HMO Conversions Redbridge

House to HMO conversions and licence upgrades in Redbridge, fire doors, detection and shared amenities built to the council's licence standards.

An HMO conversion in Redbridge starts with planning, not building. A borough-wide Article 4 direction on small HMOs came into force on 6 December 2019, so a family house let to 3 to 6 unrelated sharers needs permission. Licensing then adds its own standards, through the borough-wide Additional HMO Licensing Scheme 2023 for 3 or 4 sharers or a mandatory licence for 5 or more. We build to the consent and the licence conditions: bedrooms to size, shared kitchens and bathrooms, fire doors and detection, and a protected escape route.

Mandatory licensing does not reach a flat in a purpose-built block of three or more self-contained flats; where such a flat is shared, it is the council's additional scheme, if any, that applies.

In Redbridge, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Redbridge: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Planning permission for an HMO in Redbridge

Redbridge needs a full planning application, with an HMO management plan, to change a property to an HMO of any size. Nationally, Class L of the permitted development order lets a house become a C4 HMO without an application, but the borough-wide C4 Article 4 Direction removes that here. HMOs with 3 to 6 unrelated persons need planning permission, although Class C4 HMOs that existed before 6 December 2019 are not affected.

A house for more than six sharers is Sui Generis under the London Plan glossary and needed permission in any case. Class L also never allowed one house to become two or more separate C4 HMOs. If you are buying a house that is already let as a shared house, ask for proof of when the HMO use began. Redbridge says a Certificate of Lawfulness issued before 6 December 2019 is only valid if the small HMO use had started before the Article 4 Direction took effect.

Housing in Redbridge

Redbridge's housing, as the Council Tax list records it, is about 108,080 homes: 64% houses, 36% flats, with 27% pre-1919, 34% interwar and 38% built since 1945.

Which Redbridge HMO licence your shared house needs

Almost any shared house let privately in Redbridge now falls under a licence of one kind or another. Since 18 September 2023 the borough-wide Additional HMO Licensing Scheme 2023 has caught homes where 3 or 4 people from 2 or more households rent together, and it runs to 17 September 2028 unless revoked or extended. Once 5 or more people forming more than 1 household share, GOV.UK treats the house as a large HMO, which needs a mandatory licence.

The landlord applies for the licence, and GOV.UK warns that renting out an unlicensed HMO can lead to an unlimited fine. For the build, the licence matters because its conditions become the specification: bedroom areas, kitchen sizes, bathrooms per occupant and the fire doors. Get the licence conditions in writing before the layout is fixed. We then build each room and door to them, so the inspection after completion checks work that was designed to pass rather than altered to pass.

Bedroom and kitchen sizes in a Redbridge HMO

Two sets of room sizes apply in Redbridge, and the larger one wins. For planning permission Redbridge requires HMO single rooms of at least 7.5 sqm and double bedrooms of 12 sqm, following the GLA Housing Design Guide. The additional licence conditions set a lower floor, at least 6.51 square metres for one person aged over 10 and 10.22 square metres for two, and no room under 4.64 square metres may be used for sleeping. A room that passes the licence can still fail the planning test, so the planning figures are the ones to draw.

Design to the planning sizes and the licence sizes follow. Shared kitchens are sized by occupancy too: the Housing Design SPD sets licensing kitchen sizes starting at 5.5 sq m for up to 3 persons and rising with the number of sharers. That is why we plan the kitchen and bathrooms before the bedrooms are drawn. In a Redbridge terrace the rear addition often holds the kitchen, and moving a stud wall later to find extra area costs more than getting the plan right on paper.

Fire doors, escape and sound in a Redbridge shared house

Fire safety is often the largest part of the building work in an HMO conversion, and Redbridge's mandatory HMO licence conditions are specific about doors. Doors to bedrooms, communal living rooms and shared kitchens must be 30-minute fire resisting doors (FD30S) hung on three 100mm hinges. We fit complete door sets with intumescent strips, smoke seals and self-closers, and adjust each closer so the door latches. Old panelled doors in a period house rarely reach that standard and are usually replaced.

