Changing a dwelling into a house in multiple occupation needs planning permission across the whole borough. The Article 4 direction removing that permitted change was made on 19 September 2016, confirmed on 24 May 2017, and came into force on 20 September 2017. The council states that Stevenage is a relatively low risk area for serious flooding, and its policy is not to supply sandbags to residents. That does not take surface water out of the design. It depends on what the outbuilding is. The Old Town High Street Conservation Area retains its medieval burgage plot layout, including carriage entrances and rear outbuildings, with timber frame and timber weatherboard to some of them. Structures of that kind can be listed in their own right or fall within the curtilage of a listed building. Establish the heritage status of the outbuilding itself before a scheme is drawn, because it decides which consents apply.
Not without planning permission. Two Article 4 directions cover the Gunnels Wood and Pin Green employment areas, removing the permitted change from Class E(g)(i) office and Class E(g)(iii) light industrial use to residential. They were made on 22 January 2025 and confirmed on 21 January 2026. A separate direction removing Class B1c light industrial to residential change came into force on 15 June 2018. A full application is the route in those areas.
