HMO Conversions Uxbridge

House to HMO conversions and licence upgrades in Uxbridge, fire doors, detection and shared amenities built to the council's licence standards.

HMO conversion in Uxbridge means turning a family house into a shared house, or upgrading an existing HMO to meet its licence. The rules changed recently: anywhere in Hillingdon, a house that will be shared by 3 or more unrelated people now needs planning permission first. Licensing covers large and small shared houses across the borough. We build the fire protection, kitchens, bathrooms and room layouts to the planning consent and the licence conditions the landlord has secured.

In Uxbridge, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Uxbridge: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Planning an HMO in Uxbridge after the borough-wide Article 4 Direction

A shared house conversion in Uxbridge now starts with a planning application. Class L of the national rules normally lets a house change to a small HMO without permission, but it never allows one house to become two or more separate C4 HMOs. Hillingdon decided at its Full Council Meeting on 27 November 2025 to bring in a borough-wide Article 4 Direction removing that right for 3 or more unrelated sharers, and the direction was introduced in December.

Size sets the planning category. In the London Plan glossary a shared house for three to six people sits in Use Class C4, while one for more than six is Sui Generis. The larger kind needs planning permission in its own right, and in Uxbridge it must satisfy Hillingdon Policy DMH 5, which expects it to be well placed for local amenities and public transport and to offer satisfactory living conditions. The London Plan also says HMOs of a reasonable standard should generally be protected, so an upgrade of an existing shared house is a different case from a new one.

Housing in Uxbridge

Uxbridge counts roughly 12,630 homes for Council Tax; 12% are older than 1919, 17% interwar and 71% post-war, with 47% flats and 53% houses.

Which Hillingdon licence covers an Uxbridge shared house

Licensing runs alongside planning. A house let to 5 or more people forming more than 1 household is a large HMO and falls under Hillingdon's mandatory licensing, unless it is a flat in a purpose-built block of three or more flats. The boroughwide additional HMO licensing scheme picks up smaller shared houses where fewer than five people from two or more households live. The deadline for additional licence applications was Sunday 23 August 2026, and the council could enforce from Monday 24 August 2026. Close to Brunel University London, check which scheme a shared let falls under, because the layout we build in Uxbridge must meet the licence conditions.

The additional scheme is new. The decision came from Hillingdon's Cabinet on Thursday 19 February 2026, following a 10-week public consultation, and each licence lasts five years. So an existing Uxbridge shared house with three or four tenants that never needed a licence may now need one, and its fire detection, kitchen and bathroom provision will be inspected against the council's standards. The landlord applies for the licence. We carry out the upgrade works the licence conditions call for.

Room sizes, kitchens and bathrooms in an Uxbridge HMO

Bedroom sizes in a licensed HMO are fixed by the national licence minimums in England: 6.51 square metres for one adult, 10.22 for two, and no room under 4.64 used for sleeping. Hillingdon adds its own measuring rule, leaving out any floor that sits under a ceiling lower than 1.53m, as happens in an attic room. In an Uxbridge house with a converted roof space, a bedroom that looks large can fall short once the low edges are left out.

Shared rooms have their own figures. Hillingdon's HMO standards set a shared living room of 10m2 or more, and one bathroom containing a fixed bath or shower for each group of 5 occupiers. Each set of kitchen facilities needs 1500 x 600 mm of fixed, impervious worktop per 5 people using it. A kitchen placed inside another room adds a further 3.7m2 to that room. We draw the Uxbridge layout against these before any stud wall goes up.

Fire safety, ventilation and energy in an Uxbridge HMO

Fire safety carries more of the build than anything else in a shared house. Each bedroom opens onto an escape route that has to be protected. Bedroom and kitchen doors therefore become self-closing fire doors, the stair enclosure is lined to the required resistance, and an interlinked detection and alarm system covers the rooms and the escape route. The LACORS housing fire safety guidance is the recognised guide for this in an Uxbridge HMO, alongside Part B and the council's standards.

Ventilation and energy follow. Hillingdon's HMO standards set extract fans on humidistat control, rated to 60 l/s or more in kitchens and 15 l/s in bathrooms, and we duct them during first fix. Sound insulation between bedrooms and between floors reduces complaints between tenants. And a shared house is still let property: GOV.UK says MEES Regulations bar letting, or continuing to let, below an EPC rating of E without a valid exemption, so insulation and heating upgrades belong in an Uxbridge HMO conversion from the start.

FAQ

Frequently Asked Questions about HMO Conversions Uxbridge

Why do HMO conversion quotes in Uxbridge vary?

Because they rarely build to the same standard. One includes fire doors, interlinked detection, and bathrooms and a kitchen sized to the council's amenity standards; another prices a lower specification that may fail inspection. The published figure of £40,000 to £75,000 for a light conversion (Mayfair Studio, 2026) is a starting point. Compare Uxbridge quotes against the licence standards.

Is planning permission needed to turn an Uxbridge house into a small HMO?

Yes. Since the borough-wide direction, any house in Hillingdon that will be shared by 3 or more unrelated people needs planning permission to become an HMO. Hillingdon says its additional licensing scheme works alongside that Article 4 Direction. So a new shared house in Uxbridge needs a planning consent first and then a licence under the mandatory or additional scheme.

Which HMO licence does a shared house in Uxbridge need?

Count the tenants. At 5 or more people forming more than 1 household, GOV.UK treats the house as a large HMO, and Hillingdon's mandatory scheme applies. Below that, with 3 or 4 tenants from two or more households, the borough's additional scheme applies. The landlord makes the application, and we carry out the works its conditions require.

What bathroom and kitchen provision does an Uxbridge HMO need?

Work from the occupant number. Hillingdon's standards give one bathroom with a fixed bath or shower per 5 sharers, 1500 x 600 mm of fixed worktop per 5 people using a kitchen, and a shared living room of 10m2 or more where there is one. Fix the bathroom count first, because it drives the drainage runs and the layout.

What is the difference between a C4 HMO and a sui generis HMO?

The number of occupants. The London Plan glossary puts shared houses of three to six people in Use Class C4 and anything larger in Sui Generis. The larger kind always needs planning permission in its own right, and Hillingdon Policy DMH 5 also looks for nearby amenities, public transport and satisfactory living conditions.

Do attic rooms count toward HMO room sizes in Uxbridge?

Only the part with enough headroom. When Hillingdon sizes HMO rooms, floor under a ceiling lower than 1.53m is left out of the count. A room in the roof can therefore measure well on plan and still fail. Measure the usable area before deciding how many bedrooms the house can licence.

What fire protection does a shared house conversion need?

Usually fire doors with self-closers on bedrooms and the kitchen, a protected stair and escape route, interlinked smoke and heat detection with an alarm, emergency lighting in larger houses, and sealed service holes through floors. The LACORS housing fire safety guidance sets out what fits each type of HMO, and the council's licence conditions follow it. We build to the specification agreed with the licensing officer.

What happens if an Uxbridge HMO is let without the right licence?

The penalties are serious. According to GOV.UK, letting an HMO that should be licensed but is not can bring an unlimited fine. In Hillingdon enforcement of the additional scheme became possible from Monday 24 August 2026. If your Uxbridge shared house needs upgrade works before it can meet the licence conditions, programme them early so the house is not let in breach.

Can one Uxbridge house be split into two separate small HMOs?

No, not as permitted development. Class L stops a building that was one dwellinghouse from becoming two or more separate C4 HMOs, and in Hillingdon even a single small HMO now needs planning permission. A split like that is a planning application in its own right, with fire separation between the two parts.
