Office Fit-Out Tower Hamlets

Office fit-outs for small and medium office suites in Tower Hamlets, partitions, ceilings, lighting and small power for your office, with the IT and specialist trades coordinated.

Office fit-out in Tower Hamlets covers two very different markets. Canary Wharf and the Docklands hold large office towers run by estate managers with detailed fit-out rules, while elsewhere in the borough office space is more likely to be a small suite, a studio or an office above a shop. We work at the smaller end of both: a single floor or suite stripped out and fitted with partitions, ceilings, lighting, power and a tea point, built to the landlord's licence and to the building regulations for non-domestic work.

For Tower Hamlets, the construction part of an office fit-out is published at £70 to £120 per sq ft as a UK guide, and an all-in London office fit-out at £148 to £359 per sq ft (Oktra and Cushman and Wakefield, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Tower Hamlets: we build the office partitions, ceilings, lighting and finishes as one contract and coordinate the IT supplier and specialist trades around them.

Office space in Tower Hamlets and the rules around it

Office space around Canary Wharf is protected at a London level. London Plan Policy E1 asks boroughs to introduce Article 4 Directions so that the CAZ, the Northern Isle of Dogs and other office clusters are not undermined by office to residential permitted development rights. Policy SD4 says the Mayor will support such directions across the whole of the CAZ and the Northern Isle of Dogs, and the Northern Isle of Dogs is where the Canary Wharf towers stand.

The borough has its own direction too. Tower Hamlets confirmed an Article 4 direction removing the Class E to residential right in certain parts of the borough, approved on 1 August 2022 and in force from 18 August 2022. In those parts, turning offices into flats needs a planning application, which is the landlord's question, not the tenant's. For a business taking space, the work is making an existing floor suit a new occupier.

Cat A, Cat B and the landlord's licence in Tower Hamlets

Cat A and Cat B are the two stages of an office fit-out, and knowing which one a Tower Hamlets floor has reached sets the scope. Cat A is the landlord's basic finish: ceilings, lighting, raised floors, air conditioning and toilets, with an open floor ready to be divided. Cat B is the tenant's layout on top of it: partitions, glazed meeting rooms, a kitchenette, furniture power, signage and decoration. A small suite above a shop in Bethnal Green may arrive with neither, and needs both.

Nothing starts without the landlord's licence for alterations, which usually attaches drawings, method statements and a list of approved hours. In a managed Docklands building the estate team often sets rules on lifts, loading bays and noisy work, and on busy floors noisy drilling outside the council's permitted hours needs its prior consent, so it is planned early. The same licence decides what must be taken out at the end of the lease, so we record what is installed for the dilapidations schedule.

Building control for an office fit-out in Tower Hamlets

An office fit-out in Tower Hamlets that changes escape routes, fire separation, ventilation or lighting needs building regulations approval, from the council or a registered building control approver. Tower Hamlets building control publishes standard charges for office and retail fit-outs in bands set by the value of the work, and non-domestic work not listed in its Table D is individually determined, with applicants asked to email building control. Knowing the route early lets the inspections be planned into the programme.

The regulations that bite on an office are Part B, fire safety and means of escape, Part M, access for disabled people, and Part L, which covers lighting and building services energy. New partitions can lengthen an escape route or create an inner room, and glazed screens need safety glass and manifestation. Lighting controls and heating or cooling changes are checked against Part L. We keep ceilings open until the inspector has seen the fire stopping and the services above them.

Running a Tower Hamlets office fit-out safely and on time

A business commissioning an office fit-out in Tower Hamlets is a commercial client under the Construction (Design and Management) Regulations, and that brings duties of its own. The client must make suitable arrangements for managing the project, give the designers and contractor the information they need, and allow enough time and resources. On a small suite we prepare the construction phase plan, and we tell you at the start what the regulations ask of you as the client.

The programme usually runs strip-out, first fix, ceilings and partitions, second fix, then decoration and snagging, with data cabling coordinated with your IT supplier so the cabling contractor arrives when the ceilings are still open. Noisy work in Tower Hamlets is allowed 8am to 6pm Monday to Friday, with approval needed for weekend noise, so in an occupied building the loud stages are grouped together. Handover includes the electrical certificates and the building control completion certificate.

FAQ

Frequently Asked Questions about Office Fit-Out Tower Hamlets

Why do office fit-out quotes in Tower Hamlets vary so much?

Because the scope differs. One quote covers only partitions and ceilings; another includes fire alarm changes, lighting, data containment, the tea point and out-of-hours working. Published guides give £70 to £120 per square foot for the construction element (Oktra, 2026). Compare quotes against the same written scope.

Do you fit out offices around Canary Wharf in Tower Hamlets?

Yes, at the smaller end: a single suite, a part floor of partitions and meeting rooms, or a studio. Managed buildings around Canary Wharf and the Docklands have their own fit-out guides, access rules and approved hours, and the landlord's licence sets the scope. We work to those rules and to the drawings your designer or the landlord approves.

What is the difference between Cat A and Cat B in a Tower Hamlets office?

Cat A is the landlord's shell finish, with ceilings, lighting, floors, air handling and toilets. Cat B is the tenant's own layout: partitions, meeting rooms, kitchenette, power to desks, signage and decoration. A floor in a managed Tower Hamlets tower is commonly let at Cat A, so the tenant's fit-out is Cat B. A small office above a shop may need both stages.

Does an office fit-out in Tower Hamlets need building regulations approval?

In most cases, yes. New partitions, escape routes, fire separation, lighting and ventilation all fall under the building regulations for non-domestic buildings. Tower Hamlets building control sets standard charges for office fit-outs by the value of the work, and anything outside its Table D list is individually determined, so the applicant emails building control for a figure. A registered building control approver is the alternative.

Can office fit-out work in Tower Hamlets happen at weekends?

Quiet work can, but noisy work needs the council's approval first. Tower Hamlets permits noisy construction work 8am to 6pm Monday to Friday, and approval is needed before noisy work on Saturdays, Sundays or bank holidays. In an occupied office building the landlord may also restrict drilling in working hours, so we agree a plan that meets both.

Can the office we lease in Tower Hamlets be turned into flats?

That is a planning question for the owner, not the tenant. Class MA can allow a change from Class E to homes by prior approval, but Tower Hamlets has an Article 4 direction removing that right in certain parts of the borough, in force since 18 August 2022. For a business taking space, the relevant work is fitting out the office for use.

What does the client have to do under CDM on an office fit-out?

A commercial client has its own duties under the Construction (Design and Management) Regulations. These include making suitable arrangements for managing the project, giving the team relevant information about the building, such as asbestos surveys, and allowing enough time. We explain those duties at the start and prepare the construction phase plan for a small fit-out.

What happens to our fit-out when the Tower Hamlets lease ends?

The lease and the licence for alterations decide it. Many leases require the tenant to remove its partitions and reinstate the floor to its original state, which is part of dilapidations. We keep a record of what was installed and how, so reinstatement at the end is straightforward, and we can price the strip-out when the time comes.

Can Tower Hamlets building control advise before the office design is fixed?

Yes. The council's duty building control officer service gives pre-application advice for small commercial buildings, through its Building Control Free Advice Form. It helps settle escape routes, fire separation and accessible toilets before the partitions are ordered. Your designer usually asks the questions, and we can join the conversation where the site conditions matter.
