The plan your renovation is judged against changed in 2022
Watford Borough Council is the local planning authority for Watford, and it adopted the Watford Local Plan 2021 to 2038 on 17 October 2022. Its policies fully supersede the policies in the Watford Core Strategy 2006 to 2031 and the saved policies in the Watford District Plan 2000. Advice given before that date, or drawings prepared against the older documents, may be citing policies that no longer exist.
That matters on a renovation because the scope is assembled from several smaller jobs. A rewire and a replaster need no permission. A new opening in an external wall, a roof alteration or a change to the appearance of the front may. We separate the two lists early, so the parts that can start immediately are not held behind the parts that cannot.
Ten conservation areas, designated at different times
Watford has ten conservation areas: Civic Core, Estcourt, Grove Mill Lane, High Street and King Street, Macdonnell Gardens, Nascot, Oxhey, St Mary's, The Square and Watford Heath. Being inside one changes what counts as a material alteration to the outside of your house, and it changes how the council looks at roofs, windows and demolition.
They were not created together. Grove Mill Lane, designated on 25 June 1973, is the oldest of the ten. Nascot, Estcourt, Civic Core, The Square and Watford Heath were all designated on 22 January 2001. Macdonnell Gardens was designated on 16 January 2012. Age is not the point in itself, but it is a reminder that the appraisal covering your street is its own document with its own findings.
Article 4 directions go street by street, and sometimes house by house
Watford Borough Council runs a searchable Article 4 directions finder, and it lists more than one hundred separate records covering named streets, groups of house numbers and individual properties. At 1 to 12 Macdonnell Gardens a direction withdraws Classes A, B, C, D, E and F of Part 1 of Schedule 2, covering extensions, external alterations, roof alterations, porches, outbuildings and paving. It also withdraws Class A of Part 2, which the council describes as boundary treatments.
The reach varies enormously between records. The direction covering 57 to 209 Queens Road withdraws only Class C of Part 2 of Schedule 2, which is the painting of the exterior. On that stretch a decision as small as repainting the front becomes a planning matter. Checking your address against the finder takes minutes and can change the shape of an entire renovation programme.
Watford's housing is layered, and the layers renovate differently
Watford Borough Council's Character of Area Study, adopted in December 2011, identifies 105 separate character areas in the borough, grouped into 38 generic types. That is the council's own account of how varied the stock is within one town. A solid wall Victorian terrace, an interwar semi and a purpose built flat each want a different approach to insulation, damp, cable routes and floor build up.
The study records that The Harebreaks Estate was designed by the architect E. Vincent Harris and built by the local firm of Charles Brightman. It records the estate as the earliest of the large scale public housing developments in the borough.
