HMO Conversions Wanstead

House to HMO conversions and licence upgrades in Wanstead, fire doors, detection and shared amenities built to the council's licence standards.

An HMO conversion in Wanstead begins with planning, not building. Redbridge's borough-wide Article 4 direction on small C4 HMOs came into force on 6 December 2019, so turning a family house into a shared house for 3 to 6 unrelated people now needs planning permission here. Licensing then sets the standard the house is built to. We carry out the room layouts, fire doors, alarms, kitchens and bathrooms that the landlord's consent and licence conditions call for, whether for a new HMO or an existing one being upgraded.

In Wanstead, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Wanstead: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Planning permission for a Wanstead HMO after 2019

Every new HMO in Wanstead needs a planning application. Nationally, Class L of the permitted development order allows a house to change from C3 to C4 without one, but Redbridge's borough-wide C4 Article 4 Direction removes that right. HMOs with 3 to 6 unrelated persons need planning permission, although C4 HMOs that existed before 6 December 2019 are not affected. Redbridge asks for a full application with an HMO management plan whatever the size.

Larger houses cross a second line. The London Plan treats an HMO for more than six people as sui generis, outside any use class, so it always needs permission. For a Wanstead landlord relying on an older use, Redbridge says a Certificate of Lawfulness issued before 6 December 2019 is only valid if the small HMO use actually began before the direction took effect. We build to the approved layout once the owner or their agent holds the consent.

Housing in Wanstead

Roughly 4,680 dwellings sit on the valuation list for Wanstead. 69% are houses and 31% flats, and by age 43% predate 1919, 20% are interwar and 36% post-war.

Which HMO licence a Wanstead shared house needs

Licensing in Wanstead applies from three sharers in two or more households. The Additional HMO Licensing Scheme 2023 covers the whole of Redbridge from 18 September 2023 to 17 September 2028, unless it is revoked or extended, and it catches privately rented homes let to 3 or 4 people forming 2 or more households. Once there are 5 or more people from more than 1 household, GOV.UK treats it as a large HMO, which needs a mandatory licence everywhere.

The mandatory scheme stops short of flats in purpose-built blocks of three or more self-contained flats, which only an additional licensing scheme can catch.

The landlord applies for the licence, and the conditions then become the building specification. That is why an HMO conversion here is priced against the licence as well as the planning drawings: room sizes, kitchen space, fire doors and alarms all come from it. Letting an unlicensed HMO can lead to an unlimited fine, according to GOV.UK, so we programme the works to finish, and the certificates to be ready, before the first tenancy starts.

Bedroom and kitchen sizes in a Wanstead HMO

Two sets of room sizes apply to a Wanstead HMO, and the planning ones are larger. For a licence, Redbridge requires a sleeping room for one person aged over 10 to be at least 6.51 square metres, and for two such people at least 10.22 square metres, and no room under 4.64 square metres may be slept in. For planning permission Redbridge asks for single rooms of 7.5 sqm and double bedrooms of 12 sqm, following the GLA Housing Design Guide, so the layout is drawn to those figures.

Shared space is sized too. Redbridge's Housing Design SPD sets licensing kitchen sizes for HMOs starting at 5.5 sq m for up to 3 persons, rising with the number of sharers, and the kitchen needs enough worktop, cooking rings, sinks and storage for the whole household. In a Wanstead terrace that often means giving the back reception to the kitchen and dining room, and adding a shower room upstairs rather than squeezing another bedroom in.

Fire doors, alarms and energy ratings for Wanstead HMOs

Fire safety is the largest part of the building work in a Wanstead HMO. Redbridge's mandatory HMO licence conditions require doors to bedrooms, communal living rooms and shared kitchens to be 30-minute fire resisting doors (FD30S) hung on three 100mm hinges. Around those doors the escape route through the hall and stair is protected, linked smoke and heat detection is fitted, and the LACORS housing fire safety guidance is the recognised reference for the level of protection.

