Which documents your alteration is judged against in Slough

Slough's adopted development plan is made up of the Core Strategy, the Site Allocations Development Plan Document, the saved policies of the 2004 Local Plan, the Minerals and Waste Local Plan policies and the Proposals Map. That is five documents rather than one, which is why a short question can take more than one reference to answer.

The Core Strategy was adopted by Full Council on 16 December 2008 and runs from 2006 to 2026. Core Policy 9 refuses development unless it respects the character and distinctiveness of existing buildings, townscapes and landscapes and their local designations. Where an alteration shows on the outside of the house, that is the policy your design has to answer.

Five conservation areas, and what demolition needs inside them

Slough Borough Council has five conservation areas in the whole borough: Upton Park and Upton Village, Colnbrook, Sussex Place and Clifton Road, St Bernard's School, and St Mary's Church, Langley. Outside those boundaries the conservation area rules do not apply to your house at all.

Inside one of them, the council states that conservation area consent is needed to demolish a building with a volume of greater than 115 cubic metres. That is a demolition threshold rather than an alteration threshold, but it is worth knowing before an outbuilding or a rear addition goes into the scope. Check the boundary first, because it decides which set of questions you are answering.

The ground under central Slough is two different things

British Geological Survey 1:50 000 mapping shows Slough town centre straddling two superficial deposits: the Langley Silt Member, clay and silt, and the Taplow Gravel Member, sand and gravel. Both sit over Lambeth Group clay, silt and sand bedrock. Two houses on nearby streets can therefore be founded in different material.

The BGS defines the base of the Langley Silt as a sharp boundary resting on the sand and gravel of the river terrace deposits beneath. Where an alteration adds a new pier, a pad or an underpinned bearing, what lies under that point is a question for a trial hole rather than an assumption. We dig, record, and pass the result to the structural engineer.

Party wall duties sit alongside the council's consents

Slough Borough Council states that applicants are required to comply with the Party Wall Act and other civil laws. It states that notice must be served on the neighbouring occupier if any encroachment beyond the curtilage of the application site is proposed. That duty is separate from planning and from building regulations.

So the height of what you build alongside is set by their window, not by your boundary line.

Policy H15 permits an extension only where all of its criteria are met. Two of them concern the neighbours and the street: no significant adverse impact on the amenity of adjoining occupiers, and respect for existing building lines. A third asks for a high quality of design, using materials in keeping with both the existing property and the identifiable character of the surrounding area. Is the new Slough Local Plan going to change what you can build?

Not yet. Slough Borough Council is preparing a new Local Plan covering 2025 to 2045, recorded at Regulation 18 stage on the national local plan register. It confirmed in December 2025 that the plan would be prepared under the new plan making system. Until it is adopted, your alteration is judged against the adopted plan, which includes the Site Allocations document adopted at Full Council on 30 November 2010.

Is a detached garage exempt from building regulations if you alter it?

Slough Borough Council lists a detached garage as exempt on three conditions. It must contain no sleeping accommodation, have a floor area not exceeding 30 square metres, and sit at least 1 metre from any boundary or else be substantially built of non-combustible materials. Alterations that add sleeping accommodation, or push the floor area past 30 square metres, take the building out of exempt work and into an application.

Your house is on London Road. Does that restrict what you can alter?

It might, because parts of Burnham Lane, Langley Road, London Road and Upton Court Road are designated Residential Areas of Exceptional Character under Policy H12 of the 2004 Local Plan. The individual house numbers are listed in the policy, so check whether yours is among them. Inside a designation, Policy H12 refuses development which would harm the character and amenity of the area, including extensions which would change the scale and nature of the property.
