HMO Conversions Ilford

House to HMO conversions and licence upgrades in Ilford, fire doors, detection and shared amenities built to the council's licence standards.

HMO conversion in Ilford starts with planning, not building. Redbridge's borough-wide Article 4 direction on small HMOs came into force on 6 December 2019, so turning an Ilford family house into a shared house for 3 to 6 unrelated people now needs planning permission. Licensing then sets the standard the house is built to. We carry out the works to the permission and the licence conditions the landlord gives us: fire doors, detection, kitchens, bathrooms and room layouts sized to Redbridge's rules.

In Ilford, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Ilford: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Planning an Ilford HMO under Redbridge's borough-wide Article 4

Nationally, Class L of the General Permitted Development Order 2015 lets a house change from C3 to C4 without a planning application. In Ilford that right has gone: Redbridge's borough-wide C4 Article 4 direction took effect on 6 December 2019, and HMOs for 3 to 6 unrelated people now need planning permission. C4 HMOs that existed before that date are not affected, and a Certificate of Lawfulness issued earlier only holds if the HMO use had actually begun by then.

Above six occupants the use is sui generis in any case, as the London Plan glossary records. Redbridge needs a full planning application with an HMO management plan to change a property to an HMO of any size, so the owner or their agent prepares the application. Class L also does not permit one Ilford house to become two separate C4 HMOs. We price the build from the scheme submitted, and fix the programme once permission is granted.

Housing in Ilford

Roughly 14,670 dwellings sit on the valuation list for Ilford. 47% are houses and 53% flats, and by age 66% predate 1919, 5% are interwar and 29% post-war.

Which licence an Ilford HMO needs, and who applies

In Ilford an HMO of any size can need a licence. GOV.UK defines a large HMO as one rented to 5 or more people forming more than 1 household, and those need a mandatory licence. Redbridge's Additional HMO Licensing Scheme 2023 covers the whole borough from 18 September 2023 to 17 September 2028, unless revoked or extended, and catches privately rented homes occupied by 3 or 4 people making up 2 or more households.

One exception matters here: a flat in a purpose-built block of three or more self-contained flats falls outside mandatory licensing, although a council's additional scheme can still cover it.

The landlord applies for the licence and the council attaches conditions to it. We build to those conditions, so the licence draft or the council's standards are part of our brief from the first visit. GOV.UK warns that renting out an unlicensed HMO can lead to an unlimited fine, which is why the works in an Ilford HMO are timed to finish before the first tenancy starts, not after the inspection.

Bedroom and kitchen sizes for an Ilford shared house

Two sets of room sizes apply in Ilford, and the larger one wins. Redbridge's additional HMO licence conditions require a room slept in by one person over 10 to be at least 6.51 square metres, and by two people over 10 at least 10.22 square metres, the same minimums that apply to mandatory licences nationally. No room under 4.64 square metres may be used for sleeping. For planning permission, Redbridge asks for HMO single rooms of at least 7.5 sqm and doubles of 12 sqm, following the GLA Housing Design Guide.

Shared kitchens are sized to the number of occupants. Redbridge's Housing Design SPD sets licensing kitchen sizes for HMOs starting at 5.5 sq m for up to 3 persons, rising as the household grows, with cooking, storage and worktop space to match. In an Ilford terrace that can mean moving the kitchen into the former rear reception room and giving bathrooms and WCs to each floor. We set out partitions and plumbing from the approved plan before first fix.

Fire doors, alarms and escape routes in an Ilford HMO

Fire safety is the core of an Ilford HMO conversion. Redbridge's mandatory HMO licence conditions require doors to bedrooms, communal living rooms and shared kitchens to be FD30S, 30-minute fire resisting doors hung on three 100mm hinges. We hang them with intumescent strips, smoke seals and self-closers, and we protect the staircase as the escape route, with fire-rated linings where the old lath and plaster falls short. Each door is checked for gaps and closing before handover.

