HMO Conversions Forest Gate

House to HMO conversions and licence upgrades in Forest Gate, fire doors, detection and shared amenities built to the council's licence standards.

HMO conversion in Forest Gate starts with planning and licensing, not with the building. Newham's Article 4 Direction has required planning permission for a family house to become a small HMO since 31st July 2013, and the additional licensing scheme has covered the area since 1 January 2023. With 44% of homes here terraced houses, the building is most often a period terrace, converted or upgraded for sharers. We build to the consent and the licence standards, and the landlord makes the licence application.

In Forest Gate, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Forest Gate: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

HMOs in Forest Gate: the Article 4 direction and planning

Newham confirmed its Article 4 Direction covering the switch from a Class C3 house to a Class C4 HMO on 10 June 2013, and it took effect on 31st July 2013. That removes the national Class L permitted development route, so turning a Forest Gate family house into a small HMO needs planning permission. An HMO for more than six people is sui generis and needs permission in any case. Policy H3 then points new HMOs towards purpose built schemes or buildings that were never family sized homes.

The London Plan pulls the other way on existing stock. Policy H9 says boroughs should take account of the role of HMOs in meeting housing needs, and that HMOs of a reasonable standard should generally be protected. So a lawful HMO already operating in Forest Gate is a far easier starting point than a family house: the work is upgrading it to the licence standard rather than winning a change of use. Even where Class L applies, it never allowed one C3 house to become two or more separate C4 HMOs.

Housing in Forest Gate

By the valuation list's count, Forest Gate holds about 11,180 homes, 49% houses and 51% flats; by age, 67% were built before 1919, 1% between the wars and 31% since 1945.

Which HMO licence a Forest Gate house needs

Since 1 January 2023 Newham's additional licensing scheme has covered every ward bar Royal Victoria and Stratford Olympic Park, Forest Gate included, and it catches an HMO with three or four occupiers from two or more households. At five or more occupiers forming two or more households, the mandatory licence applies instead, except for a flat in a purpose-built block of three or more flats, which sits outside mandatory licensing. The landlord applies; we build to the room sizes, fire standard and facilities the licence will be inspected against. Knowing the occupancy early fixes the kitchen and bathroom count, and the number of fire doors.

GOV.UK defines an HMO as a property rented out by at least three people who are not from one household but share facilities such as the bathroom and kitchen. That test catches shared houses let room by room, even where the tenants know each other. Renting out an unlicensed HMO can lead to an unlimited fine, so a Forest Gate landlord plans the works and the licence application together, and the rooms are not let until the property meets the standard it is licensed for.

Room sizes and shared kitchens in a Forest Gate HMO

Bedroom size is a licence condition, not a preference. Newham's accommodation standards say any room under 4.64 square metres should not be used as sleeping accommodation. The national conditions attached to every mandatory licence in England go further: 6.51 square metres for one adult, 10.22 square metres for two, and no sleeping room under 4.64 square metres. A letting room with its own kitchen facilities, or a studio bedsit, needs 13 sqm to 17.99 sqm for one person and 18 sqm or more for two. In a Forest Gate terrace the back addition rooms are the ones to measure first.

For shared kitchens, Newham's licensing standards set the numbers. A kitchen shared by up to 3 people needs 5.5 sq m or more, rising to 7.5 sq m where 4 to 5 share it and 9.5 sq m for 6 to 7. A newly converted kitchen needs a mechanical extractor even where there is an openable window. We set the partitions out on the floor before plastering so the landlord can check each room against the schedule before it is closed in.

Fire safety, sound and energy in a Forest Gate HMO

An HMO in a Forest Gate terrace has one staircase, so that stair is the escape route and is protected as one. The usual package is fire doors with self-closers to every letting room and the kitchen, and an alarm and detection system to the grade the occupancy needs. Add emergency lighting where the escape route requires it, and fire-stopping where pipes and cables pass through floors. The LACORS housing fire safety guidance is the recognised guide, and Part B applies where building work is done.

