An HMO conversion in Barking and Dagenham starts with the planning position, not the builder. The council's HMO Article 4 direction applies to the whole borough, so even a three-person shared house needs planning permission, and since 9 January 2025 every HMO in the borough needs a licence to let legally. Where your scheme has consent, we build it to the council's HMO standards: bedroom sizes, kitchens and bathrooms for the number of sharers, fire doors, detection and a protected escape route.
In Barking and Dagenham, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Barking and Dagenham: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Why a Barking and Dagenham house needs permission to become an HMO
Nationally, Class L of the General Permitted Development Order 2015 lets a Class C3 dwellinghouse become a Class C4 HMO without an application. Barking and Dagenham removed that right. The council made its Article 4(1) direction on 30 March 2011, and it applies to the whole of the borough. The notice said planning permission would be needed for a change from C3 to C4 once the direction was in force, with 14 May 2012 as the date it was due to take effect, subject to confirmation. The council confirmed it in May 2012.
In practice every HMO conversion here, even for three sharers, starts with a planning application. The London Plan glossary treats an HMO for three to six people as Use Class C4 and one for more than six as Sui Generis, so the number of rooms you plan decides which kind of application your designer makes. The room count, and so the building cost, is not settled until the permission is.
Housing in Barking and Dagenham
About 81,800 homes are listed for Barking and Dagenham, and the mix is 64% houses to 36% flats, with 46% built after 1945, 50% in 1919 to 1939 and 4% earlier.
Barking and Dagenham tests for family homes and neighbouring HMOs
The council's policy tests are street by street. Barking and Dagenham assesses small HMO proposals against its Local Plan, which resists the loss of housing of three bedrooms or more. A typical three-bedroom Becontree terrace is exactly the kind of home that policy protects, so this is the first hurdle for an HMO scheme, and the reason to take advice before buying with conversion in mind. A larger house that was never a family home, or one already split, is judged on its own facts.
For other HMO proposals, two criteria concern the neighbours. Flats and HMOs in a road should not exceed 10% of its houses. No two adjacent properties should be converted, apart from dwellings separated by a road. Policy DMH 5 of the Local Plan 2020 to 2037 deals with HMOs. Your designer counts the existing conversions in the road before the drawings are started, because a scheme that fails the count will not be saved by a good layout.
Room sizes and licensing for a Barking and Dagenham HMO
The licence sets the room sizes the build has to deliver. Barking and Dagenham's additional HMO scheme, in effect from 9 January 2025, means landlords of all HMOs in the borough need a licence to let legally, and a mandatory licence applies where five or more people form two or more households. The landlord applies for the licence, and we build to its standards. The council's HMO standards give the minimum bedroom as 6.51m2 for 1 person over 10 and 10.22m2 for 2 people over 10.
The mandatory scheme stops short of flats in purpose-built blocks of three or more self-contained flats, which only an additional licensing scheme can catch.
Other standards follow the same logic. No room under 4.64 square metres may be used for sleeping, every room needs a floor to ceiling height of at least 2.13m, and a full set of kitchen facilities is required for every five occupants. The kitchen should be no more than one floor from the bedrooms or living room where practicable. We set out the partitions to those dimensions so the rooms measure correctly when the licensing officer visits.
Fire safety, sound and energy in a Barking and Dagenham HMO
Fire safety is the part of an HMO that changes the house most. Building regulations Part B, the council's licence conditions and the LACORS housing fire safety guidance, the recognised national guide, together set the standard. That means fire doors with self-closers to each bedroom and the kitchen, an interlinked detection and alarm system, and a protected escape route down the stair to the front door. In a Barking and Dagenham interwar terrace the work usually includes new doors in place of the old panelled ones and a lined stair enclosure. It also means rethinking a kitchen that opens straight onto the hall.
