HMO Conversions Harlow

House to HMO conversions and licence upgrades in Harlow, fire doors, detection and shared amenities built to the council's licence standards.

Turning a Harlow house into an HMO meets planning before it meets the builder. A town-wide Article 4 direction has applied since 12 April 2021, so every HMO conversion, whatever its size, needs full planning permission, and Local Development Plan Policy H3 limits HMOs to one in a row of five. Licensing follows planning, and the licence conditions set bedroom sizes, kitchens, bathrooms and a Grade D1, category LD1 fire alarm. We build to the permission and the licence standards the landlord has to meet.

For Harlow, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (Mayfair Studio and LetCompliance, 2026); a Essex price follows a site visit. GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Harlow: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Planning for an HMO anywhere in Harlow

Every conversion to an HMO in Harlow needs full planning permission, whatever its size, because a town-wide Article 4 direction has applied since 12 April 2021. A three or four bedroom terrace let to unrelated sharers cannot rely on the national permitted change from a C3 family house to a C4 small HMO for 3 to 6 people. Morley Grove, numbers 1 to 99, has carried its own direction on that change since 1 July 2013. An HMO for 7 or more people is sui generis and needs permission in any case, so no HMO in the town avoids an application.

Policy H3 of the Harlow Local Development Plan allows an HMO only where HMOs would not exceed one out of a row of five units. It also asks for parking at one space per bedroom plus one secure covered cycle space per bedroom, or the current adopted parking standards. On a Harlow terrace the row test is the first thing your agent checks, because an existing HMO two doors along can rule a scheme out before design starts. The parking requirement can then cap how many bedrooms the plot supports.

Housing in Harlow

Licensing a Harlow HMO once planning is granted

Harlow requires a mandatory HMO licence where a property is let to 5 or more people forming more than one household who share a toilet, bathroom or kitchen, unless it is a flat in a purpose-built block of three or more flats. Harlow only accepts the licence application once full planning permission for the HMO is in place. That fixes the order: planning, then building work to the approved drawings, then the licence application before tenants move in. The landlord or their agent applies, and we hand over the certificates the application needs.

Harlow's standard mandatory licence fee covers a house of up to 6 bedrooms, and a licence, once granted, is valid for one year, so the house has to meet the conditions again at each renewal. Durable finishes, fire doors that close properly and alarms that are easy to test all make each renewal simpler. Before any of this, check the title: a single-family covenant on a former Development Corporation or council home would be breached by an HMO, and the council says it will not release covenants it can enforce.

Room sizes, kitchens and bathrooms for a Harlow HMO

Harlow's HMO licensing conditions set minimum sleeping areas, excluding any en suite, of 6.51 m2 for one adult and 10.22 m2 for two adults, with 4.64 m2 for a child and 9.28 m2 for two children. No room under 4.64 m2 may be used for sleeping. Rooms with floor to ceiling heights under 1.5 metres would not normally be acceptable, which matters under a sloping ceiling. On a post-war terrace the smallest bedroom can be the one that falls short, so the layout is drawn against these figures before any stud wall is set out.

Amenity drives the plumbing in a Harlow HMO. A shared kitchen should normally serve a maximum of 5 persons, and where lettings lack their own bathing facilities there must be at least one bathroom and then bathrooms at a ratio of 1 to 5 persons. A six person house therefore normally needs a second kitchen or kitchenettes in the rooms, and a second bathroom. Those decide soil stack positions, drainage falls and the electrical load, which is why we survey the existing drains and supply before pricing.

Fire alarms, fire doors and escape in a Harlow HMO

Harlow requires all new or materially altered HMO premises to have a Grade D1, category LD1 fire alarm system. That means mains powered, interlinked detectors with battery backup, covering the escape routes and the rooms where a fire could start, and we run the cabling while ceilings are open. The escape route itself is the stair and hall, which get fire resisting walls and ceilings, self closing fire doors to every letting and no cupboards or meters that could burn in the way.

The LACORS housing fire safety guide is the recognised reference for HMO fire precautions, and Part B applies where the conversion is building work. Beyond fire, sound between lettings matters in a Harlow terrace built for one family, so we add insulation to the partitions and floors between rooms. Under the minimum energy efficiency standard, Harlow Council tells landlords that only EPC ratings of A to E are acceptable for rented properties, so insulation, heating controls and lighting are brought up during the conversion rather than after the first tenancy.

FAQ

Frequently Asked Questions about HMO Conversions Harlow

Why do HMO conversion quotes in Harlow vary?

Because they rarely build to the same standard. One includes fire doors, interlinked detection, and bathrooms and a kitchen sized to the council's amenity standards; another prices a lower specification that may fail inspection. The published figure of £40,000 to £75,000 for a light conversion (Mayfair Studio, 2026) is a starting point. Compare Harlow quotes against the licence standards.

Does turning a Harlow house into a small HMO need planning permission?

Yes, for any HMO of any size. A town-wide Article 4 direction has applied across Harlow since 12 April 2021, removing the national permitted change from C3 to C4 for a small HMO. Your agent or designer prepares a full planning application, and the scheme is tested against Policy H3 on concentration and parking. We price the building work alongside, so the numbers are ready when the decision arrives.

When does an HMO in Harlow need a mandatory licence?

When it is rented to 5 or more people forming more than one household who share a toilet, bathroom or kitchen. Harlow grants a licence for one year at a time, so the property has to stay up to the licence conditions at each renewal. The building work we do sets the starting standard, and the landlord keeps it there through maintenance and inspections.

Can a Harlow HMO licence application go in before planning permission?

No. Harlow will only accept an HMO licence application where full planning permission for the conversion is already in place, because of the town-wide HMO Article 4 direction. The sequence is planning first, then the licence application, made before anyone moves in. We start building to the approved drawings once planning is granted, any pre-commencement conditions are met and building control is in place.

How big must a bedroom be in a Harlow HMO?

At least 6.51 m2 for one adult and 10.22 m2 for two adults, excluding any en suite. Harlow's licensing conditions set 4.64 m2 for a child and 9.28 m2 for two children. Those are floor areas measured inside the finished walls, so new stud partitions and boxing for pipes both eat into them. We set out walls to the drawn dimensions and check them before plastering.

What fire alarm and fire doors does a Harlow HMO need?

A Grade D1, category LD1 alarm system and fire doors on the escape route. Harlow requires that alarm in all new or materially altered HMO premises, and a registered electrician installs and certifies it. Each letting gets a self closing fire door onto a protected stair and hall, and we fire stop every service penetration so the route works as one system.

Can every house on a Harlow terrace become an HMO?

No. Harlow Local Development Plan Policy H3 allows a new HMO only where HMOs would not exceed one out of a row of five units, and it sets parking at one space per bedroom plus one covered cycle space per bedroom. Once one house in a short row is an HMO, its neighbours are likely to fail the test, which is why your agent checks the street before anything else.

What EPC rating does a Harlow HMO need before it is let?

E or better. Harlow Council tells landlords that only EPC ratings of A to E are acceptable for rented properties. An HMO conversion opens up walls, floors and ceilings anyway, so it is the natural moment to add insulation, better heating controls and efficient lighting. We build those in and leave the assessor a finished house to rate.

Can a room with a sloping ceiling count as an HMO bedroom in Harlow?

Only the part with enough headroom helps. Harlow's HMO amenity standards say rooms with floor to ceiling heights under 1.5 metres would not normally be acceptable, so floor under a low slope adds little. We measure the usable area against the licence room sizes before the layout is fixed, so a room is not built and then refused as a bedroom.
