HMO conversion in Brent is controlled at both ends: planning for the change of use and licensing for the letting. Brent's article 4 direction brought the change from a family house (C3) to a small HMO (C4) under planning control from 1 November 2022 outside the Growth Areas and the OPDC area, and its Additional HMO licensing designation covers the whole borough. The HMO SPD then sets room sizes, kitchens and WCs above the national minimums. We build the conversion or the upgrade to the permission and licence conditions the landlord holds.
In Brent, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Brent: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Planning for a shared house in Brent
In Brent a change from a family house to a small shared house needs planning permission outside a few named exceptions. Nationally, Class L makes a change from C3 to C4 permitted development, but Brent's article 4 direction removing that right was confirmed on 3 February 2022 and took effect on 1 November 2022. Brent's HMO SPD says the requirement does not apply in the OPDC area, the Church End Growth Area site allocations or the other seven Growth Areas.
Two further Brent tests decide whether a scheme is likely to succeed. Local Plan Policy BH7 treats an area as over-concentrated where three or more of the ten nearest properties are already HMOs, and the HMO SPD requires a PTAL of at least 3. A shared house for more than six people is sui generis under the London Plan glossary and needs planning permission everywhere, whatever the article 4 position. Your designer checks these before the scheme is drawn in detail.
Housing in Brent
Roughly 135,080 dwellings sit on the valuation list for Brent. 38% are houses and 62% flats, and by age 28% predate 1919, 32% are interwar and 40% post-war.
Mandatory and additional HMO licences in Brent
A Brent HMO needs a licence as well as planning, and the size of the household decides which one. A mandatory HMO licence is needed where five or more people in two or more households share a kitchen, bathroom or toilet. A flat in a purpose-built block of three or more flats falls outside mandatory licensing. Brent's Additional HMO licensing designation came into force on 2 February 2026, applies to the whole borough, and covers privately rented properties occupied by three or four people forming two or more households.
So in Brent every shared house let to three or more people from two or more households needs one licence or the other. The landlord or managing agent applies for the licence, and the licence conditions then set the standard the building has to meet. We build to those conditions, and GOV.UK says renting out an unlicensed HMO can lead to an unlimited fine, so the works are timed to be finished and certified before tenants move in rather than done around them.
Room sizes, kitchens and WCs under the Brent HMO SPD
Brent's HMO SPD sets bedroom sizes by the London Plan standard. A single bedroom must be at least 7.5m2 and 2.15m wide, and a two person room at least 11.5m2 and 2.55m wide, excluding any en-suite space. The SPD treats the London Plan D6 floorspace standards as the minimum acceptable bedroom sizes to gain planning permission, so a small back bedroom that works in a family house may not count as an HMO room in Brent. The national minimum room sizes that are mandatory licence conditions are smaller, and both are measured on usable floor area. In Brent the planning figures set the layout.
Shared space is sized too. The SPD asks for a kitchen of at least 5.5m2 for every 3 households or 5 people, whichever is lower, and one separate WC room for every five occupants, at least 1.3 x 0.9m. It expects 5m2 of internal communal amenity space per resident including the kitchen. In a house of up to 3 storeys the kitchen should only be on the ground floor, which fixes where drainage and extraction go.
Fire doors, alarms and escape in a Brent HMO
Fire safety is the largest part of the building work in a Brent HMO conversion. Each bedroom door becomes a self-closing fire door, the stair becomes a protected escape route with fire resisting walls and ceilings, and an interlinked mains-wired detection and alarm system covers the escape route and the rooms the fire risk assessment calls for. LACORS housing fire safety guidance is the recognised guide for the level of protection by storey height and occupancy. A change from C3 to C4 is not a material change of use under the building regulations, but the building work done for it still has to comply with Part B.
Sound and energy come next. Bedrooms that share a wall become separate lettings, so upgrading sound insulation in walls and floors reduces complaints between tenants. Since 1 April 2020 a property covered by the MEES Regulations cannot be let below an E rating without a valid exemption, so insulation and heating form part of the scope. Brent's HMO SPD also normally seeks 20m2 of ground floor outdoor amenity space, which affects any rear extension.
