Commercial Fit-Out Tower Hamlets

Shop, cafe, restaurant, salon and clinic fit-outs in Tower Hamlets, shopfront to counter under one contract, built around your opening date.

Commercial fit-out in Tower Hamlets means shops, cafes, restaurants, salons and clinics on market streets and local parades, often with flats above. A unit in the Whitechapel Market Conservation Area is judged against that area's management plan, and every new shopfront in the borough is assessed against Local Plan rules on fascias and shutters. We strip out and fit the unit to your designer's layout: counters, floors, lighting, kitchens and accessible WCs, built to the consents the owner or tenant holds.

For Tower Hamlets, published UK guides put refurbishing a retail space at £1,500 to £3,000 per m² and a restaurant or cafe at £2,000 to £4,500 per m², and London units usually cost more (MyBuilder, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Tower Hamlets: our own trades do the strip-out, back of house, counter fitting and finishes, and we coordinate the shopfront, extraction, electrical and fire specialists the unit needs.

Shopfronts, fascias and shutters on Tower Hamlets high streets

A new shopfront in Tower Hamlets is expected to keep its fascia at ground floor level. Policy D.DH9 of the Tower Hamlets Local Plan says shopfront fascias should not extend above ground floor level, so the sign board sits within the shopfront frame rather than climbing onto the brickwork of the flat above. On an older parade the design can mean taking down a deep fascia fitted by a previous tenant and restoring the cornice or console line it was hiding.

Security follows the same thinking. The Local Plan says shopfront security should use security glass and internal retractable grilles rather than closed external roller shutters. For the fit-out that changes the order of work: the glazing specification is fixed before the frame is made, and the grille track, its box and power supply are built into the ceiling or bulkhead behind the glass. A new illuminated sign may also need advertisement consent, which your designer or sign maker applies for.

Whitechapel Market and other Tower Hamlets conservation area frontages

Where a unit sits in one of the 58 Tower Hamlets conservation areas, the frontage is read against that area's appraisal and management guidelines as well as the wider planning policies. The Whitechapel Market Conservation Area was designated in December 1997, its boundary was extended in 2008 and amended again in 2021, so the boundary on an older map may not be the current one. We check the current boundary before the frontage is designed. If the building is listed, altering it internally or externally needs listed building consent, which the owner or their designer obtains.

The same management plan also covers the roofline above the shop. It says roof additions which seek to introduce a consistency in height are likely to be resisted. That is written about roof extensions, but it shows how closely the roofline is watched, so plant on the roof of a market street unit needs checking with your designer first. We keep extract ducts, condensers and plant in the rear yard or below the existing roofline where the building allows, and route cafe kitchen extract so it does not add bulk to the parapet.

Use class, kitchens and extraction for Tower Hamlets food units

The use class decides whether a Tower Hamlets unit can open without a planning application. Shops, cafes, restaurants, clinics, gyms and offices all sit in Class E, so moving between them generally needs no change of use permission, although the lease may still restrict the use. Hot food takeaways, pubs and bars are sui generis, so turning a shop into one of them needs planning permission, which the tenant or their agent applies for before the fit-out is priced in detail.

A food unit then needs kitchen extraction and odour control that the planning consent and the neighbours can live with, especially where there are flats directly above. The duct route, fan position and filters are fixed early, because they decide the ceiling layout. Drainage from a commercial kitchen needs a grease trap or separator so fat does not reach the sewer, and floors and walls are finished in materials that can be washed down daily.

Building regulations and trading on a Tower Hamlets parade

A customer-facing unit in Tower Hamlets must meet the building regulations for non-domestic work. Part M covers the level or ramped entrance and an accessible WC where the layout requires one, and Part B covers fire separation from the flats above and a clear escape route for customers and staff. The council's duty building control officer service gives free pre-application advice on small commercial buildings, which is useful before a counter or kitchen layout is fixed.

Programme matters on a parade where neighbouring shops keep trading. Residents above a shop hear every drill, so breaking out and cutting are grouped into short weekday blocks inside the council's hours, and the neighbours are told in advance. Deliveries are planned around loading restrictions, and hoardings on the pavement need a temporary structure licence at least 10 working days ahead. The client has duties under the CDM regulations, and the landlord's consent comes before any strip-out.

FAQ

Frequently Asked Questions about Commercial Fit-Out Tower Hamlets

Why do shop fit-out quotes in Tower Hamlets differ?

They rarely price the same scope. One includes the extract route, the grease trap, an accessible WC and making good to the landlord's specification; another leaves them out. The published UK guide of £1,500 to £3,000 per square metre for a retail refurbishment (MyBuilder, 2026) is a starting point, not a Tower Hamlets price. Compare quotes against one written scope.

Can a shop fascia in Tower Hamlets extend above the ground floor?

Not under the Local Plan. Policy D.DH9 of the Tower Hamlets Local Plan says shopfront fascias should not extend above ground floor level. A new sign therefore sits within the shopfront, below the first floor windows, and a deep fascia added by an earlier tenant is expected to be reduced when the frontage is replaced. Advertisement consent for an illuminated sign is a separate question for your designer or sign maker.

Are external roller shutters allowed on Tower Hamlets shopfronts?

Generally not on a new frontage. The Local Plan says shopfront security should use security glass and internal retractable grilles rather than closed external roller shutters. For a new frontage we plan laminated security glazing and an internal grille, with the grille box hidden in the bulkhead. Keeping an existing external shutter is a planning case for your designer to make, not something to assume.

Does turning a Tower Hamlets shop into a takeaway need planning permission?

Yes. A hot food takeaway is sui generis rather than Class E, so changing a shop to a takeaway needs planning permission, and the application normally has to show how cooking smells and noise will be controlled. The tenant or their agent makes the application. We then install the extraction, odour control and kitchen to the approved details.

Can a Tower Hamlets clinic move into a former shop without a change of use?

Usually, since clinics and shops are both in Class E, so moving from one to the other generally needs no planning permission. The lease may still limit the use, and a clinic brings its own fit-out needs: cleanable finishes, hand wash basins in treatment rooms, an accessible WC and privacy glazing. We build to the layout your designer agrees with the landlord.

Is the Whitechapel Market Conservation Area boundary the same as when it was designated?

No. The Whitechapel Market Conservation Area was designated in December 1997, extended in 2008 and further amended in 2021. A unit on its edge may have moved inside or outside the boundary, and inside it the area's appraisal and management guidelines apply to any shopfront or roof proposal. We check the current map at the start of a Tower Hamlets frontage job.

How is a cafe fit-out in Tower Hamlets kept from disturbing the flats above?

By planning noise, smells and working hours together. Extraction is routed and silenced so cooking smells and fan noise do not reach the windows above, and the ceiling between the unit and the flat gets fire separation to Part B. During the works, noisy tasks stay within the council's weekday hours of 8am to 6pm.

Can plant go on the roof of a Whitechapel market unit?

Check with your designer before planning on it. The Whitechapel Market Conservation Area management plan says roof additions which seek to introduce a consistency in height are likely to be resisted, which shows how closely the roofline is watched. For a cafe or shop there, we look first at placing condensers and extract fans in the rear yard or inside the unit, and at routing ducts below the existing roofline, before anything goes on top.

What does a shop or cafe fit-out include from strip-out to opening?

Soft strip, any drainage or structural alterations, partitions and ceilings, electrics by a registered electrician, extraction and ventilation, floors suited to trading, counters and display joinery, lighting and decoration, then snagging and handover with certificates. For a food unit it adds a grease trap and wash-down finishes. We agree the scope with tenant and landlord first.
