East Herts District Council is the local planning authority for Hertford. It adopted its District Plan on 23 October 2018, for the period 2011 to 2033, and that is the starting point for any application.
Three Hertford wards have made neighbourhood plans of their own: Bengeo and Sele in July 2021, and Kingsmead on 26 July 2023. A fourth area, Hertford Castle Plus, covering Castle, Kingsmead West and Bengeo South, was designated in July 2024, and that plan has not yet been made. Which ward you are in decides whether there is a second layer of policy to answer.
In Kingsmead, roof height is capped by policy. Kingsmead neighbourhood plan policy HKBE4 requires rooflines of development in residential areas to be limited to the height of the homes immediately adjacent or opposite.

Under the built up part of Hertford the bedrock is chalk. British Geological Survey 1:50,000 mapping shows it as the Lewes Nodular Chalk Formation and Seaford Chalk Formation, undifferentiated. The south east of the town is the exception, where the Lambeth Group of clay, silt and sand comes to bedrock. That includes the south east end of Mangrove Road, the southern part of Balls Park, London Road and Foxholes Business Park.

Till and granular deposits are different bearing materials, so foundation type and depth follow the address rather than the town. The engineer specifies after trial holes and we build to that design.
It is a reason to dig trial holes rather than assume. The Historic England record for Sele ward includes a post medieval gravel pit at Thieves Lane, reference 6864, a post medieval brickfield at Valeside, reference 30289, and a brickground at St Andrew's Cemetery, reference 7239. Former workings can leave ground unlike the plot next door. What is under your garden is confirmed by opening up, and the engineer sets the foundation from that.
The zone is checked against the mapping for your plot before the design is fixed. The Sele plan records land in Flood Zone 2, 3a and 3b associated with the River Beane and its tributaries. The Kingsmead plan records the same zones on the floodplain of the River Lea. Where a proposal sits in one of them, flood risk information forms part of the planning application, and the finished floor level is part of the answer.
It has to be designed around, and the council will want to see how. Surface water from Kingsmead drains into two open ditches, one beside Rowleys Road and one known as the Gulches, which crosses Tamworth Road next to number 22. Building over or beside a watercourse affects foundations, access for maintenance and where rainwater goes. The position of the ditch is surveyed and the drainage design agreed before an application goes in.
