Office fit-out in Hackney is strongest at the Shoreditch end of the borough, where Hackney's Article 4 Directions for the Central Activities Zone and City Fringe mean Class E floors cannot become homes without planning permission. Elsewhere office space is smaller where it exists at all, such as a floor above a shop in Dalston or Stoke Newington, a practice suite, or a studio in an older workshop building. We strip out, partition, light and finish the space to the landlord's licence and the building control approval.
For Hackney, the construction part of an office fit-out is published at £70 to £120 per sq ft as a UK guide, and an all-in London office fit-out at £148 to £359 per sq ft (Oktra and Cushman and Wakefield, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Hackney: we build the office partitions, ceilings, lighting and finishes as one contract and coordinate the IT supplier and specialist trades around them.

Offices in Shoreditch and the Hackney City Fringe
Hackney's larger office floors sit around Shoreditch, the part of the borough inside the Central Activities Zone and City Fringe, and much of it lies in the South Shoreditch Conservation Area. The South Shoreditch and Shoreditch High Street conservation areas were both first designated in 1991 and merged in 2009, and the area was extended by a small site to the south on 16 September 2019. Where the building is a former warehouse or workshop, the fit-out starts from exposed brick, timber or iron and tall, uneven ceilings.
That shell changes the specification. Suspended ceilings are often left out so the structure shows, which puts lighting, data containment and ventilation on view and means they have to be run neatly. Timber floors may need levelling before a raised floor or carpet tiles go down. Any change to windows, the entrance or external plant needs the landlord's consent and, in the conservation area, may need planning permission, which the owner or their agent seeks before we order.
Why Hackney keeps its office floors as offices
Hackney has chosen to keep its offices, which is useful context for a tenant choosing a building. Its Article 4 Directions for the Central Activities Zone, City Fringe and Hackney town centres remove the right to turn Class E buildings into homes without planning permission, effective from 27 April 2023. A separate direction on designated industrial areas, made 21 July 2022, has been effective from 5 October 2023, and covers offices, shops and light industrial buildings there.
London Plan Policy E1 says boroughs should introduce such directions so the CAZ and other office clusters are not undermined by office to residential rights. For an office tenant in Hackney, the practical effect is that the stock is less likely to be emptied for housing, and a lease is signed on a building expected to stay in business use. The fit-out itself is unaffected; it still needs the landlord's licence and building regulations approval.
Cat A, Cat B and the landlord's licence in Hackney
A Hackney office is usually let at one of two stages, and the fit-out starts from whichever the lease gives. Cat A is the landlord's base: finished floors, ceilings or exposed soffits, lighting, heating and cooling, and toilets. Cat B is the tenant's layout on top: meeting rooms, glazed screens, a tea point, furniture, and the small power and data to each desk. Knowing which you are taking tells you what is in the price.
The landlord's licence for alterations comes first. It usually asks for drawings, a method statement and the contractor's details, and it records what must be removed at the end of the lease. Dilapidations and reinstatement can then be priced at the start rather than argued over later. We build to the licence drawings, coordinate data cabling with your IT supplier, and keep a record of every change for the exit survey.
Building control, fire safety and CDM for a Hackney office
A Hackney office fit-out needs building control approval where it alters escape routes, adds toilets or changes the structure. Hackney Council runs its own service with 3 main application types, but a building notice cannot be used for premises the Fire Safety Order covers, and regularisation is for work already done. So the route is full plans with Hackney or a registered building control approver. The designer or owner submits the application, and we build to the approved plans and book each inspection.
Hackney Building Control asks applicants to confirm whether the building is subject to the Regulatory Reform (Fire Safety) Order 2005, which applies to all buildings other than private dwellings. That means the responsible person needs a fire risk assessment reflecting the new office layout. As a commercial client, the business also has client duties under the Construction (Design and Management) Regulations. We install the fire doors, emergency lighting, alarm and signage the approved design shows, and hand over the certificates and manuals.
- Raised access floors laid, repaired or adapted for new desk layouts
- Decoration and making good to a move-in standard
- Quiet work after hours in occupied offices, noisy work within the council's hours

