The Three Rivers District Council (Moor Park Conservation Area) Article 4 Direction 2004 was made on 9 July 2004 and approved by the Secretary of State in January 2005. It removes permitted development rights for the insertion of a rooflight into the front or side elevation of the roof of a house. It also removes them for a hard surface within the curtilage where the work would increase the hard surfaced area facing a road frontage, and for a front gate, fence, wall or other enclosure finishing above one metre.

Exceptions are written into the direction itself. It lists named properties, by house number and road, excluded from one or more of its categories because the permitted development right had already been used before the direction was made. Roads named in it include Askew Road, Astons Road, Bedford Road, Heathside Close, Heathside Road, North Approach and Old Gannon Close. They also include Pembroke Road, Russell Close, Russell Road, Sandy Lodge Lane, Sandy Lodge Road, South Approach, Temple Gardens, Thornhill Road and Wolsey Road.

How the town's houses came to be the way they are

The railway did much of it. The Metropolitan Railway reached Rickmansworth in 1887, which opened the town to commuting into London, and by the late 1920s the Cedars Estate was providing housing for commuters five minutes from the station. The Batchworth Neighbourhood Design Code describes Eastbury as an area of detached homes in the Metroland style of the 1930s.

That history tells you what to expect behind the finishes. The design code names slate and concrete tiles as roofing materials in the plan area, and yellow stock brick, red brick and white render as building materials. A 1930s house and a Victorian terrace need different sequencing, because floor construction, wall build up and service routes are not the same in each.
