Office Fit-Out Kilburn

Office fit-outs for small and medium office suites in Kilburn, partitions, ceilings, lighting and small power for your office, with the IT and specialist trades coordinated.

Office fit-out in Kilburn is small-scale work, and it helps to say so plainly. Kilburn is one of Brent's two Major centres, but its offices are floors above shops on Kilburn High Road, small suites in converted buildings, studios and professional rooms, not a business district with large floor plates. A typical job here is a practice, agency or charity taking one or two floors and needing partitions, lighting, power, data routes, a tea point and WCs that work for its staff.

For Kilburn, the construction part of an office fit-out is published at £70 to £120 per sq ft as a UK guide, and an all-in London office fit-out at £148 to £359 per sq ft (Oktra and Cushman and Wakefield, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Kilburn: we build the office partitions, ceilings, lighting and finishes as one contract and coordinate the IT supplier and specialist trades around them.

The kind of office space Kilburn actually has

Kilburn's office stock follows its high road. The Brent Local Plan names Kilburn and Wembley as the borough's Major centres, and the London Plan network places Major centres below International and Metropolitan centres but above District centres. In Kilburn that means upper floors along Kilburn High Road and the streets off it, reached by a separate street door and a narrow stair, often with a shop below and sometimes flats above.

Those buildings shape the fit-out. Floor areas are modest, windows are on one or two sides, and the services were often installed for a different use. Before we price, we check the stair width and escape route, the capacity of the electrical supply, where a WC and tea point can drain, and whether a lift exists. A small Kilburn suite rarely needs raised floors, so power and data usually run in perimeter trunking or through a suspended ceiling instead.

Cat A, Cat B and the landlord's licence in Kilburn

Cat A is the landlord's basic finish: ceilings, lighting, heating and cooling, raised floor or trunking, WCs and a clean, empty floor. Cat B is the tenant's layer on top: partitions and glazed meeting rooms, the tea point, furniture, extra power, signage and the data points the tenant's IT supplier specifies. In a Kilburn upper floor the landlord often hands over something less than a full Cat A, so the first job is agreeing exactly what is already there.

Before work starts, the landlord issues a licence for alterations, usually with approved drawings attached. Occupied buildings add limits on noise and access, and Brent's conventional hours for construction noise are 8am to 6pm on weekdays and 8am to 1pm on Saturdays. Where a shop below trades all day, noisy work may need to be squeezed into those hours in agreed blocks. Any request to work later goes to the landlord, and where needed to Brent's environmental health team, before it is programmed.

Building regulations for a non-domestic Kilburn fit-out

A Kilburn office fit-out that needs building regulations approval from Brent goes by full plans, because in Brent a building notice applies to residential use only. The drawings cover fire and means of escape under Part B, access and WCs under Part M, and lighting and services efficiency under Part L. Brent aims to respond to a full plans application within three weeks, and the owner or tenant can use a registered building control approver instead.

Brent Building Control must receive notice two days before work begins, and an approval stays valid for three years if work has not started. Under the CDM Regulations a commercial client has duties of its own, including allowing enough time and appointing a principal designer and principal contractor where more than one contractor works on site. We act as contractor, keep the construction phase plan and brief the tenant on what CDM asks of them.

Why Kilburn office floors stay offices under Brent's rules

Office floors in Kilburn's town centre are only partly open to conversion to homes. Class MA of the national permitted development rules allows a building in Class E, which includes offices, to become dwellinghouses. Brent confirmed four new Article 4 directions on 29 July 2022, in force from 1 August 2022. In its town centres Class MA rights are removed at ground floor level along with part of the office to dwellinghouse rights on upper floors.

For a tenant fitting out a Kilburn suite, that is background rather than a decision, but it matters to the landlord's plans for the building. It can shape whether a landlord keeps an upper floor as offices and invests in a Cat A upgrade. If an owner is weighing up conversion, that needs planning advice for the building. For the tenant, the practical point is that a well-fitted floor is easier to re-let as offices.

FAQ

Frequently Asked Questions about Office Fit-Out Kilburn

How much does an office fit-out cost in Kilburn?

Published guides put the construction part of an office fit-out at £70 to £120 per square foot (Oktra, 2026) and an all-in London fit-out at £148 to £359 per square foot (Cushman and Wakefield, 2026). The survey and your layout fix the scope, and the quote itemises strip-out, partitions, ceilings, lighting, power and making good.

Is there much office space to fit out in Kilburn?

Less than in a business district, and mostly on upper floors. Kilburn is one of the two Major centres in the Brent Local Plan, alongside Wembley, but its offices are suites above shops, studios and small professional rooms along and near the high road. We fit out spaces of that size, often one floor at a time.

What is the difference between a Cat A and Cat B office fit-out?

Cat A is the landlord's shell finish, with ceilings, lighting, heating and WCs ready for any tenant. Cat B is the tenant's own fit-out on top: meeting rooms, partitions, the tea point, extra power, data and branding. We confirm what the landlord has provided before pricing the Cat B works so nothing is paid for twice.

Can a Kilburn office fit-out go through a Brent building notice?

No. In Brent a building notice applies to residential use only, so an office fit-out that needs approval goes through a full plans application, or through a registered building control approver instead. Full plans gives approved drawings for fire escape, access and lighting before any partition is built.

How long does Brent take to review full plans for a Kilburn office?

Brent Building Control aims to respond to a full plans application within three weeks, and it issues a completion certificate after it has inspected the site. We build that response time into the Kilburn programme, so strip-out and survey work can run while the plans are being checked.

Does the landlord have to approve an office fit-out?

Almost always. A commercial lease normally requires the landlord's licence for alterations before partitions, services or ceilings change. The landlord's surveyor reviews the drawings and may set working hours, access rules and reinstatement terms. We give the surveyor the method statement and programme so the licence can be issued quickly.

Can the office above a Kilburn shop become a flat without planning permission?

Not necessarily. Class MA normally lets a Class E building change to homes, but in Brent's town centres those rights are removed at ground floor level, and part of the office to dwellinghouse rights on other floors has gone too. An owner considering it needs planning advice for the specific building before any design work.

Can noisy office fit-out work in Kilburn be done in the evening?

Rarely. Brent's conventional hours for construction noise are 8am to 6pm on weekdays and 8am to 1pm on Saturdays. Quiet tasks such as data testing or decorating can sometimes run later with the landlord's consent. Drilling and cutting stay inside the normal hours. Outside them, noisy work needs Brent's prior consent under the Control of Pollution Act, which is rarely granted with homes nearby.

What happens to an office fit-out when the lease ends?

The lease decides. Many require the tenant to strip out partitions and return the space to its original state, which is the dilapidations claim if it is not done. Keeping the licence drawings and a record of what was installed makes reinstatement simpler, and we can price the strip-out and making good at the end of the term.
