Flat Conversions Hornchurch

Houses divided into self-contained flats in Hornchurch, separating floors, a protected stair and separate services for every flat.

Flat conversion in Hornchurch starts with a size test. Splitting a house into flats needs planning permission, and Havering's Local Plan backs it only where the original building gives 120 sq m or more and one of the new homes is a family flat of 3 bedrooms or more. Havering will not support splitting a smaller house, so the original size decides whether a 1930s semi or an Emerson Park house qualifies. We build to the approved drawings: fire separation, sound insulation, separate services and the agreed room sizes.

In Hornchurch, converting a house into two or three flats is published at £50,000 to £120,000 including professional and council fees, and an England-wide guide puts a straightforward two-flat split at £40,000 to £80,000 in construction alone, which is the part a builder prices (indicative London ranges, Architectural Drawings and Mayfair Studio, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Hornchurch: we build the conversion to the approved drawings, building control inspects the fire and sound separation, and a registered electrician certifies each flat's electrics.

Havering's size test for splitting a Hornchurch house into flats

The first question for any Hornchurch conversion is how big the house was when built. Under Policy 9 of Havering's Local Plan, a subdivision is backed only where the original house measures 120 sq m or more, and one resulting unit is a family home with 3 bedrooms or more. Houses under 120 sq m are not to be split into two smaller homes at all. With 41% of homes semi-detached or detached and 23% terraced in the VOA's count for Hornchurch, Emerson Park and Hylands, a measured survey of the house as first built comes before any layout is drawn.

Where the house passes, the mix is set too. Every Havering scheme of this kind must include a family flat for three bedrooms and four people, sized at 74 sq m or more, plus a one bedroom flat for one or two people. Policy 9 would rather see that family flat at ground level, opening straight onto a garden it can use privately. On a Hornchurch plot that decides where the new staircase, the second front door and the bin store go, and which flat keeps the garden.

Housing in Hornchurch

The Council Tax list puts Hornchurch at about 9,530 homes, 26% flats against 75% houses; 3% went up before 1919, 48% between the wars and 49% after 1945. 23% of homes here are terraced; a converted terrace in Hornchurch has two party walls to consider for sound.

Room sizes, ceiling heights and outdoor space for each Hornchurch flat

Each flat in a Hornchurch conversion is treated as a new dwelling, because the London Plan space standards table counts conversions and changes of use alongside new build. Havering's Policy 7 backs homes that meet the national space standards and the London Plan ceiling height. In practice that means a single bedroom of 7.5 square metres or more and 2.15m wide or more, and a double or twin room of 11.5 square metres or more, under London Plan Policy D6.

Height is where an existing Hornchurch house can fall short. Policy D6 asks for 2.5m from floor to ceiling across 75 per cent or more of each flat's internal area, and new acoustic ceilings and raised floors eat into that margin. We check finished heights against the drawings before any ceiling is hung. D6 also asks for a minimum of private outdoor space for each flat, where the borough sets no higher standard, and for dual aspect homes where possible. In a semi that favours front-to-back flats over a flat squeezed into one side.

Fire separation and sound testing between the new Hornchurch flats

Turning one house into two or more flats is a material change of use, so the whole building has to meet the building regulations for flats. Under Part B each flat is a fire compartment: the floor between them gets fire-resisting construction, the shared stair becomes a protected escape route, and each flat entrance door is a self-closing fire door. Service holes through the compartment are sealed and detection goes in to the fire strategy. In a Hornchurch semi the timber first floor is the element that most needs upgrading to reach it.

For flats made by a change of use, Approved Document E looks for 43 dB of airborne sound insulation through walls and floors, and impact sound through floors of 64 dB or less. In a converted house that means a new independent ceiling below the existing joists, acoustic insulation in the void and a resilient layer above. Pre-completion sound testing then checks the separating walls and floors on site, so we build a Hornchurch conversion with the test in mind and leave nothing unsealed behind the plaster.

Services, addresses, party walls and CIL on a Hornchurch conversion

Each new flat needs its own electricity supply and meter, its own heating and hot water, and usually its own water supply or at least its own stopcock, with the supply applications made early because network work sets the programme. Each flat also needs an address through the council's street naming and numbering. Cutting into or building on a party wall needs a party wall notice under the Party Wall Act 1996. Havering says that is a civil matter in which it has no enforcement power, so on a Hornchurch job the building owner serves the notices and the work waits for written consent or an award.

