HMO Conversions Willesden

House to HMO conversions and licence upgrades in Willesden, fire doors, detection and shared amenities built to the council's licence standards.

HMO conversion in Willesden is tightly controlled. Brent's article 4 direction has required planning permission for a change from a family house (C3) to a small HMO (C4) since 1 November 2022, and Brent's Additional HMO licensing designation has covered the whole borough since 2 February 2026. For a landlord turning one of Willesden's Victorian terraces into a shared house, or upgrading an existing HMO to licence standard, we build to the consent and the licence conditions: room sizes, kitchens, WCs and fire safety.

In Willesden, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Willesden: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

HMO planning in Willesden: the Article 4 direction and Church End

Turning a Willesden house into a small HMO needs planning permission. Brent confirmed its article 4 direction on the C3 to C4 change on 3 February 2022, and it has had effect since 1 November 2022. Without that direction, Class L of the General Permitted Development Order 2015 would let a house in C3 use become a small HMO without an application. Policy BH7 adds a concentration test: where HMOs already make up three or more of the ten closest properties, Brent regards the area as over-concentrated.

One exception touches Willesden directly. Brent's HMO SPD lifts the C3 to C4 Article 4 requirement inside the OPDC area, inside the site allocations of the Church End Growth Area and inside the other seven Growth Areas. Church End is part of Willesden, so an owner near a Church End allocation should check the exact site boundary with the planning adviser. An HMO for more than six people is sui generis and needs planning permission everywhere, and the SPD also asks for a PTAL of at least 3.

Housing in Willesden

About 9,160 homes are listed for Willesden, and the mix is 23% houses to 77% flats, with 28% built after 1945, 8% in 1919 to 1939 and 64% earlier.

Which HMO licence a Willesden shared house needs

Every shared house let to three or more people from two or more households in Willesden now needs a licence. Brent's Additional HMO licensing designation has run across the entire borough since 2 February 2026. It catches private lets to three or four sharers who make up at least two households. Once five or more people from two or more households share a kitchen, a bathroom or a WC, the mandatory HMO licence applies instead.

The landlord or managing agent applies for the licence, not the builder, and the licence conditions then set the standard the Willesden house has to reach. We scope the building work to those conditions and to Brent's HMO SPD, and we programme it so the inspection finds the house finished rather than half done. Letting an unlicensed HMO can lead to an unlimited fine, so the building work and the application are timed together before any tenant moves in.

Room sizes, kitchens and WCs in a Willesden HMO

Brent's HMO SPD sets room sizes that fix the layout of a Willesden conversion. A single bedroom needs at least 7.5m2 and 2.15m of width, and a room for two needs 11.5m2 and 2.55m, excluding any en-suite. The SPD treats the London Plan D6 floorspace standards as the minimum bedroom sizes for planning permission, which sit above the national mandatory licence minimums. Those are 6.51 square metres for one adult and 10.22 for two, with no sleeping room under 4.64 square metres. In a terrace with a narrow back addition, the rear bedrooms are often the ones that fail on width, so we measure them before partitions are priced.

Mandatory licensing does not reach a flat in a purpose-built block of three or more self-contained flats; where such a flat is shared, it is the council's additional scheme, if any, that applies.

Shared space is set just as firmly. The SPD asks for a kitchen of at least 5.5m2 for every 3 households or 5 people, whichever is lower, and one separate WC room for every five occupants, at least 1.3 by 0.9m. It expects 5m2 of internal communal amenity space per resident, including the kitchen, and normally 20m2 of ground floor outdoor space. In a conversion of a house of up to 3 storeys, kitchens should only be on the ground floor.

Fire doors, alarms and energy rating in a Willesden HMO

Fire safety is usually the largest single item in a Willesden HMO build. Each bedroom opens onto an escape route, so doors onto the stair and landing become self-closing fire doors, the stair enclosure is lined to resist fire, and gaps where pipes and cables pass through floors are fire stopped. An interlinked detection and alarm system covers every room and the escape route. Part B, Brent's HMO licence conditions and the LACORS housing fire safety guidance together set the specification.

Sound and energy follow. In a Victorian Willesden terrace, bedrooms are often divided by lath and plaster or thin stud walls, so we add insulation and a second layer of board between lettings where the partitions allow. Since 1 April 2020 landlords cannot let or continue to let a property covered by the MEES Regulations with an EPC rating below E without a valid exemption. Local authorities enforce MEES with fines per property, so insulation, heating controls and glazing are planned in the same programme.

  • Separate WCs and wash basins to the amenity standard
  • Insulation and heating upgrades toward the minimum EPC for letting
  • Hard-wearing floors, finishes and decoration for a let house

FAQ

Frequently Asked Questions about HMO Conversions Willesden

What should a landlord budget for an HMO conversion in Willesden?

Start from £40,000 to £75,000 in construction for a light conversion (Mayfair Studio, 2026), or £90,000 to £150,000 with en-suites throughout. Then add planning where an Article 4 direction applies, the licence fee and the fire risk assessment. A Willesden quote follows a survey against the council's HMO standards, with fire works, bathrooms and kitchens as separate lines.

Does turning a Willesden house into a small HMO need planning permission?

Yes, unless the address is in an excluded area. Brent's article 4 direction on the C3 to C4 change has applied since 1 November 2022. The HMO SPD lifts it inside the OPDC area, the Church End Growth Area site allocations and the other seven Growth Areas, so check whether your Willesden address sits in one.

Which HMO licence does a Willesden house let to four sharers need?

An additional HMO licence. Since 2 February 2026 Brent's Additional HMO licensing designation has covered the entire borough, catching private lets to three or four sharers from at least two households. Once there are five or more people from two or more households sharing facilities, a mandatory HMO licence is needed instead.

How big must bedrooms be in a Willesden HMO?

Brent's HMO SPD sets 7.5m2 with a 2.15m width for a single room and 11.5m2 with a 2.55m width for a room for two, not counting any en-suite. It also asks for 5.5m2 of kitchen space per 3 households or per 5 people, taking whichever gives the lower figure. Those numbers fix the partition lines.

Can the kitchen go on an upper floor in a Willesden HMO conversion?

Not in a conversion of an existing house of up to 3 storeys, where Brent's HMO SPD says kitchens should only be on the ground floor. The SPD also expects one separate WC room for every five occupants. Those two rules fix the drainage and stack positions early in the design.

Can an HMO be refused if a Willesden street already has several?

Yes. Brent Local Plan Policy BH7 treats an area as over-concentrated with HMOs where three or more of the ten nearest properties are HMOs. Your planning adviser checks the neighbouring addresses before an application goes in, because a refusal on that ground is hard to overturn with a better design.

Does a Willesden HMO for seven or more tenants need planning permission?

Yes, everywhere. The London Plan glossary defines HMOs for three to six people as Use Class C4 and HMOs for more than six people as sui generis, which means planning permission is always needed. Brent's HMO SPD also seeks more outdoor space for over 10 occupants.

Who applies for the HMO licence on a Willesden conversion?

The landlord or their managing agent applies to Brent. We build to the licence standards and hand over the electrical, gas and fire alarm certificates for the work, ready for the licence file. Renting out an unlicensed HMO can lead to an unlimited fine, so the licence should be in place before the first tenant moves in.

What fire safety work does a Willesden HMO conversion need?

A protected escape route, fire doors on the rooms that open onto it, interlinked smoke and heat detection, and fire stopping around services. Part B and Brent's licence conditions set the standard, and the LACORS guidance is the recognised reference. In a Victorian Willesden terrace the stair enclosure and the old panelled doors are usually the main items.
