An HMO conversion in Luton turns a family house into a shared house, or brings an existing HMO up to the licence standard. Luton Borough Council states it does not currently have an Article 4 direction on changing a house to a small HMO of up to six residents. It does license shared houses across the whole borough and expects the stricter bedsit fire standard in every HMO. So the planning can be light while the building standard is high. We build to that standard from first fix.
For Luton, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (Mayfair Studio and LetCompliance, 2026); a Bedfordshire price follows a site visit. GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Luton: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Small or large HMO: the Luton planning position
Luton Borough Council says it does not currently have an Article 4 direction requiring planning permission to change a house from C3 to a small HMO of up to six residents. Without one, turning a family house into a shared house for three to six people is permitted development in Luton, unless a condition on your house removes that right. The council offers paid technical advice confirming whether permitted development rights on an address have been restricted. Its HMO standards page says planning consent is needed to run an HMO with seven or more people, which is a sui generis use.
Where planning is needed, Luton Local Plan Policy LLP17 permits sub-division to create an HMO provided it does not harm the character of the area, particularly in conservation areas, and meets licensing, amenity and design standards. It also asks for appropriate outdoor amenity space, bin storage and parking. Those three items can decide the layout of the rear garden and the front forecourt before the internal plan is fixed, so we look at them on the first visit.
Housing in Luton
Of the 85,500 homes the valuation list records in Luton, 13% were built before 1919, 20% between the wars and 67% since 1945; 28% are flats and 72% are houses.
Which Luton licence a shared house will need
A mandatory HMO licence is needed in Luton for any property occupied by five or more persons forming two or more households who share amenities such as a bathroom or kitchen. Luton's additional licensing designation for small HMOs came into force on 5 February 2024 across the whole borough. It covers HMOs shared by three or four people forming two or more households, and will cease on 4 February 2029 unless revoked earlier. A flat in a purpose-built block of three or more flats is outside mandatory licensing, and Luton's additional scheme as described covers three or four sharers. The landlord should therefore confirm with Luton whether a larger share in such a block is licensable.
Luton's selective licensing area covers the town centre and Park Town, but a small HMO inside it applies for an additional licence, not a selective one. As of September 2026, Luton says its selective and additional application system is unavailable and enforcement will not begin while it remains so; mandatory HMO licensing is unaffected. Operating an HMO without the proper licence can bring a civil financial penalty. The licence application is yours or your agent's; we build to the standard it is judged on.
Room sizes, bathrooms and sinks under Luton's HMO standards
Luton's HMO standards bar any room under 4.64m2 from use as sleeping accommodation, and set 6.51m2 as the minimum for anyone over 10, matching the national licence conditions, which also require 10.22 square metres for two people over 10. Where five or more occupiers share, there must be a separate toilet with a wash hand basin and a bathroom with a fixed bath or shower for every five sharing occupiers. Shared kitchens need one sink for every five occupiers. Luton applies these standards when it licenses the house.
Those ratios drive the plan of a Luton HMO conversion, so they are worth settling before the drawings are finished. A sixth bedroom can mean a second bathroom and a second sink run, with the soil stack, waste falls and extraction that go with them. We lay the proposed plan against the standards before we price, so you can see where a room is too small or where one more occupier tips you into a further bathroom.
The bedsit fire standard in every Luton HMO
Luton no longer accepts the LACoRS shared house fire standard and expects all HMOs in the borough to meet the stricter bedsit HMO standard. In practice that points to fire doors with self closers to each letting room, a protected escape route to the front door and an interlinked detection system throughout. Where the conversion needs building regulations approval, Part B sets the fire separation and escape as well. We build those in at first fix, because retrofitting fire stopping behind finished plaster is slow and messy.
The doors, frames and ironmongery need ordering well ahead of second fix, and every cable and pipe hole through a protected wall is sealed as it is made. Sound between letting rooms matters too: a stud wall with insulation and a heavier board cuts complaints. For the energy rating, Luton gives a discount on a mandatory HMO licence application accompanied by an EPC rated Band C or above, so insulation and heating upgrades pay back twice.