Sound and energy come next. Tenants in separate lettings hear each other through old timber floors and stud walls, so we add insulation where floors and partitions are open. An HMO let on tenancies must also meet MEES: since 1 April 2020 a property covered by the regulations cannot be let or continue to be let below EPC E without a valid exemption. Heating controls, loft and floor insulation and draught-proofing are planned into the conversion.

  • Sound lining to bedroom walls and party walls
  • Emergency lighting on the escape route where the house needs it
  • Bedroom layouts checked against the national minimum room sizes

Working With GS Renovation in Wanstead

An HMO is inspected against its licence, so the building work has to match the conditions line by line. We read the consent and the licence conditions before pricing, build the fire doors, detection, kitchens and bathrooms to them, and keep the product certificates and electrical and gas certificates from the registered electrician and gas engineer together for the landlord. You get a written quotation after a site visit and a programme that finishes before the first tenancy.

FAQ

Frequently Asked Questions about HMO Conversions Wanstead

Why do HMO conversion quotes in Wanstead vary?

Because they rarely build to the same standard. One includes fire doors, interlinked detection, and bathrooms and a kitchen sized to the council's amenity standards; another prices a lower specification that may fail inspection. The published figure of £40,000 to £75,000 for a light conversion (Mayfair Studio, 2026) is a starting point. Compare Wanstead quotes against the licence standards.

Does a Wanstead house need planning permission to become a small HMO?

Yes. Under Redbridge's borough-wide C4 Article 4 Direction, HMOs with 3 to 6 unrelated persons need planning permission, although Class C4 HMOs that existed before 6 December 2019 are not affected. Without the direction, Class L of the national permitted development order would have allowed a change from C3 to C4.

What bedroom sizes does an HMO in Wanstead need?

Two sets of figures apply. For planning, Redbridge asks for HMO single rooms of 7.5 sqm or more and double bedrooms of 12 sqm. Under its additional licence conditions, a bedroom for one person aged over 10 needs 6.51 square metres and a bedroom for two such people needs 10.22 square metres, and no room under 4.64 square metres may be used for sleeping. Build to the larger planning figures and both are met.

Does a Wanstead HMO with three tenants need a licence?

Yes, if the three tenants form 2 or more households and the house is privately rented. Redbridge's additional HMO licence covers privately rented homes with 3 or 4 occupants from 2 or more households, and the Additional HMO Licensing Scheme 2023 runs across the whole borough. The landlord applies for the licence, and we carry out the fire doors, alarms and room works its conditions set.

What fire doors does a licensed HMO in Redbridge need?

Redbridge's mandatory HMO licence conditions require doors to bedrooms, communal living rooms and shared kitchens to be 30-minute fire resisting doors (FD30S) hung on three 100mm hinges. We fit certified door sets with intumescent strips, smoke seals and self-closers so the frame and leaf match the rating.

Is an HMO that was running in Wanstead before December 2019 affected by the Article 4 direction?

No. Under Redbridge's borough-wide C4 Article 4 Direction, Class C4 HMOs that existed before 6 December 2019 are not affected. A Certificate of Lawfulness issued before that date only holds if the small HMO use really began before the direction took effect, so the landlord keeps tenancy records to prove it.

How big does the shared kitchen in a Wanstead HMO need to be?

Redbridge's Housing Design SPD sets licensing kitchen sizes for HMOs starting at 5.5 sq m for up to 3 persons, and the size rises with more sharers. The room also needs enough worktop, storage and cooking space for everyone, so the kitchen is usually placed in the largest ground floor room.

Can a house with seven sharers be created without planning permission?

No. The London Plan defines an HMO for more than six people as sui generis, outside the C4 class, so it always needs planning permission. In Redbridge even smaller HMOs now need it too, and the owner or their agent makes the application with a management plan before we start work.

Must a shared house meet an energy rating before it is let?

Yes. Since 1 April 2020 landlords cannot let or continue to let a property covered by the MEES Regulations with an EPC rating below E without a valid exemption, and local authorities enforce it. An HMO conversion is the practical moment to fit heating controls and insulation and book a fresh EPC.
