HMO Conversions Chadwell Heath

House to HMO conversions and licence upgrades in Chadwell Heath, fire doors, detection and shared amenities built to the council's licence standards.

An HMO conversion in Chadwell Heath is tightly controlled from the first step. Barking and Dagenham's Article 4 direction removes the permitted development right to turn a Class C3 house into a Class C4 HMO across the whole borough, and since 9 January 2025 every HMO in the borough needs a licence to let legally. Terraced houses make up 46% of homes here, so a terrace is the likeliest starting point. We build the rooms, kitchens, bathrooms and fire protection to the planning consent and the licence standards.

In Chadwell Heath, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Chadwell Heath: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Why a Chadwell Heath HMO needs planning permission first

Nationally, Class L permitted development lets a C3 house become a C4 small HMO without an application. In Chadwell Heath that right is gone. Barking and Dagenham made an Article 4(1) direction on 30 March 2011 removing the C3 to C4 right, and it applies to the whole of the borough. It was due to come into force on 14 May 2012 subject to confirmation, and it was confirmed in May 2012. So a house here shared by three to six people who are not one household needs planning permission before the change of use.

Above six occupants the use is sui generis under the London Plan glossary, and that needs planning permission anywhere. Class L never allowed one house to become two separate HMOs either. The Local Plan 2020 to 2037 has its own HMO policy, DMH 5, and the council assesses small HMO proposals against a plan that resists the loss of housing of three bedrooms or more. A three-bedroom interwar semi is a family house in those terms, so the case has to be made in the application.

Housing in Chadwell Heath

Chadwell Heath's housing, as the Council Tax list records it, is about 9,660 homes: 66% houses, 34% flats, with 9% pre-1919, 42% interwar and 48% built since 1945.

The street tests for an HMO on a Chadwell Heath road

Barking and Dagenham only allows HMO proposals if its criteria are met, and two of them are about the street rather than the house. Flats and HMOs in a road must not exceed 10% of its houses. And no two adjacent properties should be converted, apart from dwellings separated by a road. On a Chadwell Heath terrace, where the house next door may already be shared, those two tests can decide the scheme before any drawing is done, so check the road first.

The London Plan pulls the other way on existing stock. Policy H9 says boroughs should take account of the role of HMOs in meeting housing need, and that HMOs of a reasonable standard should generally be protected. For an owner with a lawful HMO already in Chadwell Heath, that makes upgrading it to current licence standards a safer route than trying to open a new one next door to another.

Licensing a Chadwell Heath HMO: mandatory and additional

Barking and Dagenham's Additional Licensing Scheme launched on 9 January 2025 after Cabinet approval on 23 July 2024, and it runs for five years. An HMO with three or four people forming two or more households needs an additional licence if mandatory licensing does not already cover it. Five or more people in two or more households triggers a mandatory HMO licence. The landlord applies for the licence, and GOV.UK says renting out an unlicensed HMO can lead to an unlimited fine.

Mandatory licensing does not reach a flat in a purpose-built block of three or more self-contained flats; where such a flat is shared, it is the council's additional scheme, if any, that applies.

Timing matters in Chadwell Heath. A property left unlicensed for over three months before the application is issued a one-year licence rather than the usual five years. The council also withholds its licence fee compliance awards where a property has unauthorised alterations without planning or building regulation approval. So the order is planning, then building control and the build, then the licence application with the approved paperwork attached, and we programme the work to that order.

If the building is listed, the works themselves are a separate question: anything that affects its character, inside or out, needs listed building consent from Barking and Dagenham Council, and carrying it out without consent is a criminal offence.

Room sizes, kitchens and fire safety in a Chadwell Heath HMO

The licensing standards shape the build as much as the planning drawings do. Under Barking and Dagenham's HMO standards, no room under 4.64 square metres may be used for sleeping. A bedroom for one adult must be at least 6.51m2 and one for two adults at least 10.22m2, and no bedroom may hold more than two people. Every room, kitchens and bathrooms included, needs a floor to ceiling height of at least 2.13m. We set out partitions to those figures.