Why Choose GS Renovation in Luton
An HMO in Luton has to satisfy the licensing standard as well as the Building Regulations, and possibly a planning permission, so we price from all of them together. We set out each room to its measured size, fit the fire doors and interlinked alarms at the right stage and book the building control inspections. The licensing officer will ask for the electrical installation certificate, the gas safety record and the alarm commissioning papers, so we collect them from the registered electrician and gas engineer into one pack for your licence file.
- Aftercare and snagging support once the job is finished
- EPC upgrades done while the walls and floors are still open
- Detection laid out to the grade the council's HMO fire guidance sets

FAQ
Frequently Asked Questions about HMO Conversions Luton
How much does an HMO conversion cost in Luton?
Published figures put a light HMO conversion for four to six tenants at £40,000 to £75,000 in construction, and a full conversion with an en-suite to every bedroom at £90,000 to £150,000 (Mayfair Studio, 2026). A Luton house moves within that range with the fire works, the extra bathrooms and the kitchen size. Planning and licence fees are the landlord's and sit outside our quote.
Does Luton have an Article 4 direction on small HMOs?
No. Luton Borough Council states it does not currently have an Article 4 direction requiring planning permission to change a house from C3 to a small HMO of up to six residents. Planning consent is still needed to operate an HMO with seven or more people, and Policy LLP17 then sets the tests.
When does a Luton HMO need a mandatory licence?
When five or more persons forming two or more households share amenities such as a bathroom or kitchen. That test applies anywhere in England, and Luton's own HMO standards on rooms, bathrooms and fire safety are what the house is inspected against. Mandatory licensing carries on whatever the state of Luton's separate application system for its additional and selective schemes. The landlord applies for the licence, and we build the house to the standards from first fix.
Is a three person shared house licensed in Luton?
Yes, if the three people form two or more households; a single family is not an HMO. Luton's additional licensing scheme covers HMOs shared by three or four people forming two or more households. The designation came into force on 5 February 2024, applies across the whole borough and will cease on 4 February 2029 unless revoked earlier. As of September 2026, Luton says its application system is unavailable and enforcement will not begin while it remains so, so check the council's page before letting.
What is the smallest bedroom allowed in a Luton HMO?
Luton's HMO standards bar any room under 4.64m2 from use as sleeping accommodation, and that size is only for a child under 10. The minimum for one person over 10 is 6.51m2, and a room shared by two people over 10 needs 10.22 square metres under the national licence conditions. Rooms are measured on usable floor area, so floor under one and a half metres of headroom and fixed boxing do not count. We check every proposed room that way before we price the layout.
Which fire standard applies to a shared house in Luton?
Luton no longer accepts the LACoRS shared house standard and expects all HMOs in the borough to meet the stricter bedsit HMO standard. That means more fire doors, protected escape routes and interlinked detection than some owners expect, and it is cheaper to build in at first fix than to add later.
How many bathrooms does a five person Luton HMO need?
At least one bathroom with a fixed bath or shower and a separate toilet with a wash hand basin. Luton's HMO standards require that for every five sharing occupiers where five or more share, and one kitchen sink per five occupiers. So a sixth occupier can mean a second bathroom, and we plan the drainage for it early.
Does a Luton HMO scheme need outdoor space and bin storage?
Where planning permission is needed, Policy LLP17 asks HMO schemes to provide appropriate outdoor amenity space, bin storage and parking. We plan the bin store, bike space and any garden division as part of the building work, not as an afterthought left until the week of handover.
Who applies for the planning permission and the HMO licence?
You as owner, or your agent or designer, make the planning and licence applications. We build to the consent and the licensing standard. Your designer prepares the drawings; we give you the programme and, at the end, the trade certificates and the building control completion certificate once it is issued, in one pack.
