HMO conversion in Hanwell means turning a family house into a shared house, or bringing an existing HMO up to Ealing's licence standards. Ealing has used Article 4 directions to take away the permitted development right to turn a dwelling into a small HMO, and its additional HMO licensing scheme covers HMOs let to 3 or 4 unrelated people across the whole borough. We build to the planning consent and the licence standards: room sizes, kitchens and bathrooms per occupier, fire doors, detection and escape routes.
In Hanwell, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Hanwell: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Ealing's HMO Article 4 and what it means in Hanwell
A Hanwell house can no longer become a small HMO under permitted development. Nationally, Class L lets a C3 dwellinghouse become a C4 HMO without an application. In Ealing that right went in two steps: an immediate Article 4 direction in force from 30 October 2024, then a non-immediate one in force from 14 November 2025. The second applies across the borough apart from Perivale ward and the land under the Old Oak and Park Royal Development Corporation. Hanwell sits outside those exclusions, but check the ward for an address towards Perivale.
In practice, turning a Hanwell family house into a shared house for three to six sharers now needs a planning application. Ealing wrote its HMO planning guidance for exactly that C3 to C4 change. It wants a Management Plan submitted with the application, and the conditions it is likely to attach include approved plans that lock the room sizes and stop the rooms being split again later. Build to those plans exactly: a partition moved on site can breach the condition and leave you with an unlawful layout.
Housing in Hanwell
About 10,370 homes are listed for Hanwell, and the mix is 58% houses to 42% flats, with 30% built after 1945, 34% in 1919 to 1939 and 36% earlier.
Licensing a shared house in Hanwell after the build
Plan the licence alongside the build, because Ealing licenses small shared houses as well as large ones. Its additional HMO licensing scheme, in place since 1 April 2022, catches HMOs with 3 or 4 unrelated tenants anywhere in the borough, and the designation runs to 31 March 2027 unless the council revokes it sooner. Mandatory licensing applies where five or more people not living as one household share facilities. The council consulted on additional HMO licensing between 15 July 2026 and 24 September 2026, so check what follows the current designation.
Mandatory licensing does not reach a flat in a purpose-built block of three or more self-contained flats; where such a flat is shared, it is the council's additional scheme, if any, that applies.
The licence application is the landlord's, or their agent's; our job is a house that meets the standard it is judged against. Where there is no history of enforcement, an Ealing licence normally runs for 5 years, and GOV.UK warns that letting an unlicensed HMO can bring an unlimited fine. The licence inspection should therefore find the rooms, the fire precautions and the amenities already in place, rather than a list of works to finish after the tenants arrive.
Room sizes, kitchens and bathrooms in a Hanwell HMO
The room standards belong on the drawings before any partition goes up. In Ealing no room under 6.5m2 may be slept in, no bedroom may hold more than two people, and no bedroom may open off a shared kitchen. Nationally, mandatory licence conditions since 2018 set 6.51 square metres for one adult and 10.22 for two, with no sleeping room under 4.64, so an adult's room can never go below 6.51. The council also looks for bedrooms that meet the Nationally Described Space Standard and London Plan housing design guidance. Floor under a ceiling lower than 1.5m is left out when it sets occupant numbers, which catches Hanwell attic rooms.
Shared space is the other constraint. Ealing asks for 1 kitchen and 1 bathroom for every 5 occupiers, and its HMO planning guidance wants at least 25 sqm of combined living, dining and kitchen space for 3 people, and 31 sqm for 6. In an Edwardian terrace that shared room is often the knock-through between the front and back receptions, which fixes where the structural opening and the new kitchen go.
Fire safety, sound and energy in a Hanwell shared house
Fire safety is the heart of an HMO build. Expect fire doors to each letting and the kitchen, a protected escape route down the stair, and interlinked detection and alarms, to the level Ealing's licence conditions and the LACORS housing fire safety guidance set for the size of house. A C3 to C4 change is not itself a material change of use under the Building Regulations, but the building work done for it, such as new fire doors and partitions, still has to comply with Part B. We keep the fire-stopping open until it has been inspected.
