Office fit-out in Islington centres on the south of the borough, around Clerkenwell and the Old Street side of historic Finsbury, and on offices above shops along the main roads. Part of that stock sits in the Central Activities Zone, where an Islington Article 4 direction withdraws the permitted right to turn Class E space into homes. We strip out and fit out office floors for tenants, from partitions and ceilings to lighting, tea points and WCs, and build to the landlord's consent and your approvals.
For Islington, the construction part of an office fit-out is published at £70 to £120 per sq ft as a UK guide, and an all-in London office fit-out at £148 to £359 per sq ft (Oktra and Cushman and Wakefield, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Islington: we build the office partitions, ceilings, lighting and finishes as one contract and coordinate the IT supplier and specialist trades around them.

Where Islington's office space is and what it looks like
Islington's office floors cluster in Clerkenwell and around Old Street, with smaller suites spread along Upper Street, the Angel and Holloway Road. The St Luke's conservation area straddles Whitecross Street and Old Street and is described by the council as an important surviving part of historic Finsbury. In that part of the borough an office fit-out can be a former warehouse or workshop floor with exposed brick, cast iron columns and tall windows, where the fit-out has to work around the structure and services must run in the open.
Further north, office space in Islington tends to be the floor above a shop or a small professional suite in a converted house. Those jobs are smaller and closer to home refurbishment in scale: new partitions, a meeting room, lighting and small power, a kitchenette and a refreshed WC. We describe the work honestly by building type, because a studio floor in Clerkenwell and a consulting suite above a parade need very different programmes.
Cat A and Cat B fit-out for an Islington office tenant
Office fit-outs are described in two stages, and it helps to know which you are buying in Islington. Cat A is the landlord's base: a finished floor with ceilings, lighting, raised floor or trunking, heating and cooling, and working WCs, but no rooms. Cat B is the tenant's layout on top: partitions and glazed screens, meeting rooms, a tea point, reception, feature lighting, data cabling coordinated with your IT supplier, and signage inside. We price the stage your lease leaves to you.
Where an Islington floor has been used before, the job starts with strip out of the previous tenant's Cat B. That is the moment to check what the landlord expects back at the end of your lease, because dilapidations and reinstatement are often written into it. We photograph and record the floor before work starts and keep the landlord's base installations intact where we can, so the reinstatement bill at the end is smaller.
Building control and CDM for an Islington office fit-out
Islington Council says a building notice cannot be used for non-domestic properties, so an office fit-out using the council goes through full plans, unless a registered building control approver is used instead. The council has a statutory obligation to process full plans applications within five weeks, or two months if agreed. For a tenant with a lease start date and a rent-free period, that timescale belongs in the programme from day one, with drawings for Part B escape and fire alarm, Part M access and Part L lighting and services ready first.
Islington building control also treats a repeat office fit-out, as opposed to the first fit-out of a new shell, differently in its charges, with a discount for larger jobs and Table 2 for smaller ones. Ask for the current figure once the scope is known. An office tenant is a commercial client under the Construction (Design and Management) Regulations and has duties of its own, including providing pre-construction information. On completion the council issues its completion certificate after satisfactory works and full payment of fees.
Office floorspace, Class MA and Islington's business policy
Class MA of the General Permitted Development Order lets a Class E building, offices included, change to homes through prior approval, but Islington has made four Article 4 Directions withdrawing that right. For office floors the relevant ones cover the CAZ and Kings Cross CAZ Fringe, and Vale Royal/Brewery Road. The Secretary of State modified the CAZ direction to exclude Angel Gate at Goswell Road. For an office tenant this is context: turning those floors into homes needs a planning application.
Islington Policy B3 refuses net loss of business floorspace in the CAZ, town centres and similar areas unless the space has been vacant and continuously marketed for at least 24 months. For a fit-out, the safe assumption in Islington is that office space stays office space. A reconfiguration that keeps or adds floorspace, such as a mezzanine in a tall Clerkenwell unit, raises different questions from one that gives space up, so settle the planning position before the layout is fixed.