Detection and alarms follow LACORS housing fire safety guidance, the recognised guide for existing HMOs, and building regulations Part B where new work is done. Sound matters too: tenants in separate lettings share walls and floors, so we add insulation between rooms where the layout changes. The house also needs an EPC of at least E to be let, and GOV.UK says that since 1 April 2020 landlords cannot let properties covered by the MEES Regulations below that rating, in Ilford as elsewhere.

Why Choose GS Renovation in Ilford

An HMO has to pass the licensing inspection before it earns anything, so we build to the conditions from the start rather than correcting afterwards. We work from the planning permission, the licence conditions and the fire strategy the landlord gives us, and run partitions, fire doors, detection, kitchens, bathrooms and decoration as one programme. A registered electrician certifies the wiring and alarm circuits, and a registered gas engineer handles the boiler. You receive the records the licensing officer will ask to see.

  • One point of contact on the phone, not a call centre
  • Article 4 and licence position checked before a room is priced
  • EPC upgrades done while the walls and floors are still open

FAQ

Frequently Asked Questions about HMO Conversions Ilford

Why do HMO conversion quotes in Ilford vary?

Because they rarely build to the same standard. One includes fire doors, interlinked detection, and bathrooms and a kitchen sized to the council's amenity standards; another prices a lower specification that may fail inspection. The published figure of £40,000 to £75,000 for a light conversion (Mayfair Studio, 2026) is a starting point. Compare Ilford quotes against the licence standards.

Does turning an Ilford house into a small HMO need planning permission?

Yes. Redbridge's borough-wide Article 4 direction on C4 small HMOs came into force on 6 December 2019. Since then, HMOs for 3 to 6 unrelated people need planning permission, although C4 HMOs that existed before that date are not affected. Redbridge wants a full application with an HMO management plan.

Is a large HMO in Ilford treated differently for planning?

Yes. The London Plan glossary defines HMOs for three to six people as Use Class C4 and those for more than six people as sui generis, which always needs planning permission. In Ilford both sizes need an application anyway, because Redbridge requires a full application with an HMO management plan for an HMO of any size.

What licence does a shared house in Ilford need?

That turns on how many people live there. A house let to 5 or more people forming more than 1 household needs a mandatory licence. Redbridge's Additional HMO Licensing Scheme 2023 covers homes let to 3 or 4 people making up 2 or more households, across the whole borough. The landlord applies; we build to the conditions.

How large must HMO bedrooms be in Ilford?

Under Redbridge's additional licence conditions, a room for one person over 10 must be at least 6.51 square metres, and for two people over 10 at least 10.22 square metres. National conditions bar any room under 4.64 square metres from use for sleeping. For planning, Redbridge asks for single rooms of at least 7.5 sqm and doubles of 12 sqm, so design to the planning sizes.

What fire doors does a licensed Ilford HMO need?

Redbridge's mandatory HMO licence conditions require doors to bedrooms, communal living rooms and shared kitchens to be 30-minute fire resisting doors, FD30S, hung on three 100mm hinges. We fit them with smoke seals and self-closers, and check the frames and gaps so each door performs as certified.

Is an Ilford HMO with an old Certificate of Lawfulness still valid?

Only if the use really began in time. Redbridge says a Certificate of Lawfulness issued before 6 December 2019 for a C3 to C4 change is valid only if the small HMO use began before the Article 4 Direction took effect. The owner or their agent confirms this before works are planned.

How big does the shared kitchen in a Redbridge HMO need to be?

Redbridge's Housing Design SPD sets licensing kitchen sizes for HMOs starting at 5.5 sq m for up to 3 persons, and the required space grows with the number of occupants. We plan worktops, storage and cooking points to the size band that matches the licence the landlord is applying for.

What happens if a shared house is let without a licence?

GOV.UK says renting out an unlicensed HMO can lead to an unlimited fine. Even a smaller HMO may need a licence depending on the council area. For that reason we agree the licence conditions with the landlord before starting, and finish the fire and amenity works before the first tenants move in.