Sound between lettings matters more in an HMO than in a family home, because each room is a separate household with its own hours. We add insulation to the partitions and floors between rooms where the work opens them up. Energy counts too: since 1 April 2020 a landlord cannot let a property covered by the MEES Regulations with an EPC rating below E without a valid exemption, and Newham enforces the standard with financial penalty notices.

The GS Renovation Difference in Forest Gate

An HMO job is built to a licence schedule as much as to drawings, and a room that misses a size or a door that misses its rating shows up at inspection. We work from the landlord's planning consent and the licence standards, set out every room before the walls are closed, and hand over the fire, electrical and gas certificates the licence application needs. You get a written quotation after a site visit and one point of contact from strip out to the day the rooms can be let.

FAQ

Frequently Asked Questions about HMO Conversions Forest Gate

What should a landlord budget for an HMO conversion in Forest Gate?

Start from £40,000 to £75,000 in construction for a light conversion (Mayfair Studio, 2026), or £90,000 to £150,000 with en-suites throughout. Then add planning where an Article 4 direction applies, the licence fee and the fire risk assessment. A Forest Gate quote follows a survey against the council's HMO standards, with fire works, bathrooms and kitchens as separate lines.

Can a Forest Gate house become an HMO without planning permission?

No. Newham's Article 4 Direction on the change from a C3 family house to a C4 HMO has been in force since 31st July 2013. It removes the permitted development right that Class L gives elsewhere, so a planning application is needed first, and an HMO for more than six people needs permission in any case. The right licence then has to be in place before the rooms are let.

Which HMO licence does a Forest Gate property need?

It turns on the number of occupiers. Three or four tenants from two or more households need an additional licence in Newham, and five or more need a mandatory one. Forest Gate falls within the additional licensing scheme, which runs everywhere in Newham apart from Royal Victoria and Stratford Olympic Park.

What is the smallest bedroom allowed in a Forest Gate HMO?

Larger than 4.64 square metres, and in practice larger still. Newham's accommodation standards bar any room under 4.64 square metres from use as sleeping space, and the national conditions attached to every mandatory HMO licence set 6.51 square metres for one adult and 10.22 square metres for two. A letting room with its own kitchen facilities needs 13 sqm or more for one person. Measure the layout before any partition goes up.

How big must a shared kitchen be in a Forest Gate HMO?

At least 5.5 sq m, rising with the number of sharers on Newham's scale. Up to 3 sharers need a kitchen of 5.5 sq m, 4 to 5 need 7.5 sq m, 6 to 7 need 9.5 sq m and 8 to 10 need 11.5 sq m. Any newly converted kitchen also needs a mechanical extractor, even with an openable window.

Does a Forest Gate HMO for seven sharers need planning permission?

Yes, on two counts. The London Plan glossary treats an HMO for more than six people as sui generis, so it needs planning permission anywhere. In Newham even a smaller HMO needs permission, because the Article 4 Direction removed the C3 to C4 right. A large HMO also needs the mandatory licence and more kitchen and bathroom space.

What fire safety work does a Forest Gate HMO need?

A protected escape route, fire doors, and alarms and detection matched to the occupancy. The LACORS housing fire safety guidance is the recognised guide, and the council's licence conditions and the fire risk assessment set the detail for each house. We fit the doors, closers, detection and fire-stopping to that specification and hand over the certificates for the licence file.

What happens if a Forest Gate HMO is let without a licence?

The landlord is exposed to serious penalties. GOV.UK says renting out an unlicensed HMO can lead to an unlimited fine, and Newham can also issue financial penalties. The safe order is to finish the works to the licence standard, apply, and let only once the property qualifies, so the building programme is planned back from the licence date.

Is upgrading an existing HMO easier than converting a family house?

Usually, in Newham. Policy H3 of the Local Plan 2018 steers new HMOs away from family sized dwellings, while London Plan Policy H9 says HMOs of a reasonable standard should generally be protected. An existing lawful HMO therefore needs works to the licence standard rather than a contested change of use, which shortens the path to letting.