The GS Renovation Difference in Islington
An office tenant needs the floor ready for the move date, so we plan backwards from it: landlord's licence and approvals, long-lead items such as glazed screens and doors, then strip out, first fix, ceilings, partitions, finishes and snagging. We give you a programme and a written quotation after a site visit and agree working hours with the landlord and any occupiers above or below. A registered electrician certifies the installation, and specialist fire alarm and data contractors work to our programme.
- Data cable routes agreed with your IT supplier before partitions are boarded
- Clean, tidy and reliable tradespeople
- Fire alarm, emergency lighting and air conditioning specialists on one programme

FAQ
Frequently Asked Questions about Office Fit-Out Islington
Why do office fit-out quotes in Islington vary so much?
Because the scope differs. One quote covers only partitions and ceilings; another includes fire alarm changes, lighting, data containment, the tea point and out-of-hours working. Published guides give £70 to £120 per square foot for the construction element (Oktra, 2026). Compare quotes against the same written scope.
Does an office fit-out in Islington need building regulations approval?
If the work touches means of escape, fire alarms, ventilation, accessible WCs or structure, yes. Islington Council says a building notice cannot be used for non-domestic properties, so with the council the route is full plans, or a registered building control approver instead. The council must process full plans within five weeks, or two months if agreed, so submit drawings before the lease starts.
What is the difference between Cat A and Cat B in an Islington office?
Cat A is the landlord's finished shell: ceilings, lighting, floor, heating, cooling and WCs, with no rooms. Cat B is the tenant's own layout and finish: partitions, meeting rooms, kitchen, reception, data and furniture. In Islington's older warehouse floors the Cat A can be basic, so a tenant may take on more of the services than in a new building.
Is there a building control discount for a repeat office fit-out in Islington?
Yes. Islington building control says a commercial fit-out of offices and shops that is not the initial fit-out can get a discount above a set cost, while smaller work is charged on its Table 2. Confirm the current charge with the council or your approver when the specification is fixed, because it depends on the value of the work.
Can office fit-out work run in the evenings in an Islington building?
Quiet work often can, with the landlord's agreement, but noisy work is limited. Islington only allows noisy construction work 8am to 6pm Monday to Friday and 8am to 1pm on Saturdays, unless the council gives prior approval. In an occupied building we agree which tasks can run after hours, such as decoration and ceiling tiles, and keep drilling and cutting to the permitted window.
Does Class MA matter to a business fitting out an Islington office?
Not directly. Class MA is the permitted route from Class E, including offices, to homes, and it matters to owners and developers. Islington's Article 4 Directions withdraw it across the CAZ and Kings Cross CAZ Fringe and at Vale Royal/Brewery Road, so a change to homes there needs planning permission. The tenant's own concerns are the lease, the fit-out and building control.
What does a commercial client have to do under CDM?
A business commissioning a fit-out is a commercial client under the Construction (Design and Management) Regulations. It must make suitable arrangements for the project, provide pre-construction information such as asbestos surveys and drawings, and allow enough time and resources. Where more than one contractor will work on the project, the client must appoint a principal designer and a principal contractor. On a single contractor job we still draw up the construction phase plan and manage the site.
What happens at the end of an Islington office lease?
An office lease commonly includes dilapidations: the landlord can ask you to remove your fit-out and reinstate the floor to the condition set in the lease. We strip out partitions, ceilings and cabling, make good the base finishes and redecorate to the schedule. Keeping a record of the floor before your fit-out, as we do at the start, makes that negotiation simpler.
Can the council refuse to let an Islington office be turned into something else?
Yes, in protected locations. Islington Policy B3 refuses net loss of business floorspace in the CAZ, town centres and similar areas unless the space has been vacant and continuously marketed for at least 24 months. A fit-out that keeps the space in business use avoids that test entirely.