Working With GS Renovation in Hackney
We plan an office fit-out backwards from the day your team moves in, so the programme shows when strip-out, services, partitions and finishes land. A site visit comes before a written quotation, and one contact runs the job from start to handover. The founder has more than thirty years of hands-on building work. We build to the landlord's licence and the approved drawings, work with your IT supplier on cabling, and keep the record your landlord will need at the end of the lease.
- Office strip-out and core drilling booked outside other tenants' working hours
- A programme built back from the date your staff move in
- Waste cleared as we go, not left piled up outside

FAQ
Frequently Asked Questions about Office Fit-Out Hackney
What should a business budget for an office fit-out in Hackney?
Treat the UK guide of £70 to £120 per square foot for the construction work (Oktra, 2026) as a floor; London all-in figures run £148 to £359 per square foot (Cushman and Wakefield, 2026). Add the landlord's fees for the licence for alterations, any dilapidations at lease end, and your IT and furniture, which sit outside the building work. A Hackney quote follows a survey of the space.
Can a Hackney office be converted into flats without planning permission?
Not inside the Central Activities Zone, City Fringe or Hackney town centres. Hackney's Article 4 Directions there remove the right to turn Class E buildings into homes without planning permission, effective from 27 April 2023. Designated industrial areas have their own direction, so planning permission is needed there too. Outside them the national Class MA route may apply: since 5 March 2024 it has no floor space cap, but the building needs two years in Class E use and prior approval, and a listed building is excluded.
Which building regulations apply to a Hackney office fit-out?
Part B, Part M and Part L are the three that shape most office fit-outs. Part B covers escape routes, fire doors and alarms as partitions change the layout. Part M covers access and any new accessible WC. Part L covers efficient lighting, controls and heating or cooling. The designer shows how each is met in the drawings, and we build and commission to them.
Can a building notice be used for a Hackney office fit-out?
No. A building notice cannot be used for a building the Regulatory Reform (Fire Safety) Order 2005 applies to, and that order covers all buildings other than private dwellings. Hackney Council offers full plans, building notice and regularisation, so an office goes the full plans route with Hackney or a registered building control approver, before the partitions go up.
When can noisy office fit-out work run in Hackney?
Hackney says noisy construction work may only be carried out 8am to 6pm Monday to Friday and 8am to 1pm on Saturdays, with none on Sundays or bank holidays. In an occupied office building the landlord may also want drilling kept away from the busiest part of the day, so loud work is grouped into agreed blocks inside the council's hours. Noisy work outside them needs the council's agreement, usually through a prior consent under the Control of Pollution Act, and only quiet work such as decoration or cabling runs in the evening.
Does fire safety law apply to a small Hackney office suite?
Yes. The Regulatory Reform (Fire Safety) Order 2005 applies to all buildings other than private dwellings, and Hackney Building Control asks applicants whether the building is subject to it. Even a two room suite above a shop needs a fire risk assessment, a safe escape route and suitable detection, and we build what the assessment and approved drawings call for.
Does Hackney's commercial SPD cover offices as well as shops?
Yes. Hackney's commercial extensions and alterations SPD guides how shops, offices and other commercial buildings can be extended or altered, including advertisements. It came into effect in January 2026. For an office it matters when the fit-out changes the outside, such as new signage, plant or an entrance, and the designer works to it.
What happens to the fit-out when the lease ends?
The lease and the licence for alterations decide it. Many leases require the tenant to remove its partitions, cabling and kitchenette and return the space to its original state, which is the dilapidations claim. We keep the licence drawings and a photo record at the start, so reinstatement can be priced and done without dispute.
How long does a small office fit-out take?
A small suite with new partitions, lighting, a kitchenette and redecoration is usually a matter of weeks once the landlord's licence and approvals are in. Glazed screens, air conditioning and any landlord approvals are what stretch it. We give a dated programme with the quote and update it weekly on site.
