Commercial fit-out in Harlow means shops, cafes, salons, clinics and studios in Harlow Town Centre and the five neighbourhood centres. Bush Fair and The Stow are original 1950s centres, and Old Harlow's high street is historic, so a unit there can sit in a parade with flats or offices above and shared services behind. We fit out customer facing units to the landlord's specification, Harlow's Shopfront Design guidance and the building regulations for premises the public use.
For Harlow, published UK guides put refurbishing a retail space at £1,500 to £3,000 per m² and a restaurant or cafe at £2,000 to £4,500 per m² (MyBuilder, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Harlow: our own trades do the strip-out, back of house, counter fitting and finishes, and we coordinate the shopfront, extraction, electrical and fire specialists the unit needs.

Harlow Town Centre and the five neighbourhood centres
Harlow's shopping places sit in a clear order: Harlow Town Centre at the top, then five Neighbourhood Centres at Bush Fair, The Stow, Old Harlow, Church Langley and Staple Tye. Bush Fair and The Stow are original 1950s centres, so a fit-out in a parade there starts with a survey of what is shared. Rear access, service risers, drainage runs and the structure carrying the upper floors all affect how a unit can be stripped and refitted without disturbing the neighbours.
A parade unit in Harlow is fitted out while the shops either side keep trading. Deliveries of counters, flooring and plant come through the service yard or at quiet times, and hoarding keeps customers of the next shop clear of the works. In an occupied parade the loud work, breaking out floors and drilling into concrete, stays within Harlow's permitted construction noise hours of 8.00am to 6.30pm on weekdays and 8.00am to 1.00pm on Saturday. The programme you sign up to shows which days are which.
Shopfronts, shutters and signs under Harlow's design guide
Harlow Council's Cabinet adopted the Shopfront Design Guide Supplementary Planning Document on 10 December 2024. The council also uses it to protect the historic shopping areas it names: Old Harlow's high street, Bush Fair and The Stow. A replacement shopfront that materially changes the look of the building needs planning permission. In any of those places it should be drawn with the guide open from the first sketch, so the fascia, the glazing and the door position are settled before any application rather than redrawn after a refusal.
On security, Harlow's guide discourages solid shutters, external or internal, and prefers security glass or latticed or perforated shutters. That changes the specification and the lead time, because laminated glazing is made to size once the new frame is surveyed. The guide also notes that many forms of shop signage need advertisement consent. An illuminated fascia or a projecting sign therefore belongs in the consent package, not in the last week before opening, and we fit it to the approved drawing.
Use classes, takeaways and kitchen extraction in Harlow units
Within Class E a shop can become a cafe, a clinic or a gym studio without a change of use application, but the building regulations still apply to the new layout. A hot food takeaway, pub or bar is sui generis, outside Class E, so changing a unit to one needs planning permission. Before a Harlow fit-out starts, the owner or tenant confirms the use class and any planning conditions on the unit, and we build to what they allow. A condition limiting opening hours or extraction can shape the whole fit-out.
Food changes the services in a Harlow parade unit more than anything else. A cooking kitchen needs a canopy, ducting and odour control, and the duct route to roof level usually passes the flats above, so its line and noise are settled with the landlord early. Commercial kitchens also need a grease trap or separator on the drain, wash hand basins and wipeable finishes. We build the extract and drainage to the specialist's design and leave access panels for cleaning.
Building control, access and Old Harlow frontages
Harlow's building control schedule for non-domestic work carries its own line for installing a new shop front, which is a useful reminder that replacing a shopfront is building work in its own right. The structure over the opening, safety glazing and the entrance door are all inspected. A customer facing unit in Harlow also needs Part M thinking. It applies to the parts you alter and must not leave access worse than before, and where you provide new customer WCs or rework the entrance, they are built to Approved Document M.
Old Harlow is a conservation area, and its High Street has had its own Article 4 direction since 27 February 2017. A shop has no householder permitted development rights to lose, so an external change that materially alters its appearance needs planning permission before the hoarding goes up. Taking out an old frontage is part of that alteration, so the strip out of the shopfront is held in the programme until permission is in place. If the building is one of Harlow's listed buildings, listed building consent is needed for internal changes too.

