An HMO conversion in Slough is governed by licensing standards more than by planning. The council publishes no Article 4 direction removing the right to turn a family house into a small HMO. Every HMO with five or more occupants forming more than one household, anywhere in Slough, needs a mandatory licence, except a flat in a purpose-built block of three or more flats. That licence fixes the kitchens, bedroom sizes, fire doors and alarms before the first tenant arrives. We build a shared house, or upgrade an existing one, to the standards the landlord's licence will be checked against.
For Slough, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (Mayfair Studio and LetCompliance, 2026); a Berkshire price follows a site visit. GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Slough: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Planning for a shared house in Slough
Planning in Slough turns on the number of occupants. The only Article 4 direction Slough Borough Council publishes covers caravans and moveable structures. So a change from a family house to a small HMO in Class C4, for three to six unrelated people, is normally permitted development here unless a planning condition says otherwise. Check the property's planning history before you buy, because an old condition can remove that right on a single address.
Larger shared houses need permission. Slough states that planning permission is required for HMOs housing seven or more people and for changing a single-family dwelling into a sui generis HMO. Saved policy H20 then refuses the application unless it gives satisfactory living accommodation, appropriate parking and amenity space, and no loss of neighbour amenity. You or your agent apply, and the parking and bin store layout is best fixed with the planning drawings, not after.
Housing in Slough
For Slough the Council Tax list gives about 57,360 homes; by type 37% flats and 63% houses, by age 73% post-war, 20% interwar and 5% older than 1919.
HMO licensing in Slough, then and now
Mandatory licensing is the fixed point. Since national mandatory licensing was extended on 1 October 2018, every HMO in Slough with five or more tenants forming more than one household needs a licence, whatever the height of the building. A flat in a purpose-built block of three or more flats is the exception, and with Slough's additional scheme lapsed it needs no licence at present. The landlord or their agent applies for the licence. We build the property to the amenity and fire standards the licence will check, so the standard is met before the council inspects. Operating a licensable Slough HMO without one risks a financial penalty or an unlimited fine on conviction.
The wider schemes have come and gone. Between 1 July 2019 and 30 June 2024 Slough ran a borough-wide additional licensing scheme, and it has not been in force since. A new additional scheme went out to consultation from 15 July 2026 and would reach smaller HMOs, including those with three or four tenants sharing a kitchen or bathroom. Plan a conversion now on the assumption that a smaller shared house may need a licence too.
What Slough's HMO amenity standards mean for the build
The standards set the kitchen before anything else. Slough asks for one cooker with a four ring hob, oven and grill for every five tenants sharing a kitchen, and 0.6 square metres of worktop per tenant. On a five bedroom shared house that fixes how long the worktop runs are, and whether one cooker will do or a second is needed. We set out the kitchen to those numbers so the plan works before the units are ordered.
Room sizes and heights follow. Slough's HMO standards allow no more than two persons in any one room, and ask for a floor to ceiling height of at least 2.14m across at least 75% of each room's area. The national minimum sleeping room sizes, mandatory licence conditions in England, apply on top: 6.51 square metres for one adult, 10.22 for two, and no sleeping room under 4.64. Sizes are taken on usable floor area, so fixed boxing and built-in cupboards reduce it. In an attic room the height rule decides whether it counts as a bedroom at all, so we measure the existing heights before any room is fitted out.
Fire safety, sound and energy in a Slough HMO
Fire safety is the heart of an HMO conversion in Slough. Typically each bedroom opening onto the escape route gets a fire door with self-closer, the stair becomes a protected route to the front door, and linked smoke and heat detection covers the rooms, landings and kitchen. The LACORS housing fire safety guidance is the recognised benchmark, and building regulations Part B applies where the work is building work. We agree the fire specification with the landlord before any door is ordered.
