HMO Conversions Woodford

House to HMO conversions and licence upgrades in Woodford, fire doors, detection and shared amenities built to the council's licence standards.

An HMO conversion in Woodford begins with planning permission, because Redbridge has removed the usual national right. Its borough-wide Article 4 direction on small HMOs in the C4 use class came into force on 6 December 2019, and Redbridge needs a full application with an HMO management plan for a change to an HMO of any size. Licensing then covers the whole borough. We build the fire doors, alarms, kitchens and bathrooms that the planning consent and the licence conditions set out.

In Woodford, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Woodford: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Planning permission for a Woodford HMO under the Article 4 direction

Letting a Woodford house to sharers now needs planning permission from the start. Nationally, Class L of the General Permitted Development Order 2015 permits a change from C3 dwellinghouses to C4 houses in multiple occupation. Under Redbridge's borough-wide C4 Article 4 Direction, HMOs with 3 to 6 unrelated persons need planning permission, but Class C4 HMOs that existed before 6 December 2019 are not affected. A shared house for more than six people is sui generis and needs permission anyway.

Redbridge needs a full planning permission application, with an HMO management plan, to change a property to an HMO of any size. The plan covers how the house is run: refuse, cleaning, repairs and contact details for residents and neighbours. If you are buying a house already let to sharers, Redbridge says a Certificate of Lawfulness issued before 6 December 2019 is only valid if the small HMO use began before the direction took effect, so check the history.

Housing in Woodford

Woodford has about 14,890 homes on the Council Tax list: 21% pre-1919, 32% interwar and 47% post-war, with flats making up 39% and houses 61%.

Licensing an HMO in Woodford: mandatory and additional schemes

A shared house in Woodford needs a licence under one scheme or the other. GOV.UK defines a large HMO as one rented to 5 or more people who form more than 1 household, and that needs a mandatory licence. Below that size, Redbridge's Additional HMO Licensing Scheme 2023 covers the whole borough and runs from 18 September 2023 to 17 September 2028 unless revoked or extended. So the number of sharers and households, not the street, decides which licence a Woodford HMO needs.

One exception matters here: a flat in a purpose-built block of three or more self-contained flats falls outside mandatory licensing, although a council's additional scheme can still cover it.

Under the additional scheme, an HMO licence is needed for privately rented properties occupied by 3 or 4 people making up 2 or more households. Letting a licensable HMO without a licence can bring an unlimited fine, according to GOV.UK. The landlord or their agent applies for the licence; we build to its conditions and hand over the fire, electrical and gas certificates the application needs, issued by the registered specialists who carry out that work.

Room sizes and kitchens: planning and licence standards

Two sets of room sizes apply to a Woodford HMO, and the planning set is larger. For planning permission, Redbridge requires HMO single rooms of at least 7.5 sqm and double bedrooms of 12 sqm, following the GLA Housing Design Guide. Its additional licence conditions set a floor of 6.51 square metres for a room slept in by one person aged over 10, and 10.22 square metres for two, and no room under 4.64 square metres may be used for sleeping. Design to the planning figures.

Shared kitchens are sized by occupancy. Redbridge's Housing Design SPD sets licensing kitchen sizes for HMOs starting at 5.5 sq m for up to 3 persons, rising as more people share. That decides the worktop length, the number of cookers and sinks, and storage per person, and it can move the kitchen into the largest ground floor room of a Woodford semi. We set out the kitchen and bathrooms to the licensed occupancy before any plastering.

Fire doors, alarms and escape in a Woodford shared house

Fire safety is the core of the building work in an HMO. A small HMO is not a material change of use under the building regulations, but the fire work must still meet Part B as well as the licence. Redbridge's mandatory HMO licence conditions require doors to bedrooms, communal living rooms and shared kitchens to be 30-minute fire resisting doors (FD30S) hung on three 100mm hinges. We fit certified doorsets with intumescent strips, smoke seals and closers, and protect the stair as the escape route to the front door, following LACORS housing fire safety guidance as the recognised guide.

Detection is linked through the house, with heat detection in the kitchen and smoke detection in the hall and rooms, installed and certified by a registered electrician. Sound between lettings matters too, so walls and floors between bedrooms get added insulation where the layout allows. Before letting, the EPC must meet the energy rules: GOV.UK says that since 1 April 2018 private landlords may not let domestic properties on new tenancies if the EPC rating is F or G. Since 1 April 2020 that has covered continuing lets too.

FAQ

Frequently Asked Questions about HMO Conversions Woodford

Why do HMO conversion quotes in Woodford vary?

Because they rarely build to the same standard. One includes fire doors, interlinked detection, and bathrooms and a kitchen sized to the council's amenity standards; another prices a lower specification that may fail inspection. The published figure of £40,000 to £75,000 for a light conversion (Mayfair Studio, 2026) is a starting point. Compare Woodford quotes against the licence standards.

Can a Woodford house become a shared house without planning permission?

Not any more. Under Redbridge's borough-wide C4 Article 4 direction, an HMO for 3 to 6 unrelated people needs planning permission, though a C4 HMO that existed before 6 December 2019 is not affected. A certificate of lawfulness from before that date only helps if the shared use had actually started before that date.

Does a Woodford HMO for three sharers need a licence?

Yes, if the sharers form 2 or more households. In Redbridge an additional HMO licence is needed for privately rented properties occupied by 3 or 4 people making up 2 or more households. The Additional HMO Licensing Scheme 2023 covers the whole borough, so the location within Woodford makes no difference.

When does the Redbridge HMO licensing scheme for smaller shared houses end?

Redbridge's Additional HMO Licensing Scheme 2023 runs from 18 September 2023 to 17 September 2028 unless revoked or extended. A landlord planning a conversion should expect the licence conditions to apply for the life of the scheme, and should check the council's position again before that end date.

What bedroom sizes apply to an HMO in Woodford?

Two sets of figures apply. For planning, Redbridge wants single rooms of at least 7.5 sqm and doubles of 12 sqm, following the GLA Housing Design Guide. The additional licence conditions set a floor of 6.51 square metres for one sleeper aged over 10, and 10.22 square metres for two, and no room under 4.64 square metres may be slept in.

How large must a shared kitchen be in a Woodford HMO?

Redbridge's Housing Design SPD sets licensing kitchen sizes for HMOs, starting at 5.5 sq m for up to 3 persons and rising with the number of occupants. We plan the worktop run, the cookers, the sinks and storage to fit the licensed occupancy before the room is plastered.

Which fire doors does a Woodford HMO need?

In a large HMO under a mandatory licence, Redbridge's conditions ask for doors to bedrooms, communal living rooms and shared kitchens to be 30-minute fire resisting doors, marked FD30S, hung on three 100mm hinges. We fit a certified FD30S doorset with its frame, intumescent strips, smoke seals and closer, so the rating holds.

Does a shared house for seven people need different permission?

Yes. Under the London Plan glossary, a shared house for three to six people is Use Class C4, and one for more than six is Sui Generis. A sui generis HMO always needs planning permission, and in Redbridge a full application with an HMO management plan is needed for an HMO of any size.

What happens if an HMO is let without a licence?

The landlord takes a serious risk. GOV.UK says renting out an unlicensed HMO can lead to an unlimited fine. That is why the licence application and the works are planned together, so the fire, amenity and room size conditions are met before the first tenant moves in.
