs in the street come before any design fee. A house that fails either test is unlikely to be approved however it is laid out.

Policy 8 also requires communal space, a dining or living area, large enough for everyone living in the house to use at once. Havering's accommodation standards define communal space as an unlocked room of at least 4.6 sq m with seating, or a kitchen with an extra 4.6 sq m for a table and seating. That shapes the layout: converting the Hornchurch front room into a bedroom only works if the kitchen or another room can carry the shared space.

Mandatory and additional HMO licensing for Hornchurch landlords

In Havering a mandatory licence is needed for a property occupied by 5 or more people from 2 or more households sharing facilities such as a kitchen, bathroom or toilet. A flat in a purpose-built block of three or more flats is the exception. Smaller HMOs are not exempt: Havering's additional licensing scheme, Scheme 3, applies to all wards in the borough from 18 March 2026 until 17 March 2031, so a three or four person shared house in Hornchurch needs a licence too. The landlord applies for the licence; we build to the standards it sets.

Order matters. Havering issues only a 1 year licence for an HMO application made without planning consent already approved for the change from C3 to C4, and it cannot refund the licence fee if planning permission is refused. GOV.UK warns that renting out an unlicensed HMO can lead to an unlimited fine. For a Hornchurch landlord that means planning first, licence second, and building work timed so the house is ready for the licence inspection.

If the building is listed, the works themselves are a separate question: anything that affects its character, inside or out, needs listed building consent from Havering Council, and carrying it out without consent is a criminal offence.

Kitchens, fire safety and energy in a Hornchurch HMO

Havering's private rented accommodation standards set the kitchen. Where lettings have no cooking facilities of their own, there should be one full set per 5 persons, no more than one floor away from the letting. Newly converted kitchens need a mechanical extractor even where there is an openable window. In a Hornchurch HMO for six, that can mean a second kitchen on the first floor, with its own drainage and extraction, rather than one oversized room downstairs.

Fire safety is built in as the rooms are formed. Havering asks for a fire blanket and a mains powered heat detector in the kitchen, with a fire rated internal kitchen door, and the bedrooms and escape stair follow Part B and the LACORS housing fire safety guidance your designer applies. The same standards expect insulation and heating giving an EPC rating of at least E where applicable, which is also the MEES minimum for letting, so a Hornchurch HMO gets its heating and insulation in the same programme.

The GS Renovation Difference in Hornchurch

An HMO has to satisfy a planning officer, a licensing inspector and building control, and each looks at different details. Planning comes first, so the programme starts from the consent date. Your designer's drawings go with your licence application, and we supply the programme and method statement that sit beside them. Fire doors, detection, kitchens and bathrooms are then built to the licence standards, with fire details seen before they are covered, so the house is ready on the date the inspector is booked.

FAQ

Frequently Asked Questions about HMO Conversions Hornchurch

Why do HMO conversion quotes in Hornchurch vary?

Because they rarely build to the same standard. One includes fire doors, interlinked detection, and bathrooms and a kitchen sized to the council's amenity standards; another prices a lower specification that may fail inspection. The published figure of £40,000 to £75,000 for a light conversion (Mayfair Studio, 2026) is a starting point. Compare Hornchurch quotes against the licence standards.

Does turning a Hornchurch house into a small HMO need planning permission?

Yes, for a flat, terraced or semi-detached house. Havering's HMO Article 4 Directions came into force on 13 July 2016, and the second applies outside the Brooklands, Romford Town, Heaton and Gooshays wards, which takes in Hornchurch. That removes the national Class L right, so the change from C3 to C4 needs a planning application.

When does a Hornchurch HMO need a mandatory licence?

When 5 or more people from 2 or more households share facilities such as a kitchen, bathroom or toilet, unless the home is a flat in a purpose-built block of three or more flats. That matches the GOV.UK definition of a large HMO, rented to 5 or more people forming more than 1 household. The landlord applies to Havering, and the licence conditions set what the building work has to deliver.

Does a three or four person shared house in Hornchurch need a licence?

Yes. Havering's additional licensing scheme, Scheme 3, covers smaller HMOs in all wards of the borough from 18 March 2026 until 17 March 2031. A shared house below the mandatory threshold in Hornchurch therefore still needs a licence, with conditions on amenities and fire safety that the building work has to meet.

What happens if an HMO licence is applied for before planning consent?

Havering issues only a 1 year licence for an HMO application made without planning consent already approved for the change from C3 to C4. It also says it cannot refund the licence fee if planning permission is refused. Settle planning first, then apply for the licence, and time the building work between the two.

How many kitchens does an HMO in Hornchurch need?

One full set of cooking facilities per 5 persons where the lettings have none of their own, under Havering's accommodation standards. A shared kitchen should also be no more than one floor away from the letting it serves. A larger HMO in Hornchurch may therefore need a second kitchen upstairs, with drainage and extraction planned from the start.

What fire safety does a Havering HMO kitchen need?

A fire blanket, a mains powered heat detector and a fire rated internal kitchen door, under Havering's standards. A newly converted kitchen also needs a mechanical extractor even where it has an openable window. The wider escape route and bedroom doors follow Part B and LACORS guidance, which your designer applies to the drawings we build from.

How big must the bedrooms be in a Hornchurch HMO?

At least 6.51 square metres for one adult and 10.22 square metres for two, under the national conditions that every mandatory HMO licence carries. No room under 4.64 square metres may be used for sleeping at all. Your designer checks each room against those figures before partitions are set out.

Can a Hornchurch house become an HMO for seven or more people?

Only with planning permission. The London Plan glossary puts HMOs for three to six people in Class C4 and larger ones in Sui Generis, which no permitted development right covers. Havering Policy 8 still applies, so the original property must be at least 120 sq m and the street must not exceed 10% HMOs.
