The plan documents your alteration is judged against

Two adopted documents set the criteria, and a third is on its way. The Three Rivers Core Strategy was adopted on 17 October 2011. The Development Management Policies Local Development Document was adopted in July 2013 and sets the criteria used to assess planning applications across the district. Three Rivers District Council ran a final consultation on its revised Local Plan before submission, announced on 31 July 2026 and running to 25 September 2026.

The council is close at hand while you work this out. Three Rivers District Council has its offices at Three Rivers House, Northway, Rickmansworth WD3 1RL, inside the town it serves. We are a contractor rather than a planning consultant, so we will not tell you an application will succeed. What we will do is flag, before you commit, which parts of a proposed alteration look like they need a consent as well as building regulations approval.

Four conservation areas carry the Rickmansworth name

The national planning data register lists four Rickmansworth conservation areas held by Three Rivers District Council: Rickmansworth Town Centre, Rickmansworth Nightingale Road, Rickmansworth Upper Nightingale Road and Rickmansworth Cedars Avenue. The appraisal currently in force is dated August 1993 and was prepared by the Hertfordshire Building Preservation Trust on the council's behalf. Which of those areas your address falls in changes what external work needs consent.

That 1993 appraisal is being replaced. Three Rivers District Council is consulting on a draft Rickmansworth Conservation Area Character Appraisal and Management Plan, with the consultation closing on 12 August 2026. The draft reviews the conservation area boundary, and three locally important buildings at Rickmansworth station and the Telephone Exchange on Rectory Lane could be brought inside it. If your house sits near a boundary, confirm the current position with the council before you design around it.

In Moor Park there is a second body to satisfy

The estate company has its own say alongside the council. Moor Park (1958) Limited maintains the private roads, verges and open spaces in the Moor Park conservation area and enforces certain restrictive covenants, and the council advises all applicants to consult it. Separately, conservation area consent is needed there for the demolition of buildings and in some cases for the demolition of parts of buildings, including chimneys.

Where demolition is proposed because of the poor condition of a building, the council asks for the application for conservation area consent to be accompanied by a structural survey. We do not produce that survey, and we would tell you plainly that it needs a suitably qualified professional. The appraisal also treats basement levels that are evident on street elevations as uncharacteristic of the conservation area and unacceptable, which limits what a lower ground alteration can look like from the front.

What is under the ground varies across the town

It is not one material. British Geological Survey 1:50,000 mapping shows no superficial deposit over the chalk at Rickmansworth High Street, so the chalk is at or close to the surface there. Around Sandy Lodge Road in Moor Park the bedrock is recorded as the Lambeth Group, described as clay, sand and gravel. At Mill End the bedrock is Seaford Chalk, covered over much of the area by the Beaconsfield Gravel Member, a sand and gravel superficial deposit.

Where valley floor alluvium is mapped, the survey records it as clay, silt, sand and gravel of fluvial origin. The BGS Lexicon describes it as a soft to firm, compressible silty clay that can contain layers of silt, sand, peat and basal gravel. Compressible ground beneath a new concentrated load is a foundation question, not a beam question. We raise it with the engineer at survey stage so trial holes or underpinning are priced in from the start.