A full set of kitchen facilities is needed for every five occupants, and the kitchen should be no more than one floor from the bedrooms or living room where practicable. A one-person unit needs 12m2 with its own kitchen facilities, or 9m2 with a separate or shared kitchen. Fire safety follows Part B and the LACORS housing fire safety guidance: fire doors on every letting, linked detection and alarms, and a protected escape route down the stair.

  • Snagging before the council's licence inspection
  • Emergency lighting on the escape route where the house needs it
  • Thumb-turn bedroom locks that open from inside without a key

Why Choose GS Renovation in Chadwell Heath

An HMO is inspected twice: by building control during the work and by the council's licensing team afterwards. We build to the approved drawings and set out every room against the licence room sizes before the partitions are boarded, so a short room is caught on day one, not at inspection. A registered electrician certifies the installation and the fire alarm wiring. You or your agent apply for planning and the licence, and we supply the as-built details and certificates they need.

  • Every bedroom measured against the national minimum room sizes
  • Waste cleared as we go, not left piled up outside
  • En-suites placed only where a soil stack can serve them

FAQ

Frequently Asked Questions about HMO Conversions Chadwell Heath

Why do HMO conversion quotes in Chadwell Heath vary?

Because they rarely build to the same standard. One includes fire doors, interlinked detection, and bathrooms and a kitchen sized to the council's amenity standards; another prices a lower specification that may fail inspection. The published figure of £40,000 to £75,000 for a light conversion (Mayfair Studio, 2026) is a starting point. Compare Chadwell Heath quotes against the licence standards.

Does a Chadwell Heath house need planning permission to become an HMO?

Yes. Barking and Dagenham's Article 4 direction removes the permitted development right to change a Class C3 house to a Class C4 HMO, and it applies to the whole borough. So even a small HMO for three to six people needs planning permission before it is occupied that way. An HMO for more than six people is sui generis and needs permission anywhere.

Which HMO licence does a shared house in Chadwell Heath need?

Every HMO in the borough needs one, and the type turns on who lives there. Five or more people forming two or more households need a mandatory HMO licence. Three or four people forming two or more households need an additional licence under the scheme that began on 9 January 2025. The landlord applies, and we build to the standards the licence sets.

How small can an HMO bedroom be in Chadwell Heath?

No smaller than 6.51m2 for one adult or 10.22m2 for two adults, under the council's HMO standards. Any room under 4.64 square metres cannot be used for sleeping at all, and a bedroom can hold no more than two people. We measure every room on the survey and set out the new partitions to these figures, so the room count on the licence application is the real one.

Can a Chadwell Heath house next door to an existing HMO become one?

Unlikely under the council's HMO criteria. One criterion is that no two adjacent properties should be converted, apart from dwellings separated by a road, and another caps flats and HMOs in a road at 10% of its houses. Check the street, and any permissions already granted on it, before paying for drawings or making an offer on the house.

How many kitchens does a Chadwell Heath HMO need?

One full set of kitchen facilities for every five occupants, under Barking and Dagenham's HMO standards. The kitchen should be no more than one floor away from the bedrooms or living room where practicable. In a three-storey house with six or seven tenants, that often means a second kitchen on the upper floor, which brings its own drainage and extraction work.

What happens if a Chadwell Heath HMO has been let without a licence?

Barking and Dagenham issues a one-year licence instead of the usual five years where a property has been unlicensed for over three months before the application. GOV.UK also says renting out an unlicensed HMO can lead to an unlimited fine. If upgrade works are needed first, the landlord should apply promptly and use the licence conditions as our brief.

What fire safety work does an HMO conversion involve?

Fire doors with closers on every bedroom and the kitchen, a protected escape route down the stair, and an interlinked fire detection and alarm system suited to the size of house. The LACORS housing fire safety guidance is the recognised reference for HMOs, alongside building regulations Part B. We fit the doors and a registered electrician installs and certifies the alarm system.

What EPC rating does a let HMO in Chadwell Heath need?

Where the house needs an EPC, it must be E or better unless a valid exemption is registered. Since 1 April 2020 that has applied to existing lets as well as new tenancies, and local authorities enforce the MEES Regulations. A house let room by room may not need an EPC at all, so the landlord confirms which applies. Loft insulation, room heating controls and a modern boiler usually lift a rating.
