Steelwork is a stage the council comes out to see

Watford Borough Council lists steelwork as one of its named building control inspection stages, alongside foundations, damp proof course, oversite, drainage, floor joists, roof carcass, insulation and completion. On an open plan conversion that is the moment that counts, because once the beam is boxed in nobody can see what it lands on. The bearings stay open until they have been looked at.

The joint Watford and St Albans building control charges dated 28 January 2026 list load bearing wall removal at £420 on a building notice. That is the council's charge only. The engineer's fee, the steel and the making good sit outside it. A full knock through including wall removal, engineer fee and making good has an indicative range of £2,500 to £6,500+ (indicative London ranges, MyBuilder and Checkatrade, 2026).

Narrow plots and the rear outrigger

Watford's terraced streets are narrow, and that sets the length of any beam running side to side. The council's Character of Area Study gives plot sizes of 4 to 5 metres by 25 metres for the late 19th to early 20th century terraces, and records outriggers to the rear as characteristic of them. In the same character areas it records rear gardens of 15 to 20 metres depth and front gardens of 0 to 3 metres. The outrigger decides whether the back of the house can open up without going outside.

The 2021 Census recorded 39,628 households in Watford, of which 9,839 were in terraced houses, 11,135 in semi-detached houses and 4,152 in detached houses. Those respond differently once opened. A terraced house opens front to back between two party walls. A semi-detached house has a spine wall that may carry a roof strut as well as the floor above. What each wall is doing is settled by the engineer we appoint rather than by tapping it.

When open plan means extending as well

If the back wall has to move to get the layout you want, the Watford Residential Design Guide sets the depths the council starts from. It states that rear extensions should not exceed a depth of 3 metres for a terraced house, including an end of terrace, 3.5 metres for a semi-detached house and 4 metres for a detached house. Those figures shape the plan before any steel is specified.

Infilling beside an existing back addition is the other route, and it carries its own test. The guide states that single storey rear extensions which infill the space between existing rear projections are unlikely to be found acceptable where this causes a significant tunnelling effect or increased sense of enclosure to the adjoining property. That is a judgement about your neighbour's outlook rather than about your structure. It is cheaper to resolve on paper than on site.

Two, and they are designed together. The breast has to be supported or removed in its own right before the opening is formed, and the retained brickwork above still needs carrying.
