HMO Conversions Stratford

House to HMO conversions and licence upgrades in Stratford, fire doors, detection and shared amenities built to the council's licence standards.

HMO conversion in Stratford starts with planning, not with building. Newham's Article 4 Direction on changes from family houses to small HMOs came into force on 31st July 2013, and the Local Plan 2018 names Stratford and West Ham among the borough's HMO hot spots. Newham's additional HMO licensing scheme, launched on 1 January 2023, reaches smaller shared houses as well. So a Stratford HMO project is about getting consent, meeting Newham's room and kitchen standards, and building the fire safety a licence expects.

In Stratford, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Stratford: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Article 4 and planning for a Stratford HMO

Plan on planning permission for a Stratford HMO. Class L of the General Permitted Development Order 2015 would normally permit a change from Class C3 dwellinghouses to Class C4 small HMOs without an application. Newham's Article 4 Direction on that change was confirmed on 10 June 2013 and came into force on 31st July 2013, removing the right where it applies. The owner or their agent confirms the address is covered and applies, and we price the build once the route is clear.

Size changes the planning class. Up to six sharers is Use Class C4 under the London Plan glossary, and above six the house becomes sui generis, where permission is required whatever the Article 4 position. Newham Policy H3 adds that HMOs, large or small, should be purpose-built or made from buildings other than family-sized homes. That makes a family terrace a difficult starting point, and an existing HMO being brought up to licence standard the likelier Stratford job.

Housing in Stratford

Count the homes in Stratford and you get about 17,020: 71% built since 1945, 1% between the wars and 27% before 1919, with flats at 71% and houses at 29%.

Which Newham licence a Stratford HMO needs

Licensing follows the planning decision, and in Newham it reaches small HMOs as well as large ones. Five or more people forming two or more households need a mandatory licence. Newham launched its additional HMO licensing scheme on 1 January 2023, and it catches three or four sharers forming two or more households. The landlord applies for whichever licence fits, and we build to the standards it sets. Licence conditions are read before the drawings are fixed.

The additional scheme operates in all wards except Royal Victoria and Stratford Olympic Park. So a small shared house in the older E15 streets falls inside it, while one in the Stratford Olympic Park ward does not need an additional licence, though a larger one still needs the mandatory licence. GOV.UK says renting out an unlicensed HMO can lead to an unlimited fine, so the licence type is confirmed before the layout is fixed.

Newham's room and kitchen sizes for a Stratford HMO

Newham's accommodation standards decide where the partitions go. Any room under 4.64 square metres should not be used as sleeping accommodation. A room with its own kitchen facilities, or a studio bedsit, needs 13 sqm to 17.99 sqm for one person and 18 sqm or more for two. A bedroom without its own kitchen must meet the national licence minimums of 6.51 square metres for one person over 10 and 10.22 for two. On a narrow Stratford terrace that often means fewer, larger rooms than a first sketch suggests. The plan is drawn to those sizes before any stud wall is built.

Kitchen floor area rises with the sharers. Newham asks for 5.5 sq m where up to 3 people share, 7.5 sq m for 4 to 5, 9.5 sq m for 6 to 7 and 11.5 sq m for 8 to 10. Adding a bedroom can therefore mean enlarging the kitchen too. Newly converted kitchens need mechanical extraction even with a window that opens. Bathrooms and WCs follow the numbers the licence conditions set, and we plan the drainage runs to suit them from the start.

Fire safety, sound and energy in a Stratford HMO

Fire safety is the heart of the build. A Stratford HMO needs a protected escape route, fire doors with self-closers to the bedrooms and kitchen, and a linked fire detection and alarm system. The standard comes from building regulations Part B, the council's HMO fire requirements and the LACORS housing fire safety guidance. In a pre-1919 terrace that often means upgrading the lath and plaster around the stair and fire-stopping where old services pass through floors.

Sound between lettings matters in a shared house with separate households on each floor, so new partitions get acoustic insulation and the floors are checked where rooms stack. Energy follows: since 1 April 2020 landlords can no longer let or continue to let properties covered by the MEES Regulations with an EPC rating below E without a valid exemption. Newham enforces those standards with a financial penalty notice, so insulation and heating upgrades are built into the same programme.

FAQ

Frequently Asked Questions about HMO Conversions Stratford

What should a landlord budget for an HMO conversion in Stratford?

Start from £40,000 to £75,000 in construction for a light conversion (Mayfair Studio, 2026), or £90,000 to £150,000 with en-suites throughout. Then add planning where an Article 4 direction applies, the licence fee and the fire risk assessment. A Stratford quote follows a survey against the council's HMO standards, with fire works, bathrooms and kitchens as separate lines.

Does turning a Stratford house into an HMO need planning permission?

Assume it does. Class L would let a house become a small HMO without permission, but Newham's Article 4 Direction on C3 to C4 changes, in force since 31st July 2013, removes that right where it applies. An HMO for more than six people is sui generis and needs permission in any case. The owner or their agent makes the application before we start.

Which HMO licence does a Stratford property need?

Five or more sharers forming two or more households need a mandatory licence. Three or four sharers in two or more households need an additional licence under Newham's scheme, launched on 1 January 2023, in every ward outside Royal Victoria and Stratford Olympic Park. The landlord applies, and the layout and fire safety we build follow the licence conditions.

Does a small shared house in the Stratford Olympic Park ward need a licence?

Not an additional licence. Newham's additional scheme, which covers three or four sharers forming two or more households, operates in all wards except Royal Victoria and Stratford Olympic Park. Five or more sharers in two or more households still need a mandatory licence there, as anywhere in the borough. The landlord checks the ward before letting.

What room sizes does Newham set for bedsits in a Stratford HMO?

A one-person room with its own kitchen facilities, or a studio bedsit, must be 13 sqm to 17.99 sqm under Newham's standards, and a room for two needs 18 sqm or more. No room below 4.64 square metres may be slept in, so a small box room in a Stratford terrace becomes storage, a shower room or part of the kitchen.

Why does Newham's plan discourage HMOs in family houses?

Policy H3 of Newham's Local Plan 2018 wants HMOs purpose-built or made from buildings that are not family-sized homes, and the same plan lists Stratford and West Ham as HMO hot spots. So an application to turn a Stratford family house into shared rooms starts on the back foot, and the owner's agent weighs that before applying.

Does the London Plan protect existing HMOs?

London Plan Policy H9 says boroughs should take account of the role of HMOs in meeting housing needs and that HMOs of a reasonable standard should generally be protected. For a Stratford landlord that makes upgrading an existing, lawful HMO to current licence standards a steadier route than creating a new one, and it is work we price from a survey.

What fire safety does a Stratford HMO need?

A protected escape route, fire doors with self-closers to the bedrooms and kitchen, and linked smoke and heat detection, built to Part B, the council's HMO fire requirements and the LACORS guidance. In an older terrace the stair enclosure and any gaps around old pipes and cables through the floors are upgraded too. A registered electrician certifies the alarm system.

What EPC rating does a Stratford HMO need before it is let?

At least E. GOV.UK says that since 1 April 2020 landlords can no longer let or continue to let properties covered by the MEES Regulations with an EPC rating below E without a valid exemption. Newham enforces the standards with a financial penalty notice per property, so loft and wall insulation and heating upgrades are planned into the HMO works.