The GS Renovation Difference in Harlow
A fit-out in a trading parade has to open on a fixed date and disturb the neighbours as little as possible. We visit the unit, read the landlord's pack and give a written quotation, then set a programme that shows when the noisy work happens and when the unit is handed back. Your designer or agent handles planning and advertisement consents, and we build to the approved drawings. Our founder, Abdelaaziz Saaid, has more than three decades of hands-on experience, and one team carries the strip out, counters, services and finishes through to opening day.
- Step-free entrance and accessible WC planned from the first drawing
- Neighbours given notice before the noisy stages
- Noisy work and deliveries booked around the neighbouring shops' trading hours

FAQ
Frequently Asked Questions about Commercial Fit-Out Harlow
How much does a shop or cafe fit-out cost in Harlow?
Published UK guides put refurbishing a retail space at £1,500 to £3,000 per square metre and a restaurant or cafe at £2,000 to £4,500 per square metre (MyBuilder, 2026). For a Harlow unit the biggest variables are the kitchen and extraction, the shopfront, the electrical supply and accessible WC work. The quote after the survey itemises each of them.
Do shop signs in Harlow need advertisement consent?
Many do. Harlow's Shopfront Design guidance notes that many forms of shop signage need advertisement consent, separate from any planning permission for the shopfront itself. Illuminated fascias and projecting signs commonly need it. Your signmaker or designer prepares the application, and we fit the sign, its fixings and any power supply to the approved drawing once consent is granted.
Are solid roller shutters allowed on a Harlow shopfront?
Harlow's shopfront guidance discourages them. It prefers security glass or latticed or perforated shutters to solid ones, whether fitted outside or inside the glass. In practice that points a scheme toward laminated security glazing, sometimes with an internal open lattice shutter. We price both routes at the quote stage so you can weigh security, insurance requirements and the look of the frontage before the design is fixed.
Which Harlow shopping areas does the Shopfront Design SPD protect?
Old Harlow's high street, Bush Fair and The Stow. Harlow Council's Cabinet adopted the Shopfront Design Supplementary Planning Document on 10 December 2024, and it is used to protect those historic shopping areas as well as guiding shopfronts across the town. A fit-out in those three places should treat the guide as the starting brief for the frontage.
Does replacing a shopfront in Harlow need building control approval?
Normally, yes, because a new shopfront is building work. Harlow's non-domestic fee schedule has a specific line for installing a new shop front, alongside the other standard non-domestic charges. The inspector looks at the structure over the opening, safety glazing, the entrance door and level access. We allow for that inspection in the programme so the frontage is signed off before the unit opens.
Can a Harlow cafe start selling hot food takeaway without planning permission?
Not if it becomes a hot food takeaway. A cafe or restaurant sits in Class E, while a hot food takeaway is outside it and needs planning permission to change to. Selling some food to take away alongside a sit down cafe can stay within the existing use, so the owner or their agent checks the planning position before we fit extraction for a takeaway kitchen.
What does fitting out a clinic in a Harlow parade unit involve?
More services than a shop. A treatment room usually needs a clinical wash basin, extra drainage, mechanical ventilation and wipeable finishes, and the layout must keep a clear escape route, with any new toilet built to Part M. We build the partitions and services to your designer's layout and specialist requirements, and the equipment supplier fits any regulated equipment. Confirming the planning use and the landlord's consent comes first.
Can shop fit-out work carry on after the neighbouring units close?
Quiet work can, loud work generally cannot. Where flats sit above a parade, drilling and breaking out stay inside the permitted construction hours, while fitting, painting and cleaning can run later if the landlord and the lease allow it. We agree those windows with the landlord and managing agent before starting, and the programme shows them so the neighbours know what to expect.
Does changing a shopfront in the Old Harlow conservation area need permission?
Yes, where the change alters how the building looks. Old Harlow is one of the ten conservation areas in the district, and the Shopfront Design guidance names Old Harlow's high street among the historic shopping areas it protects. The separate conservation area consent no longer exists, so the control runs through planning permission. Your designer applies, and we hold the frontage work in the programme until the decision.