Sharers live closer together than a family, so sound matters between lettings. We add insulation to the partitions between bedrooms and resilient ceilings below rooms above. Energy is the other landlord rule: since 1 April 2020 a landlord may not let or continue to let a property covered by the MEES Regulations with an EPC rating below E without a valid exemption. That covers existing lets as well as new ones. Expect the licence application to ask for the certificate. Loft or wall insulation is easiest to add while the rooms are stripped.

Why Choose GS Renovation in Barking and Dagenham
An HMO is inspected room by room, so we build to the measurements the licensing officer will take. We start from your planning consent and drawings, check every bedroom, kitchen and ceiling height against the council's standards before the partitions go up, and give a written quotation with a programme. A registered electrician certifies the circuits and the alarm installation, an engineer on the Gas Safe Register does the gas work, and we hand over the certificates your licence application will need.

FAQ
Frequently Asked Questions about HMO Conversions Barking and Dagenham
What should a landlord budget for an HMO conversion in Barking and Dagenham?
Start from £40,000 to £75,000 in construction for a light conversion (Mayfair Studio, 2026), or £90,000 to £150,000 with en-suites throughout. Then add planning where an Article 4 direction applies, the licence fee and the fire risk assessment. A Barking and Dagenham quote follows a survey against the council's HMO standards, with fire works, bathrooms and kitchens as separate lines.
Does turning a Barking and Dagenham house into a small HMO need planning permission?
Yes. Barking and Dagenham's HMO Article 4 direction applies to the whole of the borough and removes the permitted development right to change from a Class C3 dwelling house to a Class C4 HMO. So even a three person shared house needs a planning application before the conversion works begin.
Which Barking and Dagenham HMOs need a licence?
All of them. The additional HMO scheme, in effect from 9 January 2025, means landlords of every HMO in the borough need a licence to let legally. An HMO with three or four people forming two or more households needs an additional licence, and one with five or more people forming two or more households needs a mandatory licence. The landlord makes the application.
What is the smallest bedroom allowed in a Barking and Dagenham HMO?
The council's HMO standards give the legal minimum as 6.51m2 for one person over 10 and 10.22m2 for two people over 10, and no room under 4.64 square metres can be used for sleeping. Bedrooms can hold a maximum of two people. Sizes are measured on usable floor area: floor under a ceiling lower than one and a half metres does not count, and fixed boxing or built-in cupboards reduce it. We check each room again after plastering.
Can two houses next to each other both become HMOs in Barking and Dagenham?
Not under the council's criteria for HMO proposals. One of them is that no two adjacent properties should be converted, apart from dwellings separated by a road. Another is that flats and HMOs in a road should not exceed 10% of its houses, so a scheme can fail on the neighbours' history before its own layout is considered.
How big does a studio room in a Barking and Dagenham HMO need to be?
For a one person, one room unit the council's standard is 12m2 with kitchen facilities in the room, or 9m2 where the kitchen is separate or shared. Every room, kitchens and bathrooms included, also needs a minimum floor to ceiling height of 2.13m, which can rule out low attic rooms or rooms under a sloping roof.
What changes if the HMO will house seven or more people?
The planning category. The London Plan glossary defines HMOs for three to six people as Use Class C4 and HMOs for more than six people as Sui Generis, which always needs its own planning permission. A larger HMO also needs more kitchens: the council's standards call for a full set of kitchen facilities for every five occupants, so the layout grows with the headcount.
What fire safety work does an HMO conversion involve?
Fire doors, detection and a protected route out. Each bedroom and the kitchen gets a fire door with a self-closer, an interlinked alarm system covers the escape route and the rooms that open onto it, and the stair is lined to hold back fire long enough to get out. The exact grade follows the building regulations drawings and the LACORS guidance.
Can one house be let as two separate small HMOs?
Not under permitted development anywhere. Class L does not permit the use of a building previously used as a single C3 dwellinghouse as two or more separate C4 HMOs. In Barking and Dagenham even one small HMO needs planning permission because of the borough-wide Article 4 direction. A split like that is a full planning question for your designer.
