A house does not have to be listed for its detail to matter in Ware. The Ware Neighbourhood Plan records concentrations of unlisted buildings of considerable architectural and historic interest, dating from the late 19th and early 20th century, along New Road, the south part of Milton Road and the Coronation Road areas. The first is the Ware Neighbourhood Plan 2021 to 2033. It was prepared by the Ware Neighbourhood Plan Steering Group, established by Ware Town Council. It passed referendum on 28 September 2023 and was made by East Herts District Council on 13 December 2023, so it now forms part of the statutory development plan for Ware.
The second is the Ware Conservation Area Appraisal and Management Plan. Members of East Herts District Council resolved to adopt it on 27 July 2016, following public consultation during December 2015 and January 2016, and a public meeting on 8 December 2015. East Herts also operates a pre-application service for planning advice, alongside its online route for making a planning application. On a scheme with any planning content, that service is worth using before drawings are finalised.
A structure can be protected without being listed in its own right. Structures within the curtilage of a listed building, including railings and walls, are subject to the same controls as the listed building itself if they pre-date 1948. A boundary wall taken down to get a skip in can therefore be a consent problem rather than a site logistics problem.
East Herts also publishes its own Heritage at Risk Register. It covers Grade II buildings excluding churches, plus selected curtilage listed buildings and structures that the council considers at risk, with a separate register for Grade II churches. The current one is the 2025 East Herts HAR Register, published in October 2025. If a property appears on it, that shapes the order in which a renovation programme is run.

Check with East Herts District Council before ordering anything, because conservation area status restricts permitted development rights in its own right. The road itself was built in 1843 for the Turnpike Company by the Eastern Railway, because the level crossing at Amwell End obstructed the turnpike. East Herts confirms the boundary.
It depends how much of the structure and the services come out at once. A rewire, replumb and replastering running together leaves no working kitchen or bathroom, so moving out for that phase is the simpler option. Staging the work keeps rooms usable and takes longer overall. Access shapes it here too, because the historic core has narrow streets, burgage plots and yards, which limits where skips and storage can go.
Search the National Heritage List for England by address, and treat a listing as covering the whole building, inside and out. Ware has 202 listed buildings and listings, 180 of them inside the Ware Conservation Area, and fourteen of those 180 are Grade II star. The Ware Neighbourhood Plan records four Grade I assets: the Church of St Mary, Place House, The Priory and Scott's Grotto. Consent reaches internal alterations as well.
