Office Fit-Out Windsor

Office fit-outs for small and medium office suites in Windsor, partitions, ceilings, lighting and small power for your office, with the IT and specialist trades coordinated.

Office fit-out in Windsor is work on a human scale: a floor above a shop in the town centre, a suite in a converted townhouse, a studio or a professional practice. The Royal Borough protects its main employment sites, and on those an Article 4 Direction in force since 30 January 2025 removes the right to turn Class E space into homes. We strip out, partition, light, service and decorate office space to your layout and your landlord's conditions, with the non-domestic building regulations signed off before staff move in.

For Windsor, the construction part of an office fit-out is published at £70 to £120 per sq ft as a UK guide, and an all-in London office fit-out at £148 to £359 per sq ft (Oktra and Cushman and Wakefield, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Windsor: we build the office partitions, ceilings, lighting and finishes as one contract and coordinate the IT supplier and specialist trades around them.

What office space in Windsor looks like in practice

Windsor has no business district of office towers, and the office work here reflects the town. The office work that does arise is small in scale: an upper floor over a shop, rooms in an older house near the castle, or a small suite for an accountant, agent, practice or design studio. The Central Windsor business neighbourhood plan, known as Windsor 2030, has not progressed, and the council records that its originally designated forum has expired.

Older buildings shape the fit out. Windsor Town Centre Conservation Area contains over 130 listed buildings and structures, and an office on an upper floor in the historic streets may sit inside one of them. Listed building consent then covers internal works that affect the building's character, so partitions, suspended ceilings and new cable routes are designed around the historic fabric rather than fixed straight through it. In an unlisted upper floor the questions are simpler: whether the floor takes the loading, whether the stair gives a safe escape route, and how services reach the space past the shop below.

Cat A, Cat B and the landlord's licence in Windsor

Office fit outs come in two stages, and the terms matter when you read a Windsor lease. Cat A is the landlord's base finish: a clear floor with ceilings, lighting, heating, floor boxes or trunking and working WCs. Cat B is the tenant's layer on top: partitions and glazed screens, meeting rooms, a tea point or kitchenette, extra small power, data points, furniture and signage. On a small upper floor the line between the two is often blurred, so we agree in writing which items the landlord has provided and which are yours before we price anything.

Any alteration normally needs the landlord's licence for alterations, and building regulations apply to non-domestic work just as they do to homes. The Royal Borough of Windsor and Maidenhead runs its own building control service and asks for two days' notice before work commences and seven days' notice before occupation, which for an office means before staff move in. For an office, the parts that bite are Part B for fire and means of escape, Part M for access and WCs, and Part L for lighting and services. We build to the approved drawings and give building control notice at each stage.

Offices, homes and the Class E Article 4 in Windsor

The Royal Borough has moved to keep some of its office stock in business use. On 30 October 2024 its Cabinet confirmed a non-immediate Article 4 Direction removing the Class E to C3 change of use right on protected employment sites. The direction came into force on 30 January 2025 for the protected employment areas in Borough Local Plan Policy ED2, and that plan was adopted on 8 February 2022. On those sites, wherever they fall in the borough, converting office space into flats now needs a full planning application rather than prior approval.

For a business taking office space, that is context rather than a decision you make. It signals that the protected sites are meant to stay in business use, which helps if you are signing a long lease or investing in a full Cat B fit out. Elsewhere in Windsor an upper floor let as offices today may be converted to flats by a future owner, subject to prior approval, two years in Class E use first, and never for a listed building. A tenant on a short lease may prefer a lighter fit out with demountable partitions that can move with the business. We price both levels so the choice is plain.

Working around others and handing a Windsor office back

An office above a Windsor shop sits in a building that keeps trading, so the fit out runs around other occupiers. The Royal Borough recommends noisy work only between 7am and 7pm on weekdays and until 1pm on Saturdays, but a landlord with trading tenants below may want drilling and cutting kept out of opening hours altogether. Noisy work outside the recommended hours needs the council's agreement, usually through a prior consent under the Control of Pollution Act, so only quiet work runs after hours. In the town centre, a scaffold for the frontage may only go up or come down after 6pm or before 8am on a Sunday. As the client, a business also has duties of its own under the Construction (Design and Management) Regulations, including appointing a principal designer and principal contractor in writing where more than one contractor is involved.