Sound and energy come next, because tenants live on different timetables. We add insulation and a resilient ceiling between bedrooms stacked above each other, and seal gaps around pipes through floors. Where the letting needs an EPC, for example a whole-house tenancy to a group of sharers, it must meet the minimum energy efficiency standard, E or better unless exempt. A house let room by room generally needs no EPC, though many councils expect one for a licensed HMO, so check the licence conditions. The government has also announced a move towards EPC C, subject to regulations. Loft insulation, heating controls and low energy lighting go in while the rooms are empty and the floors are up.
- Hot water sized for several sharers showering at once, with any gas work by a Gas Safe registered engineer
- Small HMO conversions for three to six sharers
- Sound lining to bedroom walls and party walls

The GS Renovation Difference in Slough
An HMO conversion is built for the licence inspection, not just for the tenants. We work from the licence standards and any planning consent together, so the kitchens, room heights, fire doors, detection and sound insulation all meet the same target before the first viewing. The registered electrician and an engineer on the Gas Safe Register issue their certificates at the end, and you receive the certificate pack the licence application asks for.
- Finished and snagged before the council's licence inspection
- Photographs kept at each stage for your records
- Every bedroom measured against the national minimum room sizes

FAQ
Frequently Asked Questions about HMO Conversions Slough
How much does an HMO conversion cost in Slough?
Published figures put a light HMO conversion for four to six tenants at £40,000 to £75,000 in construction, and a full conversion with an en-suite to every bedroom at £90,000 to £150,000 (Mayfair Studio, 2026). A Slough house moves within that range with the fire works, the extra bathrooms and the kitchen size. Planning and licence fees are the landlord's and sit outside our quote.
Does Slough have an Article 4 direction that stops small HMOs?
No. The only Article 4 direction Slough Borough Council publishes covers caravans and moveable structures across the borough, so changing a family house to a small HMO in Class C4 is normally permitted development here, unless a planning condition says otherwise. Check the property's planning history with your agent before you commit.
When does a shared house in Slough need planning permission?
When it houses seven or more people, or when a single family dwelling becomes a sui generis HMO. Saved policy H20 then tests the scheme for satisfactory living space, parking, amenity space and neighbour amenity. The owner or agent makes the application, and we build to the consent once it is granted.
Which Slough HMOs need a mandatory licence?
Every HMO in Slough with five or more occupants forming more than one household needs a mandatory licence, whatever the height of the building, except a flat in a purpose-built block of three or more flats. The landlord or manager holds it. Operating without one when it is required can lead to a financial penalty or prosecution, so the build should meet the licence standards before the first tenant moves in.
Will a three or four person shared house in Slough need a licence?
Not under the current rules, but that may change. Slough's proposed additional licensing scheme, consulted on from 15 July 2026, would cover smaller HMOs outside mandatory licensing, including three or four tenants sharing a kitchen or bathroom. Building to the licence standards now avoids reopening walls later if the scheme is confirmed.
How big must the shared kitchen be in a Slough HMO?
Big enough for one cooker with a four ring hob, oven and grill for every five tenants, and 0.6 square metres of worktop per tenant, under Slough's HMO standards. On a six person house that means a second cooker and a long worktop run, so the kitchen size is fixed before the bedrooms are counted.
How tall does a bedroom ceiling need to be in a Slough HMO?
At least 2.14m over at least 75% of the room's floor area, under Slough's HMO standards. That can rule out a room under a steep roof slope. Measure before you plan the room count, because a room that falls short of the standard risks not being accepted as a bedroom when the licence is assessed, however well it is finished.
Can two tenants share one bedroom in a Slough HMO?
Yes, but no more than two. Slough's HMO standards allow no more than two persons to occupy any one room, and a shared room has to meet the national minimum of 10.22 square metres for two adults. Decide which rooms are doubles at design stage, because it changes the kitchen and bathroom counts too.
What fire safety works does an HMO conversion usually need?
Fire doors with self-closers to rooms off the escape route, a protected stair to the exit, and linked smoke and heat detection. The LACORS housing fire safety guidance is the recognised guide to how much protection a house of that size and layout needs. We fit the doors, frames and fire stopping, and a registered electrician installs and certifies the alarm system.
