An HMO conversion in Hayes now starts with a planning application, not just a licence. Planning permission is needed in all parts of Hillingdon to convert a dwelling to an HMO with 3 or more unrelated people sharing, under the borough-wide HMO Article 4 direction. Licensing then applies to shared houses of every size, and Hillingdon's own HMO standards set the kitchens, bathrooms and living space we build to in a Hayes semi or terrace.
In Hayes, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Hayes: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Planning for a shared house in Hayes after the Article 4 direction
A family house in Hayes can no longer become a small shared house without planning permission. Nationally, Class L of the General Permitted Development Order 2015 permits a change from a C3 dwellinghouse to a C4 HMO. Hillingdon decided to implement its borough-wide HMO Article 4 direction at the Full Council Meeting on 27 November 2025. Planning permission is now needed in all parts of the borough to convert a dwelling to an HMO with 3 or more unrelated people sharing.
Larger shared houses sit outside that class altogether. The London Plan glossary defines HMOs for three to six people as Use Class C4 and HMOs for more than six people as Sui Generis. For those, Hillingdon Policy DMH 5 requires large HMOs to show good accessibility to local amenities and public transport and satisfactory living conditions. In Hayes, a house close to Hayes and Harlington station may have a stronger case, and your agent makes it in the application.
Housing in Hayes
The Council Tax list puts Hayes at about 16,650 homes, 42% flats against 58% houses; 4% went up before 1919, 44% between the wars and 52% after 1945.
Which Hillingdon HMO licence a Hayes shared house needs
Every shared house in Hayes now falls under one Hillingdon licensing scheme or another. Mandatory licensing applies to large HMOs with 5 or more unrelated people living in them. The boroughwide additional HMO licensing scheme covers shared properties with fewer than five residents from two or more households. Hillingdon's Cabinet agreed to adopt it on Thursday 19 February 2026 after a 10-week public consultation, and the council says it works alongside the Article 4 Direction introduced in December.
Mandatory licensing does not reach a flat in a purpose-built block of three or more self-contained flats; where such a flat is shared, it is the council's additional scheme, if any, that applies.
Landlords had to apply for a Hillingdon additional HMO licence by Sunday 23 August 2026, with enforcement possible from Monday 24 August 2026. Additional licences are issued for five years. GOV.UK says renting out an unlicensed HMO can lead to an unlimited fine. The landlord or their agent applies for and holds the licence. We build to the conditions it sets and give you the certificates and records the licensing officer asks for at inspection.
Kitchens, bathrooms and living space under Hillingdon HMO standards
Hillingdon's HMO standards decide the layout of a Hayes shared house before any bedroom is drawn. A common living room should be at least 10m2. Where kitchen facilities sit within another room, Hillingdon asks for at least 3.7m2 of extra floor area. Floor area under a ceiling lower than 1.53m, such as in an attic room, is not counted when rooms are sized. That rule can take a converted loft room out of the count in a 1930s semi. Each bedroom must also meet the national licence minimums: 6.51m2 for one adult, 10.22m2 for two, and no sleeping room under 4.64m2.
The amenities scale with the number of occupiers. Hillingdon requires at least 1 bathroom with a fixed bath or shower for every 5 sharing occupiers. Each set of shared kitchen facilities needs a fixed impervious worktop of at least 1500 x 600 mm for every 5 people. Kitchens need humidistat controlled extractor fans of at least 60 l/s and bathrooms 15 l/s, which we allow for in the duct runs at first fix.
Fire safety, sound and energy in a Hayes HMO
Fire safety is usually the largest building item in an HMO conversion in Hayes. The recognised guide is the LACORS housing fire safety guidance, read with building regulations Part B. In a two storey shared house that usually means a protected escape route down the stair, fire doors with self-closers to each bedroom and the kitchen, and interlinked mains smoke and heat detection. We fit these as one package so the licensing inspection finds the escape route complete.
