HMO Conversions Epsom

House to HMO conversions and licence upgrades in Epsom, fire doors, detection and shared amenities built to the council's licence standards.

An HMO conversion in Epsom turns a family house into a shared house, or brings an existing one up to licence standard. Epsom and Ewell Borough Council requires an HMO licence where five or more people forming at least two households live in a property, and the application must include a floor plan drawn to the council's own standards. That plan shows the fire strategy room by room, so what we build has to match it exactly. The landlord applies for the licence; we build to it.

For Epsom, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (Mayfair Studio and LetCompliance, 2026); a Surrey price follows a site visit. GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Epsom: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

When an Epsom shared house needs a licence

Epsom and Ewell Borough Council requires an HMO licence where a property is occupied by five or more people forming at least two households. A licence is generally granted for a 5 year term, and fees are non refundable. The council states that it is an offence to operate a licensable HMO without a licence or valid exemption. That duty sits with the landlord, who applies, but it fixes the standard the building has to reach before the first tenant moves in.

Planning is a separate question from licensing. A change from a family house to a small shared house for three to six unrelated people, Class C4, is normally permitted development unless an Article 4 direction removes it. The owner or their agent confirms the position for the Epsom street concerned. A house for seven or more sharers is sui generis and needs planning permission. We start work once both the planning and the licensing route are clear.

Housing in Epsom

Count the homes in Epsom and you get about 16,290: 60% built since 1945, 23% between the wars and 15% before 1919, with flats at 35% and houses at 65%.

The Epsom HMO floor plan and why the build must match it

The floor plan is part of the licence application in Epsom, and it may be rejected without the right documents. The council's guidance requires room dimensions in metres and any ceiling height below 1.5 metres to be marked on the plan. The plans must show smoke detectors, call points, fire blankets, fire door ratings of 30 or 60 minutes, and windows. Any complex fire escape route has to be marked in red, with one A4 side per storey.

That makes the drawing a checklist for the build. We set out every detector, call point and fire door where the plan shows it, fit doors of the stated rating with the right frames, closers and seals, and label them. Where a loft or attic room has sloping ceilings, we measure the usable floor area before the plan is finalised. When the council's officer inspects the Epsom house, what stands in each room is what the plan says.

Room sizes, kitchens and bathrooms for sharers in Epsom

Bedroom sizes in a licensed HMO are set nationally. Since 1 October 2018 a mandatory licence requires at least 6.51 square metres for a room slept in by one adult and 10.22 square metres for two, and no room under 4.64 square metres may be used for sleeping at all. In an Epsom semi or detached house the small front bedroom over the hall is the room to check first, so the layout is tested against those figures before any walls move.

Mandatory licensing does not reach a flat in a purpose-built block of three or more self-contained flats; where such a flat is shared, it is the council's additional scheme, if any, that applies.

Shared amenities follow the number of occupants. A house for five or six sharers needs a kitchen large enough for them, with enough sinks, cookers, worktop and storage, and enough bathrooms and WCs, separate where the numbers require. We plan the new bathroom or en suite positions around the existing soil stack where possible, because a new stack through a family house is a large part of the cost of an Epsom HMO conversion.

Certificates, sound and energy in an Epsom HMO

The application must include an Electrical Installation Condition Report from an inspection in the last 5 years and a current EPC. For an Epsom house being converted into an HMO, we programme the electrical work so the registered electrician can inspect and report once it is finished, and we complete insulation, heating and glazing work before the energy assessor visits. The paperwork then follows the build rather than chasing it.

Sharers keep different hours, so sound between rooms matters more than in a family house. We add insulation to the stud walls between bedrooms and lay a resilient layer under floors above bedrooms where the budget allows. Fire safety guidance for HMOs, the LACORS guide being the recognised reference, sets the detection, doors and escape a house of this size needs. That EPC must show E or better, since the minimum standard has covered existing lets as well as new ones from 1 April 2020, unless an exemption is registered.

Working With GS Renovation in Epsom

An HMO conversion is judged twice, once by the licensing officer and once by the people living in it. We work from the landlord's licence floor plan, build the fire doors, detection and escape exactly as drawn, and time the electrical inspection and EPC visit to the end of the works so the landlord's application goes in complete. A registered electrician issues the report and a registered gas engineer does any gas work. Abdelaaziz Saaid is your single contact from strip out to handover.

FAQ

Frequently Asked Questions about HMO Conversions Epsom

How much does an HMO conversion cost in Epsom?

Published figures put a light HMO conversion for four to six tenants at £40,000 to £75,000 in construction, and a full conversion with an en-suite to every bedroom at £90,000 to £150,000 (Mayfair Studio, 2026). A Epsom house moves within that range with the fire works, the extra bathrooms and the kitchen size. Planning and licence fees are the landlord's and sit outside our quote.

When does a shared house in Epsom need an HMO licence?

When five or more people forming at least two households live there. Epsom and Ewell Borough Council requires an HMO licence in that case, and it states that operating a licensable HMO without a licence or valid exemption is an offence. The landlord applies. We build the property to the standards the licence will be checked against.

How long does an Epsom HMO licence last?

Generally 5 years. Epsom and Ewell says an HMO licence is generally granted for a 5 year term, and licence fees are non refundable. With the fee non refundable, getting the documents and the floor plan right the first time matters. We make sure the building matches the plan before it is submitted.

What certificates does an Epsom HMO licence application need?

An Electrical Installation Condition Report and a current EPC. The application must include a report from an electrical inspection in the last 5 years, and it must include a floor plan that complies with the council's own floor plan standards document. It may be rejected without the right documents. We time the electrical inspection and the EPC visit to the end of the works.

What must the fire safety details on an Epsom HMO plan show?

Smoke detectors, call points, fire blankets, fire door ratings of 30 or 60 minutes, and windows. Any complex fire escape route must be marked in red, with one A4 side per storey. We install each item where the plan places it, so the officer finds the house and the drawing agree.

Why do low ceilings matter in an Epsom HMO?

Because they reduce the usable floor area of a room. Epsom and Ewell's HMO floor plan guidance requires any ceiling height below 1.5 metres to be marked on the plan, along with room dimensions in metres. An attic bedroom with sloping ceilings can therefore count for less than its footprint, so we measure it before the room mix is fixed.

Does turning an Epsom house into an HMO need planning permission?

For seven or more sharers, yes, because a large HMO is sui generis. A small shared house for three to six people is normally permitted development unless an Article 4 direction removes that right. Epsom's heritage Article 4 directions, such as the Downs Road Estate one, control outside works like roofs and front doors, so the owner or their agent confirms with the council whether any direction covers the change of use.

How big must bedrooms be in a licensed HMO?

Since 1 October 2018 mandatory licences in England require at least 6.51 square metres for a room slept in by one adult and 10.22 square metres for two adults, and no room under 4.64 square metres may be used for sleeping. The landlord's designer measures each room against those figures, and we build any partition moves needed to bring a room up to size.

Can an existing Epsom HMO be upgraded without emptying it?

Often, room by room. Fire doors, detection and electrical upgrades can be phased so tenants stay in much of the house, with noisy work kept to 8am to 6pm on weekdays and 8am to 1pm on Saturday, the hours Epsom and Ewell accepts. A kitchen or bathroom renewal needs a short shutdown agreed with the landlord and tenants.
