Commercial fit-out in Hoxton centres on Hoxton Street, which Hackney describes as a historic thoroughfare and marketplace, and on ground floor units under flats elsewhere. A job here is one shop, cafe, salon or clinic, often in a narrow frontage; Hackney describes the conservation area as three to four storeys high. It brings shopfront and sign rules from Hackney's commercial SPD, conservation area limits along the street, use class questions, and residents living directly above the counter.
For Hoxton, published UK guides put refurbishing a retail space at £1,500 to £3,000 per m² and a restaurant or cafe at £2,000 to £4,500 per m², and London units usually cost more (MyBuilder, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Hoxton: our own trades do the strip-out, back of house, counter fitting and finishes, and we coordinate the shopfront, extraction, electrical and fire specialists the unit needs.

Hoxton Street shopfronts under the Hoxton Street Conservation Area
A new shopfront on the parts of Hoxton Street inside the Hoxton Street Conservation Area is designed to the conservation area first and the brand second. The area was first designated in 1983, and Hackney's Cabinet approved several extensions to it on 27 November 2023. The council describes a consistent building height of three to four storeys, so a shop there is the ground floor of a small, continuous frontage, and its proportions are read against the neighbours on either side.
A new shopfront that changes the look of the building needs planning permission, which the owner or their designer obtains, and inside a conservation area smaller alterations may need it too. A design for a historic street will often keep or reinstate pilasters, a fascia in proportion with the building above and a stallriser below the glass. If the building is listed, listed building consent covers works inside as well as out. We build the Hoxton shopfront to the approved drawings without substitutions, and timber, paint colours and ironmongery are sampled before the order is placed.
Signs and altered frontages under Hackney's commercial SPD in Hoxton
Hackney's commercial extensions and alterations SPD, adopted in December 2025 and in effect from January 2026, replaced the 2006 shopfront design guidance. It covers shopfront design, shopfront alterations after a change of use, and advertisements. For a Hoxton trader taking a unit that used to be something else, the section on alterations after a change of use is the part to read first. It guides how the new frontage should respond to the building, which shapes the joinery we price.
Signs are the item most often left late. An illuminated fascia or a projecting sign often needs advertisement consent, which the owner or tenant obtains. We ask for the approved signage drawing before the fascia is made, so the lighting feed runs to the right place at first fix. The Hoxton unit then opens with a sign that already has its consent, and the electrician does not have to come back to move a cable.
Use classes, kitchens and drainage in a Hoxton food unit
Check the use class before the lease is signed in Hoxton. Class E covers shops, cafes, restaurants, clinics, gyms and offices, so moving between those uses does not normally need planning permission. A hot food takeaway, pub or bar is sui generis, and changing to one needs planning permission. A cooking kitchen also needs extraction and odour control that suits the building, and in a street of three to four storeys the flue route is often the hardest part of the design.
Drainage decides the building control route. Hackney says a building notice cannot be used where the work is within 3 metres of or over a public sewer, and a full plans application is needed instead. A cafe or restaurant in Hoxton often adds a sink run, a grease trap and sometimes a new WC, so the drain survey comes before the counter design. Part M sets the accessible entrance and WC, and Part B sets the escape from the customer area.
Fitting out a Hoxton shop with flats above and a street outside
A ground floor shop in Hoxton often has residents living directly above it, sharing the walls and sometimes the entrance. Fire separation between the unit and the homes is the first thing we open up and check, because old ceilings are often thinner than drawings suggest. Sound matters too: a coffee machine, music or a gym studio needs an acoustic ceiling, and extraction fans are mounted on isolators so vibration does not travel up the structure.
The street sets the rest of the programme. Scaffold, hoarding or materials on the pavement need a Hackney highways licence, applied for at least 10 working days ahead, which matters on a street Hackney describes as a marketplace. Counter, display and back-of-house joinery is made off site to keep the time on site in Hoxton short. Trading-grade flooring, lighting to the layout and a clean handover follow, set against the opening date.
- Fire stopping and separation to the flats above a unit
- Decoration and making good to a customer-ready finish
- Clinic and treatment room fit-outs with basins in each room

FAQ
Frequently Asked Questions about Commercial Fit-Out Hoxton
Why do shop fit-out quotes in Hoxton differ?
They rarely price the same scope. One includes the extract route, the grease trap, an accessible WC and making good to the landlord's specification; another leaves them out. The published UK guide of £1,500 to £3,000 per square metre for a retail refurbishment (MyBuilder, 2026) is a starting point, not a Hoxton price. Compare quotes against one written scope.
Does a new shopfront on Hoxton Street need planning permission?
A material change to a shopfront generally does, and inside the Hoxton Street Conservation Area smaller alterations may need it too. Hackney describes the street as a historic thoroughfare and marketplace, so the owner's designer settles the design with the council before we order joinery or glazing.
What guidance does Hackney use for Hoxton shopfronts and signs?
Its commercial extensions and alterations SPD, adopted in December 2025 and in effect from January 2026, which replaces the 2006 shopfront design guidance. It covers shopfront design, alterations after a change of use and advertisements, so a new frontage and its sign are judged against the same document.
Can a Hoxton shop become a cafe without planning permission?
Usually, because shops, cafes and restaurants all sit within Class E. A hot food takeaway is sui generis, so a change to takeaway needs planning permission. Extraction for a cooking kitchen may also need consent, and the owner or their designer confirms the position for the unit before the fit-out is priced.
Why might a Hoxton cafe fit-out need a full plans application?
Because of the drains. Hackney Building Control says a building notice cannot be used where work is within 3 metres of or over a public sewer. New sinks, a grease trap or a WC in a Hoxton unit often fall within that distance, so full plans are submitted and approved first.
How is noise from a Hoxton shop fit-out handled with flats above?
By grouping the loud work and agreeing it in advance. Hackney allows noisy construction only from 8am to 6pm on weekdays and 8am to 1pm on Saturdays. Strip out, cutting and drilling are set in fixed periods agreed with the landlord and the residents' managing agent, and quieter trades fill the rest. Acoustic separation between the shop and the flats is checked before the new ceiling closes.
How far ahead should hoarding be licensed outside a Hoxton shop?
At least 10 working days. Hackney needs a highways licence for scaffolding, hoarding, materials or containers on the public highway. On Hoxton Street, with deliveries and shoppers on the pavement, we agree the hoarding line, the pavement width left for shoppers and the delivery times before the licence is applied for.
What must a customer-facing unit provide for access?
Under Part M, an accessible entrance and, where toilets are provided or altered, an accessible WC where the space allows. A level threshold, door widths and the counter height are set out on the drawings. In a narrow older unit the designer agrees any compromises with building control before we build.
Can the fit-out be finished around a lease start or opening date?
Yes. We programme backwards from the date the unit must open, with the landlord's approvals, building control stages and deliveries set against it. Shopfront glazing, extraction and counters are ordered once the drawings are approved, so finishing trades are not waiting on them in the last week.
