Office Fit-Out Angel

Office fit-outs for small and medium office suites in Angel, partitions, ceilings, lighting and small power for your office, with the IT and specialist trades coordinated.

Office fit-out in Angel means floors and suites on the edge of central London rather than a business park. Islington's Local Plan says the Angel Spatial Strategy area is partly in the Central Activities Zone and partly a CAZ fringe location, so the offices here range from upper floors above Upper Street shops to studios and small professional suites. We strip out, partition, light and finish them for the business moving in, around the landlord's rules and the building's other occupiers.

For Angel, the construction part of an office fit-out is published at £70 to £120 per sq ft as a UK guide, and an all-in London office fit-out at £148 to £359 per sq ft (Oktra and Cushman and Wakefield, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Angel: we build the office partitions, ceilings, lighting and finishes as one contract and coordinate the IT supplier and specialist trades around them.

Cat A and Cat B in an Angel office suite

An office fit-out brief in Angel starts with the landlord's shell, and the two terms decide who does what. Cat A is the base a landlord provides: finished ceilings, lighting, raised floor or trunking, heating and cooling, and working WCs. Cat B is the tenant's layer on top. It covers partitions and glazed screens, meeting rooms, a tea point or kitchenette, small power to desks, and decoration and signage inside. In an older Angel building the Cat A layer may be missing entirely.

Where a first or second floor above an Angel shop has been used for storage, we build the Cat A items as well. That means a new suspended ceiling with LED panels, a lighting layout that meets Part L, new small power, and a repaired floor. Data cabling is run in the same containment and coordinated with your IT supplier, who terminates and tests it. Showers or an extra WC need drainage routes, which in a converted building are fixed by the existing stacks.

Building control and fire escape for an Angel office

An office fit-out in Angel cannot use a building notice. Islington says a building notice cannot be used for non-domestic properties, so partitions that change the escape routes, new WCs and ventilation go through full plans with Islington or a registered building control approver. Part L then applies to new lighting and services. Part B fire and means of escape and Part M access are checked on the drawings, so a new meeting room cannot lengthen a dead-end corridor or block the route to the stair.

Islington's building control also treats a commercial fit-out of offices and shops that is not an initial fit-out as its own category, with a discount above a set cost. We give the drawings, specifications and programme to whichever body you choose. Islington issues a completion certificate after satisfactory completion of the works in line with the building regulations and full payment of the fees, and we gather the alarm and emergency lighting certificates as the job runs.

Why Angel office space stays office space

Class MA would normally let a landlord turn Class E premises, offices included, into homes through prior approval, but Islington made four Article 4 Directions withdrawing that right. The one that bears on Angel offices covers the CAZ and Kings Cross CAZ Fringe. Islington's consultation page gave 31 August 2023 as the date the directions come into force, subject to confirmation. The Secretary of State modified the CAZ direction to exclude the site known as Angel Gate at Goswell Road, so the answer depends on the address.

Islington Policy B3 adds that net loss of business floorspace in the CAZ and town centres is refused unless the space has been vacant and continuously marketed for at least 24 months. For an Angel tenant this is background, not a problem to solve: it keeps office floors in office use. It does mean a landlord re-letting an older Angel suite is more likely to commission a new Cat A fit-out than a change of use, and that is work we build.

Working in an occupied Angel building and the end of a lease

An office floor in Angel often shares a stair with other tenants or with flats, so the fit-out has to live alongside them. Islington allows noisy construction work 8am to 6pm on weekdays and 8am to 1pm on Saturdays unless the council gives prior approval. Quiet trades such as ceiling grid, second fix electrics and decoration can run into the evening where the landlord's licence for alterations allows it. A business client also carries its own client duties under the Construction (Design and Management) Regulations.

At the end of a lease, the same Angel office may need stripping back. Dilapidations clauses usually require the tenant to remove its partitions, cabling and signage and reinstate the landlord's layout. We price reinstatement from the licence drawings and the schedule of dilapidations, then strip out to the original shell, make good ceilings and floors and redecorate, so the handback matches what the lease asks for. Agreeing that scope with the landlord's surveyor before strip out avoids a second visit.

FAQ

Frequently Asked Questions about Office Fit-Out Angel

What should a business budget for an office fit-out in Angel?

Treat the UK guide of £70 to £120 per square foot for the construction work (Oktra, 2026) as a floor; London all-in figures run £148 to £359 per square foot (Cushman and Wakefield, 2026). Add the landlord's fees for the licence for alterations, any dilapidations at lease end, and your IT and furniture, which sit outside the building work. A Angel quote follows a survey of the space.

What is the difference between Cat A and Cat B for an Angel office?

Cat A is the landlord's base: ceilings, lighting, heating and cooling, floor finishes and WCs. Cat B is the tenant's layout on top: partitions, meeting rooms, kitchenette, desk power and branding. On many older Angel floors the Cat A layer needs building first, and we price both parts separately so the landlord and tenant can split them.

Can an Angel office fit-out go ahead on a building notice?

No. Islington says a building notice cannot be used for non-domestic properties, so an office fit-out that changes escape routes, WCs or ventilation needs full plans approval from Islington or a registered building control approver. We programme the drawings and approval ahead of strip out so the start date holds.

Can an Angel office landlord turn the floor into flats instead?

Not through permitted development where Islington's Article 4 Directions apply. One withdraws the Class E to residential right across the CAZ and Kings Cross CAZ Fringe, and the Angel Spatial Strategy area is partly in the CAZ, so check which side of the boundary the building sits. The site known as Angel Gate at Goswell Road was excluded from the CAZ direction.

What hours can an office fit-out in Angel run?

Noisy work is limited to 8am to 6pm Monday to Friday and 8am to 1pm on Saturdays unless Islington gives prior approval. Quieter trades can run later where the landlord and other occupiers agree. We put breaking out and drilling first in the day and leave ceilings and decoration for the evening shift.

Does Islington give a building control discount for an Angel office refit?

Islington's building control says a commercial fit-out of offices and shops that is not an initial fit-out can get a discount above a set cost, with its Table 2 charges applying below it. We give you the cost plan early so you can see which band the work falls in before choosing the building control route.

Do you run the data cabling in an Angel office?

We install the containment, the floor boxes and the ceiling routes, and coordinate the cabling with your IT supplier, who terminates, tests and certifies the network. Doing it in the same programme avoids lifting finished ceilings later. Small power and lighting are wired and certified by a registered electrician at the end.

What does reinstatement at the end of an Angel office lease involve?

Usually removing the tenant's partitions, cabling, kitchenette and signage and putting the landlord's layout back, as set out in the lease and the licence drawings. We price from the schedule of dilapidations, strip back, make good ceilings, floors and walls, and redecorate, so the handback matches the lease and disputes are kept short.

Can an Angel office be fitted out while other tenants stay in the building?

Yes, and in most shared buildings it has to be. We agree a method statement with the landlord, protect the stair and lift, keep fire alarms and escape routes live, and book deliveries around other occupiers. Dust screens and daily cleaning of common parts are part of the price.
