Adding bathrooms for a Dartford HMO now needs planning permission

The permitted development right has been withdrawn north of the A2. Dartford Borough Council resolved at full Council on 8 December 2025 to bring into force immediately an Article 4 direction for houses in multiple occupation covering that area. The direction was confirmed by full Council on 23 February 2026. Adding en suites to a house there in order to let it as an HMO now sits behind a planning application.

South of the A2 the date is later. That direction was confirmed on 23 February 2026 and takes effect on 10 December 2026. From then, planning permission is required to convert a house into a house in multiple occupation for up to six occupants. If that is the plan for the property, the consent question comes before the bathroom specification.

Drainage in Dartford is treated as a flood risk question

The council's own evidence base treats it that way. The Dartford Strategic Flood Risk Assessment identifies surface water, groundwater and sewer flooding as potential sources of flood risk in the borough, alongside fluvial and tidal flooding. A new bathroom adds fixtures to a drainage system that was sized for fewer of them, so where it connects matters as much as what it connects to.

We look at the run before agreeing the layout. Falls, vent positions, the route to the existing stack and whether a pump is needed all decide where a shower or a WC can sensibly go. Moving a soil connection is the expensive part of a bathroom. It is better priced honestly at the survey than discovered under the floor once the room is stripped.
