The Epping Forest District Local Plan 2011 to 2033 was adopted at an Extraordinary Meeting of the Council on 6 March 2023 and is the statutory development plan. The Epping Town Neighbourhood Plan 2023 to 2033 was adopted by full council on 23 July 2026, following a referendum on 18 June 2026, and now forms part of the development plan for Epping.
Policy 11 of that neighbourhood plan requires new development to take the Essex Design Guide into account and to respect the design qualities and character of the local area. For a householder extension, that means the design is measured against a town level document as well as a district one, so the design work is worth doing properly before an application goes in.
The Epping Town Neighbourhood Plan records three conservation areas inside Epping parish: Epping town centre, Bell Common and Coopersale Street. In a conservation area in the Epping Forest district you need planning permission for a side extension. You also need it for a two storey rear extension.
Inside those boundaries, permitted development is not the shortcut it is elsewhere. The sequence becomes design first, permission second, and construction after, and a programme built the other way round loses time it cannot recover.
Epping town sits astride a ridge about 100 metres above sea level, separated from the outer suburbs of London by the forest that bears its name. The British Geological Survey's 1:50,000 map sheet 240 is named Epping, after the town. A superficial cap of Stanmore Gravel Formation sand and gravel is mapped over the southern part of that ridge, at Buttercross Lane, Cottis Lane, Bakers Lane, St John's Road, Station Road and the southern end of the High Street. At the market place and the Church Hill end of the High Street no superficial deposit is mapped, and the Claygate Member is at the surface. The survey records the Stanmore Gravel as averaging 3 metres thick and reaching 7 metres.
Water is the other half of the picture. The Environment Agency's Flood Map for Planning places Epping High Street, Hemnall Street and Lindsey Street outside both Flood Zone 2 and Flood Zone 3. It does map surface water flood extents at the 3.3 per cent annual chance level on Cottis Lane and Bakers Lane, both running off the High Street. Epping Forest District Council requires a Flood Risk Assessment for householder development in flood zone 2 or 3, including sheds, garages and games rooms within the curtilage as well as extensions to the house.
Every tree with a stem diameter of 75 mm or more inside an Epping Forest district conservation area is protected under the Town and Country Planning Act 1990. You must give the council six weeks notice before carrying out work on any tree in a conservation area, and work may only start if the council does not object or the six weeks expires. Where a site is in a conservation area, or has trees protected by a Tree Preservation Order, the council requires all trees within or next to the site to be shown on a plan. A BS 5837:2012 arboricultural impact assessment is required if any of them are affected.
The council also requires existing and finished ground levels on the drawings where a proposal changes ground levels, plus a cross section through the proposed building. On a sloping site that is not a formality, and we set out levels on site to match what was approved rather than what was assumed.

Not for an extension to a house that already exists. The Epping Forest SAC access management contributions are sought from net increases in dwellings arising from planning permissions and prior approval consents, not from alterations to an existing home. The proximity is real, since the SAC boundary lies within 300 metres of Ivy Chimneys Road. What decides the contribution is whether a new dwelling is created, not how close the forest sits.
Possibly, and the reason is made ground rather than contamination. No land in the Epping Forest district has met the criteria to be declared contaminated land under Part 2A of the Environmental Protection Act 1990. Industries around Epping in the early 20th century included brickfields and brickworks, a gas works, and gravel and sand extraction sites. Backfilled workings leave variable ground, so the engineer sets foundation depth after trial holes.
It can be, because the additional conservation area restrictions are specific. Planning permission is needed there for a side extension, a two storey rear extension, dormer windows, demolition of a building and cladding the exterior. A single storey rear extension is not on that list, and none of the council's published Article 4 directions applies to Epping town. The general permitted development limits still apply, and the position is confirmed for your address first.
Yes, if the ditch is an ordinary watercourse. The district land drainage bye-laws require formal agreement for any works to, or within 8 metres of, an ordinary watercourse in the Epping Forest district. That agreement runs in parallel with planning permission and building control rather than instead of them, and it is settled before foundations are set out. We flag it at survey stage so it does not stall the programme.
Extending is a different question from losing one. Policy 12 of the Epping Town Neighbourhood Plan resists the loss of bungalows across the plan area, and names The Orchards as an area where that presumption is strong. That policy is aimed at replacement and redevelopment. An extension that keeps the bungalow as a bungalow is not the loss it guards against, and it is judged on its design and its effect on the street scene.
