HMO conversion in Kilburn is tightly controlled by Brent. Brent's article 4 direction has brought the change from a dwelling (C3) to a small HMO (C4) under planning control since 1 November 2022, and Additional HMO licensing covers the whole borough. Houses are only 8% of Kilburn's homes, so candidates are few, and each scheme has to pass Brent's concentration test and its HMO SPD room and amenity sizes. We build the fire safety, rooms and shared facilities to the permission and licence the landlord holds.
In Kilburn, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Kilburn: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Planning a small HMO in Kilburn under Brent's article 4
Nationally, Class L lets a house change from C3 to a small C4 HMO without planning permission. In Kilburn that right has gone: Brent's article 4 direction for C3 to C4 changes was confirmed on 3 February 2022 and took effect on 1 November 2022. The HMO SPD excludes only the OPDC area, the Church End Growth Area site allocations and the other seven Growth Areas, so check whether the Kilburn address falls in one of those exclusions before assuming either way.
If the building is listed, the works themselves are a separate question: anything that affects its character, inside or out, needs listed building consent from Brent Council, and carrying it out without consent is a criminal offence.
The size of the household decides the route. The London Plan glossary puts HMOs for three to six people in Use Class C4 and HMOs for more than six people in Sui Generis, which always needs planning permission. Class L also does not allow one former house to become two or more separate C4 HMOs. Your planning adviser prepares the application for the Kilburn house, and we price the building work from the drawings that go with it.
Housing in Kilburn
Kilburn's housing, as the Council Tax list records it, is about 17,940 homes: 8% houses, 92% flats, with 48% pre-1919, 2% interwar and 49% built since 1945.
Concentration and transport tests for a Kilburn HMO
Brent also tests where a new HMO would sit. Policy BH7 treats an area as over-concentrated with HMOs where three or more of the ten nearest properties are already HMOs, and the HMO SPD requires a location with a PTAL of at least 3. A Kilburn address near the stations may pass the second test, but a street of older shared houses can fail the first, so your adviser counts the neighbouring uses before any design fee is spent.
The London Plan gives the wider context. Policy H9 says boroughs should take account of the role of HMOs in meeting housing needs, and that HMOs of a reasonable standard should generally be protected. With only 8% of Kilburn's homes being houses, an existing HMO that already has permission or a licence is often the better project: upgrading it to current licence conditions rather than creating a new one. We price both kinds of job.
Licensing a Kilburn HMO: additional and mandatory schemes
Licensing follows the occupation, not the building work. Brent's Additional HMO licensing designation came into force on 2 February 2026 across the whole borough, and it covers privately rented properties occupied by three or four people forming two or more households. Where five or more people in two or more households share a kitchen, bathroom or toilet, a mandatory HMO licence is needed instead. Anyone controlling or managing a licensable property must apply.
The landlord or managing agent makes the application, and GOV.UK warns that renting out an unlicensed HMO can lead to an unlimited fine. Selective licensing is a separate scheme for lets to a single household, so it does not replace an HMO licence. For a Kilburn HMO the licence conditions become the checklist for our work: room sizes, amenities, fire precautions and heating, all ready before the council's inspection visit.
Room sizes, kitchens and fire safety in a Kilburn HMO
Brent's HMO SPD sets the layout. Bedrooms must be at least 7.5m2 and 2.15m wide for a single, and 11.5m2 and 2.55m wide for two people, excluding any en-suite. Kitchen space of at least 5.5m2 is needed for every 3 households or 5 people, whichever is lower, with one separate WC room per five occupants measuring at least 1.3 x 0.9m. In a Kilburn conversion of up to 3 storeys, the kitchen should be on the ground floor.
Shared space and fire safety complete the design. The SPD expects 5m2 of internal communal amenity space per resident, including the kitchen, and normally 20m2 of ground floor outdoor amenity space. Fire safety follows Part B and the LACORS housing fire safety guidance: fire doors with self-closers to each letting and the kitchen, interlinked detection and alarms, and a protected escape route to the street. Sound insulation between lettings is improved where rooms share a floor or wall.
- Insulation and heating upgrades toward the minimum EPC for letting
- Snagging before the council's licence inspection
- Small HMO conversions for three to six sharers

FAQ
Frequently Asked Questions about HMO Conversions Kilburn
How much does an HMO conversion cost in Kilburn?
Published figures put a light HMO conversion for four to six tenants at £40,000 to £75,000 in construction, and a full conversion with an en-suite to every bedroom at £90,000 to £150,000 (Mayfair Studio, 2026). A Kilburn house moves within that range with the fire works, the extra bathrooms and the kitchen size. Planning and licence fees are the landlord's and sit outside our quote.
Does turning a Kilburn house into a small HMO need planning permission?
Yes, unless the address falls in an area the HMO SPD excludes. Brent's article 4 direction took effect on 1 November 2022 and removed the right to change a C3 house to a C4 small HMO without permission. The HMO SPD excludes only the OPDC area and the Growth Areas, and your planning adviser confirms whether the address falls in one.
When is a Kilburn HMO too big to be a C4 use?
When more than six people live there. The London Plan glossary defines HMOs for three to six people as Use Class C4 and larger ones as Sui Generis, which always needs full planning permission. The fire, amenity and room requirements also rise with the number of occupants, so fix the occupancy before design starts.
Does a shared house in Kilburn with three tenants need a licence?
Yes, if they form two or more households. Brent's Additional HMO licensing applies across the whole borough and catches private lets to three or four people forming two or more households. The person controlling or managing the property applies, so the landlord or their agent makes the application, and we build to the room and fire standards the licence sets.
When does a Kilburn HMO need a mandatory licence?
In Brent a mandatory HMO licence is needed where a property contains five or more people in two or more households sharing a kitchen, bathroom or toilet. That matches the GOV.UK definition of a large HMO. The conditions set the minimum room sizes and facilities, so we check the layout against them before any partition goes up. The mandatory scheme stops short of flats in purpose-built blocks of three or more self-contained flats, which only an additional licensing scheme can catch.
How big must HMO bedrooms be in a Kilburn house?
Brent's HMO SPD sets 7.5m2 and 2.15m wide for a single, and 11.5m2 and 2.55m wide for a room shared by two, not counting any en-suite. Brent treats the London Plan D6 sizes as the minimum for planning permission, so rooms below them will not pass. The national mandatory licence minimums are smaller: 6.51 square metres for one adult, 10.22 for two, and no sleeping room under 4.64. A room that meets the SPD meets those too. We measure every room on the drawings before stud walls are built.
How many WCs and how much kitchen space does a Kilburn HMO need?
Brent's HMO SPD asks for one separate WC room for every five occupants, at least 1.3 x 0.9m, and kitchen space of at least 5.5m2 for every 3 households or 5 people, whichever is lower. The drainage runs and soil stacks are planned around those rooms early.
What fire safety work does an HMO conversion involve?
Fire doors to every bedroom and the kitchen, a protected stair and hallway leading to the exit, interlinked smoke and heat detection, and emergency lighting where the layout needs it. LACORS housing fire safety guidance is the recognised reference, and the council's licence conditions and building control confirm the final specification. We install and coordinate the certification of each element.
Does an HMO have to meet an EPC rating before it is let?
Where the let needs an EPC, yes. GOV.UK says that since 1 April 2020 landlords can no longer let or continue to let properties covered by the MEES Regulations with an EPC rating below E without a valid exemption. An HMO let room by room may not need an EPC for the whole house, so confirm how it will be let. The conversion is a good moment to insulate, upgrade heating controls and replace failing windows.
