HMO Conversions Wembley

House to HMO conversions and licence upgrades in Wembley, fire doors, detection and shared amenities built to the council's licence standards.

HMO conversions in Wembley are shaped by Brent rules that go further than the national ones. Outside the areas Brent's HMO SPD exempts, which include the Wembley Growth Area, an article 4 direction in force since 1 November 2022 brings the change from a family house (C3) to a small HMO (C4) under planning control. Since 2 February 2026 Brent has also licensed HMOs of three or four people across the whole borough. We build shared houses, and upgrade existing ones, to the approved layout and the licence standards: room sizes, kitchens and WCs, fire doors, detection and escape routes.

In Wembley, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Wembley: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Planning for a Wembley HMO under Brent's article 4 direction

Whether a Wembley house needs planning permission to become a small HMO depends on the address. Brent confirmed an article 4 direction on 3 February 2022, in force from 1 November 2022, that brings the change from a dwelling (C3) to a small HMO (C4) under planning control, where nationally Class L would allow it. Brent's HMO SPD says the direction does not apply in the OPDC area, the Church End Growth Area site allocations or the other seven Growth Areas, and Wembley is one of those Growth Areas. So parts of central Wembley may keep the permitted development right, while streets outside the Growth Area boundary do not. Check the address on Brent's policies map.

Size decides the planning route as well. The London Plan defines an HMO for three to six people as Use Class C4 and one for more than six as sui generis, so a Wembley HMO for seven or more occupants needs planning permission wherever it is. Class L also does not permit a house previously used as a single dwelling to become two or more separate C4 HMOs. The owner or their agent makes any application, and we build to the approved layout and the room schedule that goes with it.

Housing in Wembley

About 17,140 homes are listed for Wembley, and the mix is 29% houses to 71% flats, with 63% built after 1945, 25% in 1919 to 1939 and 12% earlier.

Where Brent accepts a new HMO in Wembley

Brent also tests location before it grants permission for an HMO. Under Policy BH7 an area counts as over-concentrated where three or more of the ten nearest properties are already HMOs, and the HMO SPD requires a location with a PTAL of at least 3. Wembley addresses near the stations may clear the transport test, but the neighbour count is checked address by address, and a street that already has several shared houses can fail it even with good transport.

The London Plan pulls the other way on existing stock. Policy H9 says boroughs should take account of the role of HMOs in meeting housing needs and that HMOs of a reasonable standard should generally be protected. For a Wembley landlord, upgrading an existing, lawful HMO to current standards can therefore be a surer route than creating a new one, because the use is already established and the work is about licence conditions rather than a fresh planning decision.

Room sizes, kitchens and amenity space in a Wembley HMO

Brent's HMO SPD sets the layout of a Wembley HMO room by room. Singles need 7.5m2 of floor and a 2.15m width; rooms for two need 11.5m2 and 2.55m, with any en-suite left out of the sum. Kitchen space must reach 5.5m2 per 3 households or per 5 people, taking the lower, and each group of five occupants needs its own separate WC of 1.3 x 0.9m or more. On a house of up to three storeys the kitchen belongs on the ground floor.

Communal and outdoor space can decide how many rooms a Wembley house will take. The HMO SPD expects a minimum 5m2 of internal communal amenity space per resident, including the kitchen space, and normally seeks at least 20m2 of ground floor outdoor amenity space, with more for over 10 occupants. It also treats the London Plan D6 net internal floorspace standards as the minimum bedroom sizes for planning permission. We check the room schedule against these figures before any partition is built.

Licensing and fire safety for a Wembley shared house

Licensing follows the build. Brent's Additional HMO licensing designation applies to the whole borough and came into force on 2 February 2026, catching privately rented homes let to 3 or 4 occupiers who form two or more households. At five or more people in two or more households sharing a kitchen, bathroom or toilet, a mandatory licence applies instead. Renting out an unlicensed HMO can lead to an unlimited fine. The Wembley landlord applies, and we supply the room measurements and a record of the fire safety works for the application.

Mandatory licensing does not reach a flat in a purpose-built block of three or more self-contained flats; where such a flat is shared, it is the council's additional scheme, if any, that applies.