In the London Plan glossary an HMO for three to six people is Use Class C4 and one for more than six is Sui Generis, so a seventh occupant means a new planning application. Sound insulation between bedrooms and the kitchen cuts complaints. On energy, GOV.UK says that since 1 April 2020 a covered property cannot be let, or go on being let, with an EPC below E without a valid exemption, so insulation and heating upgrades go into the same programme.
- Electrics extended to every bedroom, certified by a registered electrician

- Interlinked smoke and heat alarms, mains-wired and graded to the council's HMO fire guidance

FAQ
Frequently Asked Questions about HMO Conversions Hanwell
How much does an HMO conversion cost in Hanwell?
Published figures put a light HMO conversion for four to six tenants at £40,000 to £75,000 in construction, and a full conversion with an en-suite to every bedroom at £90,000 to £150,000 (Mayfair Studio, 2026). A Hanwell house moves within that range with the fire works, the extra bathrooms and the kitchen size. Planning and licence fees are the landlord's and sit outside our quote.
Can a Hanwell family house become an HMO without planning permission?
No. Ealing's Article 4 directions removed the permitted development right to change a dwelling to a small HMO, the immediate one from 30 October 2024 and the non-immediate one from 14 November 2025. Hanwell sits outside the excluded areas, so a C3 to C4 change needs a planning application, and Ealing expects a Management Plan with it.
Does a three-person shared house in Hanwell need a licence?
Yes, under Ealing's additional HMO licensing scheme, which from 1 April 2022 covers HMOs let to 3 or 4 unrelated individuals across the whole borough. The designation ceases on 31 March 2027 unless revoked earlier, and Ealing ran a consultation on additional HMO licensing from 15 July 2026 to 24 September 2026. Check the current position with Ealing before you let.
How small can a bedroom be in a Hanwell HMO?
Ealing never permits a room under 6.5m2 to be used as sleeping accommodation in an HMO. The national licence minimum for one adult is 6.51 square metres and 10.22 for two, and no room under 4.64 may be slept in. Ealing also expects HMO bedrooms to meet the Nationally Described Space Standard and London Plan guidance. It ignores floor area under a 1.5m ceiling when setting occupant numbers, which matters in attic rooms.
How much shared living space does a Hanwell HMO need?
Ealing's HMO planning guidance sets a minimum combined living, dining and kitchen area of 25 sqm for 3 people, rising to 31 sqm for 6 people. Add 1 kitchen and 1 bathroom per 5 occupiers, which Ealing requires, and the shared rooms often decide the occupancy more than the bedrooms do.
Will a Hanwell HMO scheme need parking spaces?
Often not. In areas with a higher PTAL score and a CPZ, Ealing will normally look for an HMO scheme to be car-free or car-lite. If the address falls in such an area, as streets near Hanwell station may, plan cycle storage rather than parking, and put the bike store on the drawings and in the build programme from the start.
What does Ealing weigh when deciding a Hanwell HMO application?
The tests are the London Plan 2021, Policy H9 among them, and Ealing's own Development Management DPD 2013. H9 asks boroughs to take account of the role of HMOs in meeting housing need and generally to protect those of a reasonable standard, so the quality of the layout carries weight.
When does a shared house need a mandatory HMO licence?
When five or more people who are not one household share facilities. Ealing states that mandatory HMO licensing applies at that threshold, and GOV.UK defines a large HMO the same way. Smaller shared houses in Ealing fall under the additional scheme instead, so while that scheme runs, either way the house needs a licence before it is let.
Can an existing HMO be upgraded to meet licence conditions?
Yes, and it is often the quicker job. We survey the house against the licence conditions, then fit the missing fire doors, alarms, extra bathroom or kitchen, and room changes in a planned sequence, keeping disruption to tenants as low as the work allows. The licence variation or renewal remains the landlord's application.
