HMO Conversions Hampstead

House to HMO conversions and licence upgrades in Hampstead, fire doors, detection and shared amenities built to the council's licence standards.

HMO conversion in Hampstead covers two jobs: turning a house into shared housing, which the stock limits since only 22% of homes across the statistical areas covering Hampstead, Frognal and Fitzjohns are houses, and upgrading an existing HMO to Camden's licence standards. Camden's additional licensing has applied across the whole borough since 8 December 2025, on top of national mandatory licensing, and its HMO standards set room sizes, kitchen sharing and occupancy limits. The landlord applies for the licence, and we build to its conditions.

In Hampstead, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Hampstead: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Planning for a Hampstead HMO: Class L, Article 4 and Camden policy

Turning a Hampstead house into a small HMO starts with the use class. Under Class L of the 2015 General Permitted Development Order, a family house (C3) can become a small HMO (C4) without a planning application, unless an Article 4 direction has taken that right away. The London Plan glossary puts C4 at three to six people. When a London borough considers such a direction, the London Plan tells it to weigh the strategic and the local importance of HMOs. Check with Camden for the address before relying on Class L. Above six occupants the use is sui generis, and a planning application is needed every time.

One house cannot be split into two or more separate C4 HMOs under Class L. Camden Local Plan Policy H10 backs new HMOs only if, among other tests, they do not cost the borough two or more self-contained homes, which matters in Hampstead, where much of the stock is already flats. The same policy resists the net loss of HMOs or the self-containment of any part of one, unless specific exceptions apply. London Plan Policy H9 says HMOs of a reasonable standard should generally be protected.

Housing in Hampstead

Of the 11,670 homes the valuation list records in Hampstead, 63% were built before 1919, 10% between the wars and 27% since 1945; 78% are flats and 22% are houses.

Mandatory and additional HMO licensing across Hampstead

A shared house in Hampstead needs a licence under one of two schemes. GOV.UK defines a large HMO as one rented to 5 or more people who form more than 1 household, and that needs a mandatory licence. Below that size, Camden's additional licensing picks up any HMO where 3 or more people from 2 or more households share, if mandatory licensing does not already apply. Camden made the designation on 2 July 2025; it has been in force since 8 December 2025, ends on 8 December 2030 and covers the whole borough.

The 2025 designation is Camden's third borough-wide additional HMO licensing scheme, and the scheme before it began in December 2020 and ran for 5 years. A Hampstead HMO licensed under the old scheme needs licensing under the new one if it is still in scope. An HMO flat inside a purpose built block of 3 or more flats needs an additional licence in Camden, even though mandatory licensing exempts it. Managing an unlicensed HMO can bring a Camden financial penalty as an alternative to prosecution, and GOV.UK says renting one out can lead to an unlimited fine. The landlord applies, and we carry out the works the conditions require.

Camden's HMO room sizes and kitchen standards in Hampstead

Camden's HMO standards decide the layout of a Hampstead shared house before any partition goes up. With cooking in a separate kitchen, Camden sets 9m2 as the smallest single bedroom and 11m2 as the smallest double, and a bedroom that also holds kitchen facilities needs 12m2 single or 14m2 double. Two occupants is the ceiling for any room, however large. The national mandatory licence conditions sit below these, at 6.51 square metres for one adult, 10.22 for two, and no sleeping room under 4.64. Camden's figures are the larger, so they are the ones to design to.

Kitchens and bathrooms follow the number of occupants. One full set of kitchen facilities serves up to five people under Camden's standards, a sixth occupant brings the need for a second set, and the shared kitchen floor area has to grow with the number of sharers. In a tall Hampstead villa that can mean a second kitchen on an upper floor, with its own extract, drainage and fire protection. Camden warns that making part of a shared house self-contained can need planning permission, so owners talk to planning before kitchens or bathrooms go into bedrooms or bedsits.

