Who inspects the beam in Epping, and how quickly
Epping Forest District Council runs its own building control service from the Civic Offices at 323 High Street, and takes inspection bookings on 01992 564141. That matters on a steel job, because the things an inspector needs to see, the bearings and the padstones, are only open for a short window. The council can carry out a same day inspection on current and valid work if you book before 10am, although it prefers 24 hours notice. We book around the steel going in, not after the fact.
What the bearings actually sit on
Under the High Street and Hemnall Street, the British Geological Survey maps the bedrock as the Claygate Member, a sequence of clay, silt and sand rather than pure clay. The survey records that member in Essex as 17 to 25 metres thick, with dark grey clays passing up into alternating clays, silts and fine grained sand. On the southern side of the town, at Bridge Hill, Sunnyside Road, Western Avenue, Charles Street, Crossing Road and Centre Drive, the mapped bedrock is London Clay instead. At Bell Common it is the Claygate Member again.
This only becomes your problem where a beam brings a concentrated point load down onto a new pier or pad rather than spreading it along an existing wall. The engineer sizes the bearing and specifies what sits beneath it. Where the ground needs confirming, a trial hole answers it before the steel is ordered.

Epping Forest District Council records that the listed buildings lining both sides of the High Street were substantially altered internally during the 19th century. So the plan form behind an older front is not necessarily the original one, and the wall carrying load today may not be the wall the house was built with. We open up and check what is actually there before anything is ordered or cut. Where the building is listed, the work is a listed building consent question as well as a building regulations one.
