Flat conversions in Wembley start from a small pool of houses. VOA figures record 29% of Wembley homes as houses and 71% as flats, so the candidates are the terraces, semis and detached houses still in single use. Brent protects family homes: under Policy BH11 a home of 3 or more bedrooms can be converted into two or more dwellings only where all its criteria are met. We build conversions to the planning consent and the Building Regulations, with fire and sound separation set out first.
In Wembley, converting a house into two or three flats is published at £50,000 to £120,000 including professional and council fees, and an England-wide guide puts a straightforward two-flat split at £40,000 to £80,000 in construction alone, which is the part a builder prices (indicative London ranges, Architectural Drawings and Mayfair Studio, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Wembley: we build the conversion to the approved drawings, building control inspects the fire and sound separation, and a registered electrician certifies each flat's electrics.

Brent's family housing test for a Wembley conversion
A Wembley house can only be split into flats if it passes Brent's Policy BH11 tests. The existing home must be 130 sq.m or more, or acceptably extendable to that size, and the scheme must include at least one 3-bedroom dwelling. A house that falls short therefore depends on an extension that is acceptable in its own right, so the extension and the conversion are drawn and argued together. Splitting a house into flats always needs planning permission, which the owner or their designer applies for.
A common layout gives the family-sized flat the ground floor and the garden, because a 3-bedroom home needs the most floor area and the outdoor space. That leaves the upper floors for a smaller flat reached by its own protected stair. Where an extension is needed to reach the size, check the drains first. In Brent a full plans application is required for extensions built over, or within, three metres of a public sewer, and a rear extension on a terrace can sit close to one.
Housing in Wembley
Take the 17,140 or so homes the valuation list gives Wembley: 71% flats, 29% houses, 12% from before 1919, 25% interwar and 63% post-war. Most homes here are flats, and changing the number of flats in Wembley needs the freeholder and usually planning.
Space standards for each new flat in a Wembley house
Each new flat in a Wembley conversion has to meet London Plan Policy D6, which sets minimum space standards for all tenures, and the London Plan counts conversions and change of use as new dwellings. A one-bedspace single bedroom must be at least 7.5 sq.m and 2.15m wide, and a double or twin bedroom at least 11.5 sq.m. Ceiling height is the test that catches houses out: D6 sets a minimum 2.5m floor to ceiling height for at least 75 per cent of each dwelling's Gross Internal Area.
Outdoor space and aspect count too. Where the borough plan sets no higher standard, D6 asks for at least 5 sq.m of private outdoor space for a 1 to 2 person dwelling plus 1 sq.m for each extra occupant. It also asks for dual aspect flats rather than single aspect ones. The Nationally Described Space Standard sits in the planning system, not the Building Regulations, so it is settled at planning stage. On a Wembley semi, outdoor space for the upper flat is often the hardest item to find.
Sound, fire separation and services between Wembley flats
Sound insulation between the new flats is the work that decides whether a Wembley conversion passes. Approved Document E sets the performance for flats formed by a material change of use at 43 dB airborne for walls and for floors and stairs, and 64 dB maximum impact for floors and stairs. On a timber floor that means a new ceiling on resilient bars, acoustic insulation between the joists and often a floating layer above. Pre-completion sound testing then shows whether it passes.
Part B fire separation is built at the same time. The floor between flats needs fire resistance, the stair to the upper flat becomes a protected route, and each flat gets its own fire-rated entrance door and detection. Each flat also needs its own meters, consumer unit and heating, and new addresses come from Brent's street naming and numbering service. Where a party wall in a Wembley semi or terrace is cut into for steel or flues, the building owner serves notice under the Party Wall Act first.
Older Wembley conversions and turning flats back into a house
An older Wembley conversion bought to be upgraded starts with its paperwork. Ask for the planning consent and the building control completion certificate for the original split, because a conversion done without them often has separating floors, flat doors and an escape route below standard, and a buyer's solicitor will ask for both. Brent's additional licence can also reach converted flats that failed the Building Regulations of their day and still fail them, where less than two thirds are owner occupied; our HMO Conversions page covers that licensing. Building a new conversion to current regulations keeps it clear from the start.
The reverse also happens in Wembley: two flats in a former house combined back into one home. The building work is mostly removal and reinstatement, with the upper kitchen taken out, spare meters removed by the suppliers and the stair opened back into the house. Losing a flat changes the number of dwellings, which is a material change of use under the Building Regulations, and planning permission can be needed where a home is lost, so the owner checks with Brent before work starts.

FAQ
Frequently Asked Questions about Flat Conversions Wembley
What should I budget for a flat conversion in Wembley?
Budget the building work first: an England-wide guide gives £40,000 to £80,000 in construction for a straightforward two-flat split (Mayfair Studio, 2026), then add design, planning, building control and utility connection fees. The published London all-in figure is £50,000 to £120,000 (Architectural Drawings, 2026). Check the council's conversion policy for Wembley first, because it decides which houses can be split at all.
Does converting a Wembley house into flats need planning permission?
Yes, always. Turning one house into two or more flats is development that needs planning permission, and Brent tests it against Policy BH11. That policy only allows a family home of 3 or more bedrooms to be converted into two or more dwellings where all its criteria are met. The owner or their designer makes the application, and we build to the approved drawings.
How big must each new flat be in a Wembley conversion?
Big enough to meet London Plan Policy D6. A one-bedspace single bedroom needs at least 7.5 sq.m and a width of 2.15m, and a double or twin bedroom at least 11.5 sq.m. At least 75 per cent of each flat's floor area needs a floor to ceiling height of 2.5m, which low upper ceilings in a Wembley house can fail.
What order does a Wembley flat conversion follow on site?
Any extension and structural work to the engineer's design comes first, then the separating floor and walls, the protected stair and the first fix of each flat's services. Fire linings and acoustic layers are inspected before they are covered, then plastering, second fix, kitchens, bathrooms and decoration follow. Brent Building Control usually sets out the inspection stages on approval and must be told two days before work starts.
Which building control route does a Wembley flat conversion take?
Normally a full plans application. Brent Building Control takes either a full plans application or, in certain circumstances, a building notice, and in Brent a building notice covers smaller residential projects. A conversion into flats involves fire separation, escape, sound and drainage design, so the detail is approved on drawings, by Brent or a registered building control approver.
What paperwork should an existing Wembley conversion have?
Planning permission for the split and a building control completion certificate. Brent Building Control issues a completion certificate after it has inspected the site, and a recent conversion should also have pre-completion sound test results for the separating floors. Where these are missing, the floors, flat doors and escape route are opened up and checked before any new work is planned, because gaps there are the usual defect.
Do new flats in a Wembley conversion need separate meters and addresses?
Yes. Each flat needs its own electricity supply and meter, its own gas meter where gas is used, its own consumer unit and heating, and a water supply arranged with the water company. Brent's street naming and numbering service issues the new addresses. Utility connections take time, so they are requested as soon as planning is granted.
Can flats in Wembley be turned back into a single house?
Yes, and the building work is mostly removal and reinstatement. The upper kitchen comes out, the suppliers take away the spare meters, and the stair is reconnected. The separation between flats is then reviewed against the rules for a single house, which still call for a protected stair in a house of three or more storeys. Planning permission can be needed too.
Who sets up the leases for the new Wembley flats?
Your solicitor. Once the flats exist, each one is usually sold or let on a new lease, which sets who repairs the structure, the roof and any shared entrance or garden. We give your solicitor and designer the as-built details, the service routes and the certificates, because the leases, the new addresses and any buyer's lender all depend on an accurate record of what was built.