Fire safety, sound and energy in a Hampstead HMO

Fire safety is the heaviest part of an HMO conversion. The LACORS housing fire safety guidance is the recognised guide, read with building regulations Part B and the licence conditions. It points to a protected escape route from every bedroom to the front door, fire doors with self-closers on rooms that open onto it, and an interlinked fire detection and alarm system suited to the building. In a tall Hampstead house with a lower ground floor and an attic, where the stair is the only way out, its enclosure, the doors onto it and the detection matter most.

Sound and energy come next. An insulated stud wall between lettings, and a resilient ceiling under a room above, cut the noise complaints that follow shared living. Where the letting needs an EPC, the MEES Regulations apply: from 1 April 2020 a covered property cannot be let, or kept let, below an EPC rating of E without a valid exemption. 63% of Hampstead homes were built before 1919, and in a house of that age roof and floor insulation and better heating controls go in while the building is open.

FAQ

Frequently Asked Questions about HMO Conversions Hampstead

What should a landlord budget for an HMO conversion in Hampstead?

Start from £40,000 to £75,000 in construction for a light conversion (Mayfair Studio, 2026), or £90,000 to £150,000 with en-suites throughout. Then add planning where an Article 4 direction applies, the licence fee and the fire risk assessment. A Hampstead quote follows a survey against the council's HMO standards, with fire works, bathrooms and kitchens as separate lines.

Can a Hampstead house become a small HMO without planning permission?

Possibly. Class L lets a family house become a shared house for three to six people without an application, unless an Article 4 direction has removed the right. It never allows one house to become two or more separate HMOs, and a shared house for seven or more is sui generis and needs a planning application. Check with Camden for the address first.

Does a Hampstead HMO need a licence?

Yes, if three or more people from two or more households share it. A large HMO of 5 or more people forming more than 1 household needs a mandatory licence. Camden's additional licensing, in force across the borough from 8 December 2025 to 8 December 2030, catches every other HMO with 3 or more occupants in 2 or more households.

How big must bedrooms be in a Hampstead HMO?

At least 9m2 for one person and 11m2 for two under Camden's HMO standards, when cooking happens in a separate kitchen. A room with its own kitchen facilities must reach 12m2 for one person or 14m2 for two. Whatever its size, a room holds two people at most, so a big front room never becomes a triple.

How many tenants can share one kitchen in a Camden HMO?

Five. Under Camden's HMO standards a full set of kitchen facilities is enough for up to five sharers, and more occupants than that need another set. Minimum kitchen floor areas also rise with the number of people sharing, so a Hampstead house let to six or seven people needs a second set of kitchen facilities, in a kitchen large enough for the sharers, planned from the start.

Can a Hampstead HMO be turned back into self-contained flats?

Not easily. Camden Local Plan Policy H10 resists the net loss of HMOs or the self-containment of any part of one, unless specific exceptions apply, and the London Plan says HMOs of a reasonable standard should generally be protected. Camden also points out that fitting kitchens or bathrooms into bedsits can itself need planning permission, so speak to planning before any such work is priced.

What fire safety does a shared house need?

A protected escape route from every bedroom to the outside, fire doors with self-closers onto that route, and an interlinked fire detection and alarm system suited to the size and layout. The LACORS housing fire safety guidance is the recognised guide, and the licence conditions and building regulations Part B set the detail. Emergency lighting and fire blankets in kitchens are common additions.

Does a Hampstead HMO licensed in 2020 need a new licence?

Yes, if it is still an HMO in scope. The 2025 Camden designation is the third borough-wide additional HMO licensing scheme and replaces the one that ran from December 2020 for 5 years. A landlord licensed under that scheme needs a licence under the new one, and the inspection can bring conditions that need building work.

Do the MEES energy rules apply to a Hampstead HMO?

They apply wherever the letting needs an EPC, which includes a whole house let on one tenancy. Since 1 April 2020 lettings covered by the MEES Regulations have needed an EPC of E or better unless a valid exemption applies. Room by room lets are treated differently, so check with an assessor, and fit insulation and heating controls during the conversion either way.