- Extra shared bathrooms and shower rooms
- Emergency lighting on the escape route where the house needs it
- Large HMO conversions for seven or more, once planning is granted

Why Choose GS Renovation in Brent
An HMO job is judged by the licence inspection and the tenants, so we build it to the standard on paper before the first viewing. We visit, read the planning permission and the licence conditions or the council's schedule of works, and give you a written quotation that lists fire doors, detection, kitchens, WCs and room changes separately. A registered electrician certifies the alarm and wiring, and gas work is done by an engineer on the Gas Safe Register. The landlord applies for the licence.
- Existing HMOs brought up to licence conditions, fire works first
- One point of contact on the phone, not a call centre
- Fire doors, closers and seals fitted to every door on the escape route

FAQ
Frequently Asked Questions about HMO Conversions Brent
Why do HMO conversion quotes in Brent vary?
Because they rarely build to the same standard. One includes fire doors, interlinked detection, and bathrooms and a kitchen sized to the council's amenity standards; another prices a lower specification that may fail inspection. The published figure of £40,000 to £75,000 for a light conversion (Mayfair Studio, 2026) is a starting point. Compare Brent quotes against the licence standards.
Does turning a Brent house into a small HMO need planning permission?
Yes, apart from some named exceptions. Brent's article 4 direction for change of use from C3 dwellings to C4 small HMOs took effect on 1 November 2022. The HMO SPD says it does not apply in the OPDC area, the Church End Growth Area site allocations or the other seven Growth Areas, so check the address first.
Does a shared house for three or four tenants need a licence in Brent?
Yes. Brent's Additional HMO licence is needed for privately rented homes occupied by three or four people forming two or more households, and the designation covers the whole borough from 2 February 2026. Five or more people in two or more households sharing a kitchen, bathroom or toilet need a mandatory HMO licence instead.
How big must bedrooms be in a Brent HMO?
Brent's HMO SPD sets minimum bedroom sizes of 7.5m2 and 2.15m wide for a single, and 11.5m2 and 2.55m wide for a two person room, excluding any en-suite. Those planning sizes are larger than the national minimums that apply as licence conditions. Your designer lays out the rooms to the Brent sizes, and we build the partitions to the approved plan so each room is not a little under.
Where should kitchens go when converting a Brent house into an HMO?
Brent's HMO SPD says kitchens in conversions of existing multi-storey homes of up to 3 storeys should only be on the ground floor. So drainage, extraction and fire protection are planned around a ground floor shared kitchen, and the bedrooms above are laid out to leave the stair clear as the escape route from every floor.
How many WCs does a Brent HMO need?
Brent's HMO SPD requires one separate WC room for every five occupants, and each WC room must be at least 1.3 x 0.9m. The WC has to be its own room, so in a tight terrace the extra WC often goes under the stair or on a half landing, so we check drainage falls there early.
What stops an HMO being approved on a particular Brent street?
Location tests apply. Brent Local Plan Policy BH7 treats an area as over-concentrated where three or more of the ten nearest properties are HMOs, and the HMO SPD requires a public transport accessibility level of at least 3. Your designer checks both before a scheme is drawn in detail.
Does a Brent HMO for seven or more people need planning permission?
Yes. The London Plan glossary defines HMOs for three to six people as Use Class C4 and HMOs for more than six people as sui generis. A sui generis HMO needs planning permission in every part of Brent, including the Growth Areas where the C4 article 4 direction does not apply.
What fire safety work does an HMO conversion involve?
Self-closing fire doors to each bedroom and the kitchen, a protected stair with fire resisting walls and ceilings, and an interlinked mains-wired alarm and detection system are the core items. Emergency lighting may be needed in larger houses. LACORS guidance sets the level by storey height and occupancy, and the licence conditions confirm what is expected.