Sound and energy come next. Bedrooms side by side in a converted house share thin partitions, so we add insulated stud walls and acoustic ceilings where the layout puts lettings against each other. GOV.UK says that since 1 April 2020 landlords can no longer let or continue to let properties covered by the MEES Regulations below an EPC of E without a valid exemption. A Hayes HMO conversion is the right time to renew heating controls and insulation.
- Bedroom layouts checked against the national minimum room sizes
- Hard-wearing floors, finishes and decoration for a let house
- Extra shared bathrooms and shower rooms

The GS Renovation Difference in Hayes
An HMO conversion is judged by the planning consent, the licence conditions and the fire strategy together, so the building work has to satisfy all three. We build from your agent's approved drawings, fit the fire doors, detection and amenities to Hillingdon's standards, and hand over the electrical and gas certificates the licence needs. A registered electrician certifies the wiring. You get a written quotation after a site visit and one point of contact through to completion.
- EPC upgrades done while the walls and floors are still open
- Site left safe and secure at the end of every day
- Finished and snagged before the council's licence inspection

FAQ
Frequently Asked Questions about HMO Conversions Hayes
Why do HMO conversion quotes in Hayes vary?
Because they rarely build to the same standard. One includes fire doors, interlinked detection, and bathrooms and a kitchen sized to the council's amenity standards; another prices a lower specification that may fail inspection. The published figure of £40,000 to £75,000 for a light conversion (Mayfair Studio, 2026) is a starting point. Compare Hayes quotes against the licence standards.
Can you turn a Hayes family house into a small HMO without planning permission?
No. Planning permission is now needed in all parts of Hillingdon to convert a dwelling to an HMO with 3 or more unrelated people sharing. The council decided to implement the borough-wide HMO Article 4 direction on 27 November 2025, so the national Class L change from C3 to C4 no longer applies in Hayes.
Does a shared house for four people in Hayes need a licence?
Yes, if they come from two or more households. Hillingdon's boroughwide additional HMO licensing scheme covers shared properties with fewer than five residents from two or more households. Landlords had to apply by Sunday 23 August 2026, with enforcement possible from Monday 24 August 2026, so a new HMO needs its application in before it is let.
When does a Hayes HMO need a mandatory licence?
When 5 or more unrelated people live in it. Hillingdon's mandatory licensing applies to large HMOs of that size, and GOV.UK defines a large HMO as one rented to 5 or more people who form more than 1 household. A shared house with fewer than five residents falls under the additional scheme instead.
How big must a shared living room be in a Hayes HMO?
At least 10m2, under Hillingdon's HMO standards. Floor area where the ceiling is below 1.53m, such as in an attic room, does not count. Where the kitchen sits within another room, Hillingdon asks for at least 3.7m2 of extra floor area on top. We check those figures against the measured survey before the layout is fixed.
How many bathrooms does a Hayes HMO need?
At least 1 bathroom with a fixed bath or shower for every 5 sharing occupiers, under Hillingdon's standards. Bathrooms also need humidistat controlled extractor fans of at least 15 l/s, and kitchens 60 l/s. We plan the duct routes before plastering so they are not boxed in later.
Does an HMO for seven sharers in Hayes need planning permission?
Yes. The London Plan glossary defines HMOs for more than six people as Sui Generis, outside Class C4, so planning permission is needed. Hillingdon Policy DMH 5 requires large HMOs to show good accessibility to local amenities and public transport and satisfactory living conditions. Your agent makes that case in the application.
What fire safety work does an HMO conversion usually need?
A protected escape route, fire doors and linked detection. The usual guide is the LACORS housing fire safety guidance alongside building regulations Part B. In a typical two storey house that means fire doors with closers to bedrooms and the kitchen, a protected stair and interlinked alarms. The licensing officer checks them at inspection.
Can one Hayes house be let as two separate small HMOs?
Not under permitted development. Class L does not permit the use of a building previously used as a single C3 dwellinghouse as two or more separate C4 HMOs. In Hayes the Article 4 direction already brings any shared house of 3 or more people into planning, so your agent covers the layout in one application.
