An extension in Tring is decided by two things: where the conservation area boundary runs, and what Dacorum Borough Council needs before it will validate the application. More than outside it. Inside Tring conservation area, planning permission is required for any extension that would extend beyond a wall forming a side elevation of the original house. It is also required for any extension of more than one storey that would extend beyond the rear wall of the original house. Total or substantial demolition of an unlisted building over 115 cubic metres needs consent as well, which the appraisal calls conservation area consent.
Outside the boundary, national permitted development rights apply in the ordinary way. Establishing which side of the line your house sits on is the first useful thing to do.
The national list, plus the levy forms. Dacorum Borough Council states that it does not currently have any additional local validation requirements, so a planning application follows the national list published on the Planning Portal. It also states that Community Infrastructure Levy additional information forms must be included with the application, and that applications submitted without them will not be validated.
Trees carry their own notice period. The appraisal says that in most cases six weeks notice must be given to Dacorum before cutting down, topping, lopping or uprooting any tree over 100mm in diameter, measured at 1.5 metres above ground, inside the conservation area. That is worth checking against the position of the extension before a programme is agreed.
Historic England's National Heritage List records 56 list entries within 800 metres of Tring town centre, of which 53 are Grade II, two are Grade II star and one is Grade I. Dacorum has identified twenty buildings of local importance inside the conservation area, counting a terrace or group as one entry. Hertfordshire County Council's Historic Environment Record lists 53 entries within the conservation area, the first of which covers the medieval and later town of Tring as a whole.
There are no scheduled monuments in the conservation area or in the town. The nearest are sections of Grim's Ditch, which Historic England maps to the south of the town centre near Hastoe. None of this stops an extension, but a listed neighbour can shape what is acceptable next door, and that is a conversation to have at design stage.
Neither designation reaches the bulk of the town's housing. The national planning data register returns no Chilterns National Landscape entity at the High Street, King Street or Miswell Lane. It does return the Chilterns designation, reference 5 with a start date of 1 March 1990, at Tring Park immediately south of the town, along with a Dacorum Green Belt entity at the same point.
Tring sits in a break in the Chiltern Hills known as the Tring Gap, at about 100 metres above sea level, with land rising gently to the east and west and sloping gradually from north to south. A sloping plot changes foundation depth and drainage falls, and the engineer sets both before we price the groundworks.
Extensions here stall at validation rather than at determination. Dacorum states it has no additional local validation requirements, so the national list applies, but it will not validate an application that arrives without the Community Infrastructure Levy additional information forms. The engineer sets the depth after a trial hole rather than from a rule of thumb. British Geological Survey mapping gives Zig Zag Chalk as the bedrock under the named town centre streets. Head, described as clay, silt, sand and gravel, is the superficial deposit mapped at the central High Street, Brook Street, Station Road, Grove Road and Dundale Road. Nearby trees, existing footings and made ground in an old yard all move the answer.
It depends which side of the town the house is on. The BGS Radon Indicative Atlas places the squares covering the High Street, King Street, Park Road, Miswell Lane and Icknield Way entirely in the lowest band, with less than 1% of homes above the Action Level. The square covering Brook Street, Station Road and Grove Road sits in a 1% to 3% band. Confirm the requirement with building control before the slab is poured.
Into the existing surface water system, or into a soakaway sized from a percolation test on site. The Environment Agency mapped surface water extent for a 0.1% annual chance event falls within 25 metres of seven of the eight points sampled across Tring. That makes the run off route worth settling on the drawing rather than on site. Building control inspects the drainage before it is covered over.
Inside the conservation area, materials are judged against the character of the street. The appraisal gives the principal material west of Langdon Street as brick in a dark red to brownish colour, left bare so the Flemish bond shows, with slate almost everywhere on roofs. The management proposals ask that the scale, form and massing of rear extensions be respected, particularly behind buildings fronting the High Street or Akeman Street.
