Home Renovation Luton

Full refurbishments and whole-house renovations in Luton. Trusted, professional, 30+ years' hands-on experience.

A whole house renovation in Luton touches planning policy, building control and more than one inspection schedule at once. Luton Borough Council is the single authority for all of it. We coordinate the applications and inspections, appoint the structural engineer where the work is structural, and build to the calculations issued.

One authority, and no shortlist to be on

Luton Borough Council runs its own building control service, reachable on 01582 546607 and at build.control@luton.gov.uk. That is the team booking your inspections and issuing the certificate at the end.

The council also states plainly that it does not recommend or endorse any individuals, organisations or businesses, and holds no preferred contractors or suppliers list. Any builder claiming to be council approved in Luton is claiming something that does not exist.

The policy your renovation is judged against

The adopted development plan is the Luton Local Plan 2011 to 2031, which the council resolved to adopt on 7 November 2017. A replacement plan is at scoping stage, with the scoping consultation published on 28 May 2026 and adoption targeted for 22 December 2028.

Do not expect a council design guide for your extension. Luton lists eight supplementary planning documents, and none of them is a design guide for householder extensions. Design judgements come back to local plan policy and to the character of what is already there.

Conservation areas, local listing and permitted development

In a Luton conservation area, planning permission is required for changes that would be permitted development elsewhere, including roof alterations, cladding, dormer windows and satellite dishes visible from the street. That reshapes a renovation specification before anything is ordered.

Luton has also adopted a local list of buildings and structures of local architectural or historic interest. These are non-designated heritage assets and a material consideration in planning decisions. Policy LLP30 of the adopted local plan requires development to take account of the character, setting and local distinctiveness of affected heritage assets. Outside those cases, none of Luton's six Article 4 directions removes householder permitted development rights.

Several schedules, one programme

A renovation can trigger more than one inspection schedule at once. A loft conversion has stage 2 as inspection of the steel beams in the loft area. A garage conversion runs to seven stages, including a check of the damp proof course in the wall and the damp proof membrane to the floor.

There is a limit around the whole of it. Luton's standard building control charges are set on the basis that the work takes no more than 12 months from commencement to completion, with supplementary charges possible if it takes longer. That is a good reason to phase a renovation deliberately rather than let it drift.

FAQ

Frequently Asked Questions about Home Renovation Luton

What happens to the home renovation price if the scope changes in Luton?

It moves, and you see the movement immediately. Because the home renovation quotation for a Luton home is itemised, a change to the specification at LU1 is priced against the same lines rather than renegotiated wholesale. GS Renovation issues a written variation and waits for your approval. That protects both sides on every Luton project. Ring 07472 424 226 and GS Renovation will explain how a variation at your LU1 address in Luton is agreed. As a rough guide, home renovation in London ranges from roughly £40,000 to £150,000 or more for a full refurbishment (indicative London ranges, MyBuilder and Checkatrade, 2026). Your figure depends on the size, specification and condition of the property, which is why we survey before quoting.

Does stripping the house back to a shell need a demolition notice?

It can, and it is handled separately from the alteration work. Luton Borough Council operates a domestic demolition notice as its own item, so partial demolition is not simply folded into the application for whatever replaces it. The extent of what comes down decides whether one is needed. We put that question to the building control team on 01582 546607 before the programme is fixed, rather than after the skips arrive.

What happens if work starts before building control has been told?

You are in breach of a legal duty rather than a courtesy. Luton Borough Council points out that notifying building control within five days after work has commenced is a legal requirement under regulation 16(3C) of the Building Regulations 2010. On a renovation where trades start at different times, that duty is easy to miss. We hold the notifications as part of coordinating the application, so the record matches what is happening on site.

The street floods in heavy rain. Does that affect what we can do?

It shapes the drainage design rather than the consent for internal work. Luton Borough Council developed its local flood risk management strategy, dated July 2015, with other flood risk authorities including the Environment Agency and Thames Water. The Environment Agency's flood map for planning records Flood Zone 2 along the River Lea at Leagrave and through Wardown Park. Where a renovation adds hard surfacing or new drainage, that context decides where the water goes.

Two sources give different dates for our conservation area. Which one counts?

Use Luton Borough Council's own dates. Its published dataset gives 12 May 1998 for both the Town Centre and High Town Road areas, 7 July 2003 for Rothesay, 19 April 2010 for Luton South and 4 June 2020 for Plaiters' Lea. The national planning data register carries older start dates of 1975 and 1978 for the first two, and leaves Rothesay and Plaiters' Lea blank. The council's record is the one to work from.

Can you renovate a home you rent from Luton Borough Council?

Only with written permission, obtained before the improvement works begin. Luton Borough Council requires that consent first, and it defines what you may change. Compensation for any one qualifying improvement is capped, and the council states that none is payable for professional fees such as architects, or for the cost of planning permission or building regulations consent. Those sit in your own budget. We do not start on a council property until the permission is in hand.