The Community Infrastructure Levy is charged on new floorspace, so a conversion inside the walls of a house in lawful use may owe little, while one that adds an extension can owe more. Havering adopted its CIL in July 2019, effective from 1 September 2019, with residential charging zones north and south of the A1306 and the Mayoral CIL charged across the borough on top, so check liability before work starts. New drainage matters too: Havering requires a full plans application, not a building notice, for building near a public sewer, which a Hornchurch conversion adding a kitchen and bathroom can involve.

The GS Renovation Difference in Hornchurch

A conversion is two or more homes built inside one, and the separation between them is checked at each stage because it ends up sealed behind plaster. We build to the planning consent and the approved drawings your designer prepares, and book building control inspections at each stage so fire and sound details are seen before they are covered. A registered electrician certifies the circuits for each flat. You get a written quotation after a site visit and a programme showing when each flat will be ready.

FAQ

Frequently Asked Questions about Flat Conversions Hornchurch

Why do flat conversion quotes in Hornchurch vary?

Because the scope differs. One includes separating floors built to pass the sound test, a protected stair, separate meters and fire stopping; another prices them as extras. The England-wide guide of £40,000 to £80,000 in construction for a straightforward two-flat split (Mayfair Studio, 2026) is a starting point. Compare Hornchurch quotes against the approved drawings.

Can any house in Hornchurch be converted into two flats?

No. Splitting a house needs planning permission, and Havering's Policy 9 backs a subdivision only where the original house measures 120 sq m or more and one of the new homes is a family unit of 3 bedrooms or more. A house under 120 sq m is not to be split into two smaller homes. A measured survey of the house as first built settles the question before design fees are spent.

What mix of flats does a Hornchurch conversion have to provide?

A family flat for three bedrooms and four people of 74 sq m or more, plus a one bedroom flat for one or two people. Havering's Policy 9 would rather the family flat sat on the ground floor with its own usable garden reached directly. That points the garden to the larger ground floor flat, with the smaller flat above and its own entrance arrangement.

How big must the bedrooms be in a converted Hornchurch flat?

Under London Plan Policy D6, a single bedroom needs 7.5 square metres or more and a width of 2.15m or more, and a double or twin needs 11.5 square metres or more. Those London Plan space standards cover conversions as well as new build. GOV.UK places the national standard in the planning system rather than the building regulations, so it is tested when planning is decided.

How is sound between the flats tested in a Hornchurch conversion?

By pre-completion testing of the separating walls and floors against Approved Document E, which for flats formed by a change of use sets 43 dB airborne insulation and a maximum of 64 dB impact sound through floors. A floor that fails is opened and improved, so we build the ceiling, insulation and resilient layer to a tested detail and leave access to limit any remedial work.

Does a flat conversion in Hornchurch pay the Community Infrastructure Levy?

It can, mainly where the conversion adds floorspace, such as an extension, because the levy is charged on new floorspace. Havering's CIL has been effective since 1 September 2019, with residential zones either side of the A1306, and the Mayoral CIL is charged across Havering on top. Whether a particular conversion is liable, and how much, depends on the floor areas and use history, so your designer or agent checks it before work starts.

Does a Hornchurch conversion need a full plans building control application?

Often, yes. Havering requires a full plans application, not a building notice, if you are building near a public sewer, which new kitchen and bathroom drainage can involve. Havering's charges are the same for corresponding work whichever route is used. Once the finished building has a shared stair or other common parts, the fire safety order applies to it and a building notice cannot be used, so full plans is the route.

Can flats in Hornchurch be turned back into a single house?

Yes, and the work runs in reverse: removing a second kitchen, opening the staircase back to the whole house and merging the electrics and heating onto one supply. Merging homes reduces the number of dwellings, so it can need planning permission; ask Havering before the design is drawn. Each flat also has its own title, so the legal side runs alongside the planning question.

Who deals with party walls on a Hornchurch flat conversion?

The building owner, who serves any notices under the Party Wall Act 1996 before work to a shared wall starts. Havering says party wall works are a civil matter and the council has no enforcement power to intervene. We give the owner's surveyor the method and programme for the party wall work and build once written consent or an agreed award is in place.