Fire safety sets the build detail in a Wembley HMO. Bedroom doors onto the escape route become fire doors with self-closers, the stair and landing form a protected route to the exit, and a linked fire detection and alarm system goes in to the standard the licence requires. LACORS housing fire safety guidance is the recognised guide to the level of protection, and Part B applies where the work is building work. Sound insulation between rooms completes the specification. Where the whole house is let on one tenancy, an EPC of E or better applies to existing lets as well as new ones; a room by room let generally needs no EPC, though the licence conditions may ask for one.

Why Choose GS Renovation in Wembley

We build HMOs from the approved layout and the licence standards, measuring every room against Brent's HMO SPD before a partition goes up. Fire doors, detection, the protected escape route and the kitchens and WCs the occupancy needs are built in one programme, not added after an inspection. The landlord applies for planning and the licence, and we supply the room measurements, fire safety record and programme they need. A registered electrician certifies the alarm and electrics, and you receive a written quotation after a site visit.

FAQ

Frequently Asked Questions about HMO Conversions Wembley

What should a landlord budget for an HMO conversion in Wembley?

Start from £40,000 to £75,000 in construction for a light conversion (Mayfair Studio, 2026), or £90,000 to £150,000 with en-suites throughout. Then add planning where an Article 4 direction applies, the licence fee and the fire risk assessment. A Wembley quote follows a survey against the council's HMO standards, with fire works, bathrooms and kitchens as separate lines.

Does a small HMO in Wembley need planning permission?

Outside the Wembley Growth Area, yes. Brent's article 4 direction on the change from a dwelling (C3) to a small HMO (C4) has applied since 1 November 2022. The HMO SPD says it does not apply in the OPDC area, the Church End Growth Area site allocations or the other seven Growth Areas. Wembley is one of those Growth Areas, so inside its boundary permitted development may still apply, while elsewhere in Wembley the change needs a planning application. Confirm the boundary on Brent's policies map.

Which HMO licence does a Wembley house share need?

By headcount. Three or four occupiers in at least two households need Brent's additional HMO licence, which has applied across the whole borough since 2 February 2026. Five or more occupiers from at least two households, with a shared kitchen, bathroom or toilet, need a mandatory licence. Letting an unlicensed HMO can lead to an unlimited fine.

How big must HMO bedrooms be in Wembley?

A single needs 7.5m2 of floor and a 2.15m width; a room for two needs 11.5m2 and 2.55m, with en-suite space left out. Brent's HMO SPD treats the London Plan D6 standards as the planning minimum. Brent's figures sit above the national licence minimums of 6.51 square metres for one adult and 10.22 for two, and no room under 4.64 square metres may be slept in, so a room built to the SPD also clears the licence minimum. Measure early, because one undersized room can change the whole layout and the number of lettable rooms.

How much outdoor and communal space does a Wembley HMO need?

Brent's HMO SPD normally seeks at least 20m2 of ground floor outdoor amenity space for an HMO, with more for over 10 occupants. Inside, it expects a minimum 5m2 of communal amenity space per resident, including the kitchen space. A house with a small rear garden or a single living room may struggle to meet both.

Can a Wembley HMO have its kitchen on an upper floor?

Not in a conversion of up to three storeys. Brent's HMO SPD says kitchens in conversions of existing multi-storey dwellings of up to 3 storeys should only be on the ground floor. The kitchen also has to reach 5.5m2 for every 3 households or 5 people, whichever is lower, so it is often the largest room in the layout.

How many separate WCs does a Wembley HMO need?

Brent's HMO SPD requires one separate WC room for every five occupants, at least 1.3 x 0.9m. The WC count therefore rises with the occupancy the licence allows, and each WC needs a drainage route to the stack, ventilation and a basin nearby. We plan the positions early so drainage runs stay short.

Is an HMO near a Wembley station easier to get approved?

The transport test is easier to pass there. Brent's HMO SPD requires an HMO location to have a PTAL of at least 3, which sites close to Wembley stations may reach. Policy BH7 is a separate test: an area is over-concentrated where three or more of the ten nearest properties are HMOs, and that is checked for each address.

What fire safety work does an HMO conversion involve?

Fire doors with self-closers on the rooms that open onto the escape route, a protected stair and landing to the exit, a linked fire detection and alarm system, and emergency lighting where the layout needs it. LACORS housing fire safety guidance is the recognised guide to the level of protection, and the licence conditions set the standard for the property. A registered electrician installs and certifies the alarm system.