Around the doors sit interlinked smoke and heat detection, a protected stair from the top floor to the front door, and fire-stopping where cables and pipes cross the protected route. The LACORS housing fire safety guidance is the recognised reference for the layout, and your designer or the council confirms the level required. Sound matters too, because a bedroom beside a shared kitchen is let separately, so we line party walls and floors between lettings with acoustic mineral wool and dense board.

  • Separate WCs and wash basins to the amenity standard
  • Thumb-turn bedroom locks that open from inside without a key
  • Shared kitchens enlarged or added for the number of occupants

Why Choose GS Renovation in Redbridge

An HMO has two sets of rules to satisfy, planning and licensing, and both end in an inspection. We read the consent and the licence conditions together, set out rooms to the larger sizes, and build the fire doors, detection and protected stair in the order that lets them be checked before the finishes go on. The landlord or their agent applies for the planning permission and the licence. We work to both and to your designer's drawings, give you one written programme, and hand over a house ready for the licence visit.

FAQ

Frequently Asked Questions about HMO Conversions Redbridge

How much does an HMO conversion cost in Redbridge?

Published figures put a light HMO conversion for four to six tenants at £40,000 to £75,000 in construction, and a full conversion with an en-suite to every bedroom at £90,000 to £150,000 (Mayfair Studio, 2026). A Redbridge house moves within that range with the fire works, the extra bathrooms and the kitchen size. Planning and licence fees are the landlord's and sit outside our quote.

Does converting a Redbridge house into a small HMO need planning permission?

Yes. Redbridge's borough-wide Article 4 direction on small C4 HMOs came into force on 6 December 2019, so a change from a family house to an HMO for 3 to 6 unrelated people needs planning permission. Class C4 HMOs that already existed before that date are not affected, and the application needs an HMO management plan.

Is a Certificate of Lawfulness from before 2019 still valid for a Redbridge HMO?

Not necessarily. Redbridge treats a Certificate of Lawfulness issued before 6 December 2019 for a C3 to C4 change as valid only where the shared use had really started before the Article 4 Direction took effect. Ask the seller for tenancy agreements and council tax records from before that date, and have your solicitor review them before exchange.

Does a Redbridge shared house for three or four tenants need a licence?

Yes, where the tenants form 2 or more households and the property is privately rented. Redbridge's Additional HMO Licensing Scheme 2023 covers the whole borough from 18 September 2023 to 17 September 2028 unless revoked or extended. The landlord applies, and the licence conditions then set the room sizes and fire standards we build to.

Which doors in a Redbridge HMO have to be fire doors?

The mandatory licence conditions list them: every bedroom door, and the doors to communal living rooms and shared kitchens. Each must be an FD30S door, meaning 30 minutes of fire resistance with smoke seals, hung on three 100mm hinges. We supply and hang complete certified door sets rather than upgrading old doors, then set each closer so the door shuts fully into its frame.

How large must a shared kitchen be in a Redbridge HMO?

Kitchen size follows the number of sharers. The Housing Design SPD starts its HMO licensing kitchen sizes at 5.5 sq m for up to 3 persons and increases them as occupancy grows. Settle the number of tenants first, because that fixes the kitchen, and the kitchen then fixes how much of the ground floor is left for bedrooms.

Do bedrooms in a planned Redbridge HMO need to exceed the licensing minimum?

For planning permission, yes. Redbridge requires HMO single rooms of at least 7.5 sqm and double bedrooms of 12 sqm, following the GLA Housing Design Guide, which is larger than the licence minimum of 6.51 square metres for one person. Design to the planning sizes, and check both on the drawings.

When does an HMO become too large to count as a C4 house?

Above six occupants. The London Plan glossary defines HMOs for three to six people as Use Class C4 and HMOs for more than six people as Sui Generis. A larger HMO always needed its own planning permission, and it usually brings a bigger fire and amenity specification, with more kitchens and bathrooms to plan.

Does an HMO let in Redbridge need a minimum EPC rating?

Yes, where the MEES rules cover the letting. GOV.UK says that since 1 April 2020 landlords can no longer let or continue to let properties covered by the MEES Regulations with an EPC rating below E without a valid exemption. Insulating and upgrading the heating during the conversion is cheaper than returning to it once tenants are in.
