HMO conversion in Angel is shaped more by licensing than by planning. Islington says there are currently no planning restrictions on using a family home as an HMO for fewer than seven people who share facilities, but its additional licensing reaches down to 3 or 4 sharers. So the work for a landlord in Angel is building a shared house, or upgrading an existing one, to Islington's HMO standards for rooms, kitchens, bathrooms and fire safety.
If the building is listed, the works themselves are a separate question: anything that affects its character, inside or out, needs listed building consent from Islington Council, and carrying it out without consent is a criminal offence.
In Angel, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Angel: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Planning for a shared house in Angel: C4 and sui generis
A small HMO in Angel does not need planning permission at present. Class L of the General Permitted Development Order 2015 permits a change from a Class C3 dwellinghouse to a Class C4 house in multiple occupation. Islington says there are no planning restrictions on a family home used as an HMO for fewer than seven sharers. On that statement, no Article 4 direction currently takes the C3 to C4 right away in Islington. Check the property's planning history for conditions all the same.
Larger HMOs are different. The London Plan glossary puts HMOs for three to six people in Use Class C4 and HMOs for more than six people in Sui Generis, and Islington requires planning permission for HMOs housing seven or more. Class L also does not permit one former dwellinghouse to become two or more separate C4 HMOs. Islington Policy H10 supports new small-scale HMOs where they do not cause significant adverse amenity impacts on the surrounding neighbourhood, which is the test for an Angel scheme.
Housing in Angel
On the valuation list Angel counts about 19,540 homes, 84% flats and 16% houses; 52% predate 1919, 3% are interwar and 44% post-war.
Mandatory, additional and S257 licensing in Angel
Islington's mandatory licensing covers all houses or flats with 5 or more unrelated people in 2 or more households sharing facilities such as a kitchen, bathroom or toilet. Its additional licensing covers houses or flats with 3 or 4 unrelated people in 2 or more households. Between them, a shared let in Angel to 3 or more unrelated people in 2 or more households needs a licence. The landlord applies for it, and we build to the standards and conditions it carries, handing over the certificates the application asks for.
Mandatory licensing does not reach a flat in a purpose-built block of three or more self-contained flats; where such a flat is shared, it is the council's additional scheme, if any, that applies.
Additional licensing also reaches older converted buildings in Angel where the conversion does not meet the Building Regulations 1991 and all the flats are tenanted under one ownership, known as S257 HMOs. Selective licensing, which is for single-household lets, currently covers only Finsbury Park, Hillrise and Tollington wards. Letting without a licence carries real risk: Islington says a Rent Repayment Order can require a landlord to pay back up to 24 months of rent, so the licence works are programmed before the tenancies start.
Room, kitchen and bathroom sizes in an Angel HMO
Islington's HMO standards set a minimum 8 square metre room for 1 person and 11 square metres for 2 persons where kitchen facilities are shared in a separate room. They also require a floor to ceiling height of at least 2.1m over 50% of the floor area, which matters in the attic and lower ground rooms of an Angel terrace. These sit above the national minimums that have been mandatory licence conditions in England since 2018: 6.51 square metres for one adult, 10.22 for two, and no sleeping room under 4.64. We measure every room before the layout is fixed, because a room that falls short cannot be let as a bedroom.
Shared kitchens are sized by headcount: Islington sets 5.5 square metres for up to 3 people, 7.5 for 4 to 5, 9.5 for 6 to 7 and 11.5 for 8 to 10, and requires a separate kitchen for every 5 residents sharing. Bathrooms and toilets need a clear area of 700mm x 700mm outside the bath and shower for drying and changing. In an Angel house those rules decide where the second kitchen and extra shower rooms go, and so where the drainage runs.
Fire safety, sound and energy in an Angel shared house
Fire safety is the heaviest part of an Angel HMO job. The LACORS housing fire safety guidance is the recognised guide, read with building regulations Part B and the council's licence conditions. In a terrace of three or four storeys that usually means a protected escape stair, fire doors with self closers to every letting room and the kitchen, and an interlinked mains wired detection and alarm system. We build the enclosure, hang the doors and coordinate the alarm installer and the electrician who certifies it.
Sound between lettings matters as much as fire. Letting rooms either side of a thin stud wall or over a shared kitchen need mineral wool and a second board layer to cut noise complaints. Energy is the last test: since 1 April 2020 landlords cannot let or continue to let a property covered by the MEES Regulations with an EPC rating below E without a valid exemption. Islington also gives a licence fee discount where an Angel HMO has an EPC rating of A, B or C.

FAQ
Frequently Asked Questions about HMO Conversions Angel
Why do HMO conversion quotes in Angel vary?
Because they rarely build to the same standard. One includes fire doors, interlinked detection, and bathrooms and a kitchen sized to the council's amenity standards; another prices a lower specification that may fail inspection. The published figure of £40,000 to £75,000 for a light conversion (Mayfair Studio, 2026) is a starting point. Compare Angel quotes against the licence standards.
Is there an Article 4 direction for HMOs in Angel?
Not on Islington's own statement: there are currently no planning restrictions on using a family home as an HMO for fewer than seven people who share facilities. Nationally, Class L permits a change from a dwellinghouse (C3) to a small HMO (C4) as permitted development. HMOs for seven or more need planning permission, and licensing applies regardless of planning.
Does a house shared by three people in Angel need a licence?
Yes, if they are unrelated and form 2 or more households sharing facilities. Islington's additional licensing covers houses or flats with 3 or 4 unrelated people in 2 or more households, and mandatory licensing takes over at 5 or more. The landlord applies, and we carry out the works the licence conditions set.
What room sizes do Islington's HMO standards require in Angel?
A minimum of 8 square metres for a room for one person and 11 square metres for two, where kitchen facilities are shared in a separate room. The standards also need a floor to ceiling height of at least 2.1m over 50% of the floor area, so attic and lower ground rooms are measured before they are counted. The national licence minimums of 6.51 square metres for one adult, 10.22 for two and no sleeping room under 4.64 sit underneath.
How many kitchens does an Angel HMO for six people need?
Two. Islington's HMO standards require a separate kitchen for every 5 residents sharing, so a six person house needs a second kitchen. Each shared kitchen is sized by headcount, with 9.5 square metres set for 6 to 7 people. We plan the second kitchen where drainage and ventilation are easiest to run.
What is an S257 HMO and are there any in Angel?
A building converted into self-contained flats where the conversion does not meet the Building Regulations 1991 and all the flats are tenanted under one ownership. Islington's additional licensing covers them. Older converted terraces in Angel can fall into this group, and the upgrade is usually fire separation, the escape stair and the alarm.
What happens if an Angel HMO is let without a licence?
The penalties are serious. GOV.UK says renting out an unlicensed HMO can lead to an unlimited fine, and Islington says a Rent Repayment Order can require a landlord to pay back up to 24 months of rental income. That is why the licence works are finished and certified before the first tenancy starts.
Does Islington support new HMOs in Angel?
Where they do not cause significant adverse amenity impacts on the surrounding neighbourhood, Islington Policy H10 supports new small-scale HMOs. The same policy resists the loss of good quality HMOs unless the replacement use meets an acute housing need, so an existing Angel HMO is more likely to be upgraded than removed.
What bathroom space do Islington's HMO standards ask for?
A clear area of 700mm x 700mm outside the bath and shower for drying and changing, in every bathroom and toilet. In a narrow Angel terrace that often decides whether a shower room fits on a half landing, so we check it on the drawings before any drainage is run.
