A garage is treated as too small to park a car if its internal width is under 3 metres, a requirement applied since 2006, or its opening width is under 2.5 metres, applied since 2012. Hertsmere expects internal dimensions of at least 3 by 4.8 metres before a garage counts towards off street parking. Where a garage is too narrow, there is a general presumption in favour of converting it.
Ask Hertsmere in writing, for nothing. Hertsmere offers a free written check on whether a planning condition restricts your garage to parking use, and states it will reply within 10 working days. The guidance itself, Appendix A to Planning and Design Guide Part E, was adopted on 28 January 2015, so it is a settled position rather than a recent change.

There is an extra policy document covering that area. The Elstree Way Corridor Area Action Plan was adopted at Full Council on 8 July 2015 and forms part of the adopted local plan. Hertsmere defines the corridor as running from the A1(M), along Elstree Way, up to the Tesco roundabout in Borehamwood. A proposal inside it is judged against that plan as well, so we confirm whether your address falls within the boundary.
