Who owns what in Harlow

Tenure decides who has to agree to a renovation before it starts. Census 2021 counted 20,345 owned households in Harlow, 11,097 social rented households of which 9,051 rented from the council or local authority, and 5,824 private rented households. The floor and the walls are shared, the lease sets rules about noise and working hours, and structural alteration runs through the freeholder as well as building control. Covenants on a Harlow home

Harlow Council operates a covenant control service, and it can apply to your house even where planning permission is not needed. It administers restrictive covenants on homes built by Harlow Development Corporation, its agents or developers and sold as private estates, and on homes built for sale by Harlow Council. Church Langley is the exception. Only the original developers' covenants apply there, and homes built by Croudace are not administered by the council.

The published fees are non-refundable. Covenant consent for an extension is £125.46 before the work and £188.70 retrospectively, and for minor alterations, windows and sheds the fees are £61.20 and £93.84. Windows and external alterations are the parts of a renovation this reaches, so the position is worth checking before an order goes in for new windows or a new front door.

Conservation areas and the character of the estates

Harlow has ten conservation areas: Churchgate Street, Harlow Garden Village Estate, Harlow Mill and Old Road North, Harlowbury, Mark Hall North, Netteswellbury, Old Harlow, Puffers Green, Town Park Netteswell Cross and Tye Green. Churchgate Street was designated in 1969 and amended in 2025, Old Harlow was designated in 1969 and amended in 1994, and Mark Hall North was designated in 1987 and amended in 2022. The Harlow Garden Village Estate area covers dwellings along St John's Avenue, Manor Road and The Hill, designated in 2013.

External finishes carry weight in those areas. Harlow Council's Mark Hall North appraisal describes terraces finished in pastel coloured render with side elevations of the row in exposed brick, and other terraces in light coloured exposed brick with darker brick on the side elevations. Trees are protected as well: to carry out works to a tree in a Harlow conservation area you have to notify the council six weeks before you plan to start work. That six week notice belongs in the programme, not at the end of it.

Building control on a renovation

For alterations to a single dwelling where the cost of the work does not exceed £5,000, Harlow Council's building control charge under a building notice is £372.82 including VAT, on the fee schedule effective from 1 April 2024. Not every part of a renovation needs approval, but the structural parts do, and so do drainage work and some electrical and heating work. Putting the notice in at the start avoids a stop later.

Where earlier work at the house was never signed off, it can be regularised. Harlow Council charges £441.55 to regularise alterations to a single dwelling costing up to £5,000, and £652.29 where the work cost more than £5,000 and not more than £25,000. Those charges are quoted excluding VAT. A renovation is a sensible moment to deal with it, because the finishes are coming off anyway and an officer can see what sits behind them.