At the end of a lease the fit out often has to come out again. Dilapidations clauses commonly require the tenant to reinstate the space to its original condition, removing partitions, making good ceilings and floors and returning services to the landlord's layout. We record the Windsor space with photographs and a written schedule before we start, which helps when the landlord's surveyor later compares its condition. At lease end we can strip out and reinstate to that schedule, so you hand back the keys on the date the lease requires.

Trusted Office Fit-Out in Windsor

An office fit out has to finish on the day your staff move in, often in a building where other people are still working. We survey the space in Windsor, read the landlord's pack and lease conditions, and write a scope that separates Cat A items from Cat B. One manager runs strip out, partitions, ceilings, lighting, small power, decoration and signage in a set order, and coordinates the data cabling with your IT supplier. A registered electrician tests and certifies the installation, and we hand over the drawings and certificates your landlord asks for.

FAQ

Frequently Asked Questions about Office Fit-Out Windsor

Why do office fit-out quotes in Windsor vary so much?

Because the scope differs. One quote covers only partitions and ceilings; another includes fire alarm changes, lighting, data containment, the tea point and out-of-hours working. Published guides give £70 to £120 per square foot for the construction element (Oktra, 2026). Compare quotes against the same written scope.

What is the difference between Cat A and Cat B for a Windsor office?

Cat A is the landlord's base finish of ceilings, lighting, heating and working WCs on an open floor. Cat B is the tenant's own layout on top, with partitions, meeting rooms, a tea point, data and small power. We agree in writing which items the landlord has already provided before pricing your part.

Can offices on Windsor's protected employment sites be turned into flats?

Not under permitted development. The Royal Borough's Article 4 Direction removing the Class E to C3 right came into force on 30 January 2025 for the protected employment areas in Borough Local Plan Policy ED2. A conversion there needs a full planning application, so those sites are expected to stay in business use.

Does building control apply to an office fit out in Windsor?

Yes, where the work is building work, such as new partitions affecting escape routes, new WCs or new lighting and services. An office is covered by the Fire Safety Order, so a building notice cannot be used and the route is full plans. The Royal Borough runs its own building control service for Windsor. We build to the approved drawings, give notice at the stages it asks for and book each inspection, so the completion paperwork is ready for your landlord.

How much notice does Windsor building control need for an office fit out?

Two days before work commences and seven days before occupation, which for an office means before your staff move in. The Royal Borough of Windsor and Maidenhead asks for those notice periods. We build them into the programme, so the final inspection falls before the move date rather than after it.

Can you fit out an office above a shop in central Windsor?

Yes, with the work planned around the shop below. The Royal Borough sets the scaffold licence type by the ground floor use, so any scaffold for the frontage of an office over a business needs a commercial licence. Inside, we agree the stair route, delivery times and the quietest hours for cutting with the shop and the landlord before starting.

Is there a business plan for central Windsor that affects offices?

No separate one. The Central Windsor business neighbourhood plan, Windsor 2030, has not progressed, and the Windsor Neighbourhood Plan excludes the town centre. The Borough Local Plan, adopted on 8 February 2022, is the local plan that applies to proposals for office space in the centre.

What happens to the fit out when a Windsor office lease ends?

If your lease has a dilapidations clause, it can require you to strip out and reinstate the space. We photograph and schedule the condition before starting, so there is a record to compare against. At lease end we remove partitions, make good the ceilings and floors and return services to the original layout.

Does an office in a listed Windsor building need extra consent?

Yes, where the works affect its character. Windsor Town Centre Conservation Area holds over 130 listed buildings and structures, and internal works that affect a listed building's character need listed building consent. Your designer applies for it, and we route partitions, ceilings and cables around the historic fabric in line with the consent.
